The legislative branch of government makes laws, the executive branch enforces them, and the judicial branch interprets them.

These branches are allowed to interact with and contest each other, but their existence ensures that no small group of people has the power to do everything.

On the federal level, someone could propose a law, but if Congress does not vote in favor of it, the law does not get passed. Congress even balances itself through its structure.

Local Government In The United States

Local government in the United States refers to governmental jurisdictions below the level of the state. Most states and territories have at least two tiers of local government: counties and municipalities. Louisiana uses the term parish and Alaska uses the term borough for what the U.S. Census Bureau terms county equivalents in those states. Civil townships or towns are used as subdivisions of a county in 20 states, mostly in the Northeast and Midwest.

In addition to counties and municipalities, states often create special purpose authorities, such as school districts and districts for fire protection, sanitary sewer service, public transportation, public libraries, public parks or forests, water resource management, and conservation districts. Such special purpose districts may encompass areas in multiple municipalities or counties. According to the US Census Bureau’s data collected in 2012, there were 89,004 local government units in the United States. This data shows a decline from 89,476 units since the last census of local governments performed in 2007.

Each of the five permanently inhabited U.S. territories is also subdivided into smaller entities. Puerto Rico has 78 municipalities, and the Northern Mariana Islands has four municipalities.Guam has villages, the U.S. Virgin Islands has districts, and American Samoa has districts and unorganized atolls.

Article II, Section 1, Clause 3 is superseded by this amendment, which also extends the eligibility requirements to become president to the Vice President.

The Seventeenth Amendment modifies the way senators are elected. It stipulates that senators are to be elected by direct popular vote. The amendment supersedes Article 1, Section 2, Clauses 1 and 2, under which the two senators from each state were elected by the state legislature. Yes, the United States is a democracy, since we, the people, hold the ultimate political power. Were not a direct democracy, but we are a representative democracy.

This is where our history education might add some confusion. We are commonly taught that democracy is a product of ancient Greece. Its their word demokratia after all. The city-state of Athens is credited with implementing a system of government of and by the people, whereby eligible citizens would congregate to make decisions. State Local Governments Viewed More Favorably Than Federal Government

Americans have more favorable opinions of their state and local governments than the federal government in Washington. Two-thirds say they view their local government favorably, and 58% have favorable views of their state government. Only 35% of adults report a favorable opinion of the federal government.

Views of federal, state and local government have changed little over the past decade. Favorable opinions of the federal government have fallen significantly since peaking in the wake of the 9/11 terrorist attacks.

While overall views of the federal government in Washington are largely unchanged from late 2015, Republicans and Democrats have moved in opposite directions since then.

Today, 44% of Republicans and Republican leaners have a favorable opinion of the federal government, compared with 28% of Democrats and Democratic leaners. In 2015, views of the federal government were reversed: 45% of Democrats had a favorable view versus 18% of Republicans. Republicans and Democrats views of the federal government also flipped between 2008 and 2009, when Barack Obama won the presidency.

There are much smaller partisan differences in favorability toward states and local government. Majorities in both parties have favorable impressions of their state government similar shares in both parties view their local governments favorably.

Views Of Congress And The Supreme Court

Views of Congress remain extremely negative: Two-thirds of Americans say they have an unfavorable view of Congress, compared with 30% saying their view is favorable. The share expressing unfavorable views has increased slightly from a year ago .

With their party in control of both houses of Congress, Republicans views are slightly more favorable than Democrats: 37% of Republicans and Republican leaners say this versus 24% of Democrats and Democratic leaners. Republicans attitudes are more negative than a year ago, when 44% had a favorable opinion. Views among Democrats are mostly unchanged.

Attitudes toward the Supreme Court continue to improve after reaching 30-year lows in 2015. Republicans views, in particular, are now more positive than three years ago.

Two-thirds of the public says they view the court favorably, and about three-in-ten hold unfavorable views. The share of the public saying it has a favorable view of the Supreme Court has increased 18 percentage points since 2015 .

Most Republicans viewed the Supreme Court unfavorably after its decisions on the Affordable Care Act and same-sex marriage in summer 2015: Just a third of Republicans viewed the court favorably, compared with about six-in-ten Democrats . Today, more Republicans hold a favorable view of the Supreme Court than Democrats . Favorable views among Democrats have fallen since 2016.

National Crises Contribute To Shifting Views

Even more important, in my view, was the succession of national emergencies that struck the country between 1914 and 1945, and to a lesser degree during the postwar era as well. Clearly the world wars and the Great Depression had the greatest impact, although the period from the mid-1960s to the mid-1970s also witnessed many significant events. How did these crises contribute to shifting American views about the proper role of government in economic life?

In brief, the process worked as follows. First, each crisis gave rise to public clamor that the government do something. In the post-Progressive era, no government wished, nor could rulers expect to prosper politically if they chose, to keep their hands off the economy when a problem of overriding public concern had arisen. So, whether to prosecute a war or to alleviate a depression or to suppress a great labor upheaval, the government adopted interventionist policies to deal with the crisis.

Any government policy entails costs. The greater the costs, the less willing the public is to support the policy. Hence governments face a hard choice: on the one hand they cannot just stand by, because the public demands that they act on the other hand, any policy they adopt is subject to the law of demand, which means that, in the extreme, the public will reject a government that imposes unbearably large sacrifices on the citizenry. How can the government get off the horns of this dilemma?
