Free Meals In Further Education

To be eligible for a free meal, students must have enrolled in further education provision funded via ESFA. Only the eligible institution types listed in the free meals guide receive free meals in further education funding. Other institutions that have both pre- and post-16 pupils such as school sixth forms, academies, free schools, non-maintained special schools , UTCs and studio schools are required to provide free school meals to all of their eligible pupils. They receive funding to provide benefits-based FSM to pupils who are in receipt of one of the eligible benefits.

Free meals are targeted at disadvantaged students. For the purposes of free meals eligibility, the definition of disadvantage is students being in receipt of, or having parents who are in receipt of, one or more of the qualifying benefits.

A student is only eligible to receive a free meal when they, or a parent/guardian on their behalf, have made a successful application to their institution.

Institutions must provide a free meal to eligible students for each day that they attend their study programme, where this is appropriate.

We expect institutions to provide a meal free of charge to eligible students or to fund the free meal via an electronic credit or voucher the student can then redeem. This might be on or off-site where institutions have made arrangements with nearby food outlets.

School Attendance For Child Aged 18 To 25

If you are age 18 to 25, you must be attending school full-time at a recognized educational institution in order to receive a childrens benefit.

We define recognized educational institutions as:

  • schools

That provide training or instruction of an:

  • educational

The institution must also be recognized by the province in which it is located.

The school must be recognized by the CPP, and you must continue to meet all eligibility requirements.

In certain situations, you may be eligible for a benefit when you attend school part-time. For example, if you are taking courses at more than one educational institution, the course hours may add up to full-time attendance. Each situation is considered. Contact Service Canada for details.

The amount and duration of classes determine full-time school attendance, not whether the classes are taken during the day or evening. Evening classes and daytime classes have the same value when determining full-time attendance.

It is possible to be considered a full-time student without being physically present at the institution. Documentation requirements are different for students taking correspondence classes. Follow these steps to apply for ODSP online. In most cases, it takes 20 to 30 minutes.

You should submit only one application for you and your family that lives with you.

Before you start

Make sure that all family members included in your application are present when you apply online so they can provide their consent and confirm their information.

Have your familys identification and banking documents ready, such as:

  • social insurance numbers
  • total monthly income and available assets
  • other expenses
  • your bank account information so you can get your payment quickly

Once complete, submit your application.

Step 2: ODSP reviews your application

Your local ODSP office will review your application.

Step 3: your local ODSP office contacts you

Your local ODSP office will call you within 15 business days of submitting your application. This does not include weekends and holidays.

The office will schedule an intake verification interview. You may be asked to provide more information to support your application, such as copies of bills or other documents.

What Happens To Savings In An Resp When It Closes/expires

Any savings that remain in your RESP when it closes will be handled as follows:

The interest earned on both the personal savings as well as any government grants or bonds will be returned to you if all of the following apply:

  • all children named in the plan are at least 21 years old and are not eligible for an Educational Assistance Payment
  • the subscriber is a Canadian resident and
  • the RESP was opened at least 10 years ago.

In this case, the money withdrawn is called an Accumulated Income Payment. When withdrawn, the money will be taxed at your regular income tax rate, plus an additional 20 percent. You may also transfer it into your Registered Retirement Savings Plan or your spouses RRSP.

Ask your RESP provider for more details and for explanations on any conditions or penalties that may apply to your RESP should you decide to close the account.

If Your Situation Changes

You must notify Service Canada if:

  • you stop attending school
  • your attendance changes from full-time to part-time
  • your relationship to the child or to the contributor ends or changes
  • a child is being added to the family or is no longer in your custody and control
  • you change your name, address or bank account for direct deposit

Remember, if you receive payments you are not entitled to, you will have to pay them back.

    Adding Another Child To An Resp Family Plan

    If you wish to add another child to an existing RESP family plan, the child must be related to you by blood or adoption, and he or she must:

    • be under 21 years old at the time you add him or her to the plan or
    • have been a beneficiary of another family RESP immediately before being added to this one.

    As with any RESP, you must provide the new beneficiarys SIN to the RESP provider.

    If the Canada Education Savings Grant, Canada Learning Bond or British Columbia Training and Education Savings Grant has already been paid into the RESP, you can add a brother or sister of the existing beneficiary to the plan without penalty.

    While the Saskatchewan Advantage Grant for Education Savings can only be paid into a sibling-only plan, a cousin can be added to the plan without having to repay the SAGES already in the RESP.
