Newfoundland Labrador Down Payment Assistance
Home Purchase Program : Grants of $3,000 go towards the down payment of a new home with a value of no more than $400,000 . It applies to newly constructed homes or existing new homes that have not previously been occupied or sold. The grants will be available to the first 300 qualifying buyers up until March 31, 2019.

Recycling Down Payment Assistance
In order for a community to help more families within the constraints of a limited amount of funding, some state and local down payment assistance programs require households to repay their down payment loans in order to recycle those funds. Some programs provide assistance in the form of a fixed second mortgage with a below-market interest rate that requires regular monthly payments. Others defer payments for a period of time, such as five years, after which homebuyers begin making regular monthly payments.
The most common approach to recycled down payment assistance, however, is to utilize a silent second or due on sale mortgage that defers all repayment of principal or interest until the home is resold to avoid adding to a households monthly housing costs.
Because no monthly payments are required until the home is sold , a silent second mortgage can be just as effective as a grant in reducing the first mortgage requirements of home purchasers. Under both approaches, the familys monthly payment is the same. The difference is what happens when the home is sold. A family that has received assistance in the form of a grant keeps the assistance, while a family that has received assistance in the form of a silent second mortgage will be required to pay it back so the funds can be used to assist other families.

If You Move Within 5 Years Youll Have To Pay Some Money Back
For many homeowners, real estate wealth is transformative and generational which is why the Downpayment Toward Equity Act encourages a long-term view on homeownership. According to the billâs draft version, buyers who change their residence or sell within five years of purchase are required to forfeit back a portion of their initial grant.
- Sell or move within Year 1: Repay 100% / $25,000
- Sell or move within Year 2: Repay 80% / $20,000
- Sell or move within Year 3: Repay 60% / $15,000
- Sell or move within Year 4: Repay 40% / $10,000
- Sell or move within Year 5: Repay 20% / $5,000
There are exceptions to the repayment rule, and no repayments are required for buyers who stay in their home at least five years.
Our Advice: Use Down Payment Assistance When Its Available & Reasonable
Down payment assistance programs are available in all 50 states and many U.S. neighborhoods. Federal programs that apply automatically, such as tax credits, should be accepted when theyre available.
State and local DPAs often require formal mortgage applications and place constraints on home buyer financing. Sometimes, states require buyers to use specific higher-cost mortgages or mortgage lenders which offset or negate the down payment assistance program benefits.
Before using down payment assistance, perform a side-by-side comparison of buying a home with a DPA and buying a home without a DPA then compare your options with a low-down payment loan.

MassHousing, an independent housing agency in Massachusetts, can offer up to $50,000 in down payment assistance, depending on where you plan to buy a home.

The Alaska Housing Finance Corporation can provide a grant toward your closing costs and down payment.

- You can get up to 4% of the purchase price of the home youre buying. However, you may get only 3% if your credit score is particularly low
- You must be buying a single-family home that youre going to occupy yourself
- You must be financing that with a 30-year, fixed-rate mortgage backed by the Federal Housing Administration , Department of Veterans Affairs , or U.S. Department of Agriculture

There are four main types of down payment assistance:
Some DPA loans are interest-free, some have lower rates than your first mortgage, and others require the same or a higher rate than that. A quick count of the programs listed below suggests all four types of DPA are widespread. Grants are the most common, but not by much.
How To Find Down Payment Assistance To Buy Your Home

There is no comprehensive national database for down payment assistance programs. Some home buyer programs are applied automatically, including property tax abatement and federal tax credits to first-time buyers. Other down payment assistance programs can only be claimed with an application.
Local and state DPA programs arent advertised often, and theyre promoted poorly. The U.S. Department of Housing and Urban Development maintains a semi-complete list of programs, listed by state, county, and city.
Prior to applying for down payment assistance, review the terms and conditions. Some DPA programs require buyers to finance with an FHA mortgage.
Get pre-approved for an FHA mortgage.
Others enforce a residency requirement of five years or more.

The South Carolina State Housing Finance and Development Authority offers both mortgage loans and down payment assistance. This is intended to help low-to-moderate income families and individuals who are purchasing a home for the first time.
The Palmetto Home Advantage mortgage can be used with a conventional, FHA, VA, or USDA loan. And it may come with down payment assistance worth up to 4% of the loan amount with a $0.00 monthly payment.

Illinois Down Payment Assistance Programs
The Illinois Housing Development Authority has three down payment assistance loan options:
- Access Forgivable offers up to $6,000: Unless you sell or refinance your home within the first 10 years, this DPA assistance loans balance would be forgiven. You could get 4% of the homes purchase price up to $6,000
- Access Deferred offers up to $7,500: This 0% loan would need to be repaid when you sell or refinance the home. You could borrow 5% of the homes price up to $7,500
- Access Repayable offers up to $10,000: Youd make monthly payments on this DPA loan for 10 years. You could borrow 10% of the homes purchase price up to $10,000
To get any of these loans, youll have to put up $1,000 or 1% of the purchase price yourself. And you must be buying an existing home new builds are excluded.

Montana Down Payment Assistance Programs
NeighborWorks Montana offers three down payment assistance programs:
- 20+ Community Second: This second mortgage loan would require a monthly payment, and the interest rate would be 2 percentage points higher than your first mortgage loan. Youd have to borrow at least $10,000, and you can use this program if you make up to 125% of your areas median income
- State Home Deferred: First-time homebuyers who earn less than 80% of their areas median income can borrow up to $50,000 with no payments required. The balance would come due if you sold the home, refinanced, or paid off your primary mortgage loan
- Statewide Low Mod: Low- and moderate-income borrowers can get up to $20,000 which must be repaid through monthly payments
NeighborWorks also offers closing cost assistance if youre getting a USDA Direct Loan which does not require a down payment.

First-time buyers in New Jersey can get up to $10,000 in down payment assistance through a five-year, forgivable loan with no interest or monthly payments required.

Ontario Energy And Property Tax Credit
This unique Ontario tax credit is available to help persons pay for property taxes and sales tax associated with energy costs.
Qualifying individuals who are 18-64 can earn a $1,042 rebate, while those who are 65+ can receive up to $1,187. As of this year, qualifying persons can get an additional $301 for their spouse or common-law partner as well as each dependent child under the age of 19 living in the home.
Down Payment Assistance Qualifications

To qualify for down payment assistance, you must have not owned a home in the past three years. You must also show proof of a credit score 620 or higher, a steady income, and a healthy debt-to-income ratio.
Individual programs may have more eligibility requirements, like that you must remain in the home for a specified period of time, ranging from as little as three years up to 10 years. Some programs are limited to certain geographic areas, which could affect your eligibility. You also may be required to take an educational course.

Grants And Forgivable Loans
The structure of down payment assistance programs can vary greatly from community to community. Many communities use HUDs HOME Investment Partnerships funds to provide down payment assistance in the form of grants to low- and moderate-income first-time homebuyers. Down payment assistance can also take the form of a forgivable loan as a second mortgage a loan in addition to the mortgage secured by the homebuyer. In some cases, the loans are forgiven gradually for example, 20 percent per year over five years. Forgivable loans are often preferable to outright grants, because they minimize the risk that beneficiaries will quickly flip the homes to a new buyer paying market price for a windfall profit. Assuming beneficiaries remain in their homes long enough for the loan to be canceled, forgivable loans are essentially grants because they permanently transfer funds from the government to the home purchaser.
While down payment assistance programs that provide assistance in the form of a grant or a forgivable loan meet the technical requirements of the HOME program , they are less efficient than programs that require the loans to be fully repaid so they can be used to issue down payment loans to help other families, recycling the original down payment assistance.
Nevada Down Payment Assistance Programs
The State of Nevadas Home Is Possible Down Payment Assistance Program can provide up to 4% of your loan amount toward the down payment and closing costs. This takes the form of an interest-free loan thats forgiven after three years.
To be eligible for Nevadas DPA program:
- You must be a first-time home buyer, meaning you havent owned a home in at least three years
- You must have a minimum credit score of 660
- The home must be your primary residence
- You must pay a one-time fee of $755 at closing
In addition, youll need to meet your lenders financial requirements to qualify for the mortgage.
