    When commercial businesses sell goods and services to the federal government through GSA, different kinds of contracts are used for different purposes. The primary contract vehicle is the GSA Multiple Award Schedule program.

  • Find available opportunities with the government relevant to their business.
  • Make necessary preparations for bidding on a GSA contract.

    The Small Business Act requires that all federal agencies negotiate with the Small Business Administration to develop small business prime and sub-contracting goals. The Federal Acquisition Regulation and the Small Business Act require prime contractors receiving contracts which exceed the simplified acquisition threshold, to give small businesses an opportunity to participate.

    EEOC publishes all Requests for Proposals through FedBizOpps, which is the single government point-of-entry for Federal government procurement opportunities over $25,000. To learn more about FedBizOpps, see Federal Business Opportunities

    The FAR also requires that all Government vendors be registered in the Central Contractor Registration database prior to award of contract. The CCR is the primary vendor database for the U.S. Federal Government. The CCR collects, validates, stores and disseminates data in support of agency acquisition missions. Vendors are required to complete a one-time registration to provide basic information relevant to procurement and financial transactions. Vendors must update or renew their registration annually to maintain an active status. Both current and potential government vendors are required to register in CCR in order to do be awarded contracts by the government.

    How to Register to Do Business with the Federal Government

    I had the privilege of attending the 2014 Government Procurement Conference in Washington D.C. on the 16th of April 2014. For those of you who have not had the opportunity of attending, I highly recommend attending next year. The conference was informative and provided a great networking opportunity for businesses looking to obtain work in the Federal sector. I would like to share the most important points reinforced for me.

    Doing business with the Federal Government is a process. It has been our experience that it takes about 2 years to work the market properly and obtain a win. The process leading up to the win is critical, as we all know. Think about who you do business with in your personal life. I bet it is with someone you know, like, and trust. At the end of the day, it is all about relationships. As you pursue an opportunity, proper marketing and client call plans work.

    How To Do Business With Treasury Part I: Regulations Governing Department Of The Treasury Acquisition

    Most Treasury acquisition activities are governed by the “Federal Acquisition Regulation” . The FAR is codified as Chapter 1 of Title 48, Code of Federal Regulations and consists of procurement policies and many detailed procedural and administrative requirements that apply to all procurements by Federal executive agencies.

    The FAR has more than 1,000 pages and is divided into 53 parts , each part dealing with a separate aspect of procurement. The first six parts deal with general government contracting matters and the next six parts deal with aspects of acquisition planning. Part 13 contains simplified procedures for contracts of $150,000 or less, while Parts 14 and 15 deal with procurement procedures for larger contracts. Other parts deal with such matters as labor laws, contract administration, standard clauses, and forms.

    Any firm wishing to do business with the Federal Government should have access to the FAR. A copy may be purchased from the Superintendent of Documents, U.S. Government Printing Office, Washington, DC 20402, telephone 512-1800. The FAR is also available for review at major public libraries, or via the World Wide Web from the Acquisition Reform Network.

    Find An Office Of Small And Disadvantaged Business Utilization

    Many federal agencies have an office that helps small businesses search and compete for contracts with that agency. These offices are known as either:

    • Offices of Small and Disadvantaged Business Utilization

    • Or Offices of Small Business Programs

    They may hold informational trainings and outreach events. Or, they may provide contact information for businesses to use to ask questions about contracting with their agencies.

    Selling To The Military And Department Of Defense

    Specialized Information on Selling to the Military

    Many of the DOD contract announcements and registration requirements for businesses have been incorporated into FedBizOpps with registration at System for Awards Management . However, there are often special requirements for selling to the military. The vast majority of DOD contracts are awarded by DOD field organizations, or specific mission-oriented agencies within an organization.
