Some Americans are having problems ordering from COVIDtest.gov, especially if they live in an apartment or multi-family dwelling.

After a beta test on Tuesday, the government’s free COVID test kit website officially launched Wednesday, though some bugs still persist.

On Wednesday, the federal government officially launched COVIDTests.gov, the website for Americans to order free COVID test kits. Each household can request four at-home COVID-19 tests, with orders expected to ship at the end of the month.

The site went live for beta testing on Tuesday, with many Americans able to order then. But some experienced issues, particularly when the site misidentified fellow apartment-building residents as household members and told submitters they had already ordered their kits.

The White House said tech experts are hard at work troubleshooting continuing bugs.

“This program will ensure that Americans have at-home, rapid COVID-19 tests available in the weeks and months ahead — in addition to the number of other ways they can get tested,” the administration said on Jan. 14. “The administration is quickly completing a contracting process for the unprecedented purchase of 1 billion at-home, rapid tests to distribute as part of this program.”

Veterans Directed Home And Community Based Services

This program is often abbreviated as VD-HCBS or referred to informally as Veterans Directed Care. The program is open to any veteran who is currently enrolled in the VA health care system whose care requirements are such that nursing home level care is required. Under Veterans Directed Care, veterans are able to select from whom they receive care services. Veterans with a certain level of care needs, require personal care or personal care attendants. This program gives veterans the option to hire whoever they choose, including family members, such as their adult children to provide them with personal care services.

Adult children caregivers are paid an hourly rate. This rate is determined annually by Veterans Health Administration and modified for regional differences in home care costs. It is difficult to accurately project what caregivers will receive, as each veteran is assessed for a different amount of home care assistance. That said, caregivers might expect to be compensated between $8.44 $20.00 per hour for their efforts.

The serious and pressing need to address the costs of old age care is a classic example of a problem that requires a long-term solution being addressed by governments who have short-term perspectives and look little further than the next election. The temptation for any government is to kick it into the long grass.

The governments announcement today will do just that: essentially it postpones a decision on funding until 2014, and its implementation until 2015 i.e. after the next election.

The headline solution is a proposal to offer local government loans to the elderly, so they dont have to sell their homes while they are alive to pay for care which 24,000 people are now having to do each year. However, that loan will have to be paid after they die, with interest.

In fact, local councils have already been able to offer similar loans , although the coverage has been patchy and limited . The difference will be in quantity and consistency.

  • MedicareThere is more to Medicare than just Part A and Part B . If the person you are caring for is 65 or older and collecting Social Security retirement benefits, it is likely that they receive Medicare Part A for free and their Medicare Part B premiums are automatically deducted from the monthly benefits they receive from the Social Security Administration .     The SNAP program, formerly known as Food Stamps, is a federal government program to help needy persons of any age pay for food. To qualify for benefits, households must meet strict resource and income limits. However, households in which all members receive SSI or TANF benefits are automatically assumed to meet the asset and income requirements for SNAP eligibility, and no further eligibility analysis is necessary.

    Households with members who are elderly or disabled are allowed to have up to $3,000 in countable assets, such as cash or money in savings, checking and investment accounts.

    The value of the primary residence is excluded from countable assets, as is the value of pension and retirement accounts. The fair market value of a vehicle up to $4,650 is always excluded from countable assets by federal rules, however states have the option to exclude an even higher amount.

    In addition to asset limits, recipients must also meet income limits. Households with an elderly or disabled member must have anet monthly income below a certain level in order to qualify for SNAP assistance.

    The household’s net income is calculated by subtracting certain deductions from the gross monthly income. These deductions include:

    – 20% of earned income

    – Standard deduction of $147 for household sizes of 1-3, and $155 for a household of 4.

    – Dependent care deduction when necessary to enable a family member to work, attend school, or receive training.

    – Court-ordered child support payments.

    Gifted Assets In The Last 5 Years

    We won’t count up to $6,500 of assets you’ve gifted each year in the last 5 years . This is a total of $32,500 of any assets you and your partner have gifted in the last 5 years.

    If your partner applies at the same time, this amount will double to $65,000 .

    This amount includes any assets you’ve gifted to someone in recognition of care. If your partner applies, it will not double if you’ve gifted assets to someone in recognition of care.

    Gifting assets in recognition of care

    We may not count assets you’ve gifted to someone who’s provided you with a high level of care if you’ve:

    • received care for at least 12 continuous months in the last 5 years
    • gifted these assets to the carer in the last 12 months
    • lived in the same home as the person providing the care
    • not received any funding for home-based disability support from the Ministry of Health, eg, Home Support, meals on wheels
    • been able to stay in your home because you received care which meant you didn’t need to get this payment.

    Also:

    • the person providing the care cannot be your partner or dependent child
    • the type of care needs to be necessary to help you around the home, eg, help with bathing or toileting.

    Your gifts in recognition of care cannot be more than $32,500, when combined with other allowable gifting in the last 5 years .

    Tax deductions or tax credits do not pay the adult children directly as caregivers. However, they can considerably decrease the tax burden of those caring for their elderly parents. The net effect is the same, they have more money available to them as a result of their familial caregiving efforts. For persons whose parents are financially dependent on them, the medical and care expenses incurred by the aging parents can be deducted from their own income. For persons who must pay for care for their elderly parent so that they are able to continue working, this credit is highly relevant.     Home Energy Assistance Program

    Will The Veterans’ Administration Pay For Alzheimer’s Care?

    The home energy assistance program is a federal program that provides a cash grant to eligible households to help pay a portion of home heating expenses.

    Although this is a federal program, it is administered by the states, and each state is allowed to determine the amount of benefits that it will provide each eligible household, and each state can make its own eligibility rules, within very broad federal guidelines, regarding income and asset limits to qualify for HEAP assistance.

    There Are Some Caveats

    The cap would only cover the cost of a care home that an individuals local authority was willing to pay for . Or if an individual receives home care, it would only cover the number of hours their local authority thinks they need at the price it is willing to pay. And it would not cover the cost-of-living expenses in a care home . And all these figures will change over time with inflation.

    The Costs Of Eldercare

    Many older people will eventually need eldercareperhaps because of a physical or mental impairmentand they and their families will have to find a way to pay for it. Unfortunately, it is rarely cheap. In fact, it can quickly wipe out a persons life savings.

    Asemi-private room in a nursing home in the United States costs an average of $255 a day, or $7,756 a month in 2020, according to the most recent report on long-term care by Genworth. A private room averaged $290 a day, or $8,821 a month.

    For people who dont need the level of care that a nursing home provides, a one-bedroom unit in an assisted living community runs about $141 a day, or $4,300 a month, according to Genworth’s report. Home health aides for people who are able to remain in their own homes but still need some assistance can cost as much as $24 an hour. These are just averages, of course. In high-cost areas such as New York City, the bills can run much higher.

    How Income Is Calculated

    When reviewing your application, we consider your “net income” on line 236 of your most recent income tax notice of assessment from the Canada Revenue Agency minus any:

    • taxes payable line 435 on your notice of assessment
    • Universal Child Care Benefit payments
    • payments from a Registered Disability Savings Plan
    • death benefit payments from the Canada Pension Plan or Quebec Pension Plan
    • lump-sum income you used to pay for:
    • your accommodation at a long-term care home
    • an assistive device from the Assistive Devices Program
  • income payable for a period when you were not receiving a long-term-care rate reduction, including:
  • employment income
  • split pension income from your spouse or common-law partner
  • Registered Retirement Savings Plan, Registered Retirement Income Fund or Life Income Fund,
  • Old Age Security/Guaranteed Income Supplement/Guaranteed Annual Income System lump-sum income
  • any other income that you no longer receive
  • If you do not have a notice of assessment you may still be eligible.
