The federal government has two programs which can help you fund your education. You can apply for school loans from the Canada Student Loan Program or grants from the Canada Student Grants Program . Visit www.canlearn.ca to learn more and see how you can apply.

  • Canada Student Loan Program: Whether you’re a full- or part-time student, you can apply for a loan through this program. There is also a maximum amount you can receive, and that is subject to change, so consult the latest literature to review this cap. When you graduate, you will owe the loan amount plus interest back to the government.
  • Canada Student Grants Program: This program combines all of the previously available federal grants into one plan. Again, you have to apply for a grant and demonstrate financial need. If your application is accepted, you could be eligible for grant money, which you do not have to repay upon graduation. There are also grants for individuals who fall into certain categories, such as those who are disabled or are supporting children while attending school.

The Guaranteed Student Loan Program

Under the guaranteed student loan program, private lenders like Sallie Mae and commercial banks issued student loans that the federal government guaranteed. Guaranteed loans are also called Federal Family Education Loans .

The federal government pays approximately 97% of the principal balance to the lender. At that point, the federal government owns the loan and the right to collect payments on the loan.

Student Loan Interest Rates In Canada

Most student loans in Canada have a federal portion and a provincial portion, and each amount is subject to their own student loan interest rates . You have two interest rate options to choose from for your federal student loan interest rate:

  • A fixed-rate of 2% plus prime
  • A variable-rate equal to the prime rate

Fixed rates are exactly as they sound fixed and unchanging throughout your loan repayment period. A variable rate is lower but fluctuates depending on Canadas prime rate. Canadas prime rate is currently 2.45% and is likely to stay low for the near future, but your loans repayment period defaults at ten years and a lot can change in ten years.

Youll apply for both your federal and provincial student loans through your province of residence. Some provinces have their own interest rates and special funding, and some work directly with the federal government for a seamless experience. For example, OSAP interest rates are Prime + 1.0%, but British Columbias mimic the federal rates above. Heres a breakdown of the loans offered by the various regions and Canada student loan interest rates:

Permanently Eliminating Interest on Canada Student Loans

During the pandemic, we waived interest on Canada Student Loans and Canada Apprentice Loans for two years because we knew young people were amongst the hardest hit by job losses. As we look towards the future, we believe that no one should be deterred from pursuing an education because interest costs make it unaffordable.

    A re-elected Liberal government will:

    • Permanently eliminate the federal interest on Canada Student Loans and Canada Apprentice Loans to support young Canadians who choose to invest in post-secondary education. This will benefit over 1 million student loan borrowers and save an average borrower more than $3,000 over the lifetime of their loan.

See The Faces Of The Student Debt Crisis

But a provision that was worth a fortune to Sallie Mae and other issuers of private student loans was slipped into the bill with no debate and with bipartisan support.

At a 1999 hearing, then-Rep. Lindsey Graham, R-S.C., proposed barring debtors from discharging private student loans via bankruptcy, a transcript shows. Rep. John Conyers, D-Mich., who was leading Democrats opposition, said he had no objection. Grahams amendment passed by a voice vote and eventually became part of the law.

Rep. Jerrold Nadler, D-N.Y., said the private student loan issue wasnt really on the radar screen for opponents.

In retrospect, it should have been part of the debate, he said, although there were ample other reasons to oppose that bill.

The measures practical effect was to put student debtors in the same category as drunken drivers, fraudsters and deadbeat dads and moms seeking debt relief. From then on, it was easier to go bankrupt if you were a playboy whod run up credit card bills living large in the Caribbean than if you were a former student whod gotten sick or lost your job.

The law gave lenders tremendous leverage over student debtors, no matter how dire their circumstances, said Daniel Austin, a bankruptcy law professor at Northeastern University.

Its really awful what weve done, he said.

Over the next few years, bills were introduced in the House and Senate to overturn the bankruptcy exclusion.
