The Basic Components Of A Proposal
There are eight basic components to creating a solid proposal package: the proposal summary introduction of organization the problem statement project objectives project methods or design project evaluation future funding and the project budget. The following will provide an overview of these components.
The Proposal Summary: Outline of Project Goals
The proposal summary outlines the proposed project and should appear at the beginning of the proposal. It could be in the form of a cover letter or a separate page, but should definitely be brief — no longer than two or three paragraphs. The summary would be most useful if it were prepared after the proposal has been developed in order to encompass all the key summary points necessary to communicate the objectives of the project. It is this document that becomes the cornerstone of your proposal, and the initial impression it gives will be critical to the success of your venture. In many cases, the summary will be the first part of the proposal package seen by agency officials and very possibly could be the only part of the package that is carefully reviewed before the decision is made to consider the project any further.
Introduction: Presenting a Credible Applicant or Organization
The applicant should gather data about its organization from all available sources. Most proposals require a description of an applicant’s organization to describe its past and present operations. Some features to consider are:
Awards Funded By Multiple Programs
If an award is funded by multiple programs, the program that provides the majority of the funding should be entered in the CFDA Number field of the Award Management form. Additional program numbers should be recorded in the References alternate region of the Award Management form. Entries in this field are free-form no list of values exist. All entries listed should be separated by a comma. For more instructions refer to the work instruction Create an Award in the Grants Management course Establishing Awards, Projects, and Task.

Transition To The Samgov Website
The catalog was streamlined with nine other federal government systems in May 2018. This involved retiring the CFDA website and replacing it with the web portal SAM.gov.
The purpose was to make it easier to do business with the government for those authorized to do so. The CFDA and these other systems are now available through the Assistance Listings section of the new site: sam.gov. As in the past, assistance programs include loans, grants, insurance, and scholarships through this new system.
The federal government offered 2,293 domestic assistance programs as of the transition. The Department of Health and Human Services outpaced other agencies, offering 521 programs, or 22.7% of the total. Other agencies with a high volume of assistance programs included the Department of the Interior, the Department of Agriculture, the Department of Justice, and the U.S. Department of Housing and Urban Development .
Neither the CDFA nor SAM.gov ever solicited awards or applications. Not surprisingly, phone, internet, and social media scams cropped up claiming to offer easy government grant money. Scammers claimed to be from the Community for Federal Domestic Assistance, although no such organization even exists. People who perpetrated these grant frauds promised potential victims of being approved and receiving grant money provided they sent the scammer a fee or their personal information.

Understanding The Catalog Of Federal Domestic Assistance

Entities seeking assistance to programs through the Catalog of Federal Domestic Assistance were required to have the authorization to conduct business with the federal government. Programs listed through the catalog were identified with a unique five-digit number. The CFDA’s website was retired in 2018 after it was consolidated with other government systems programs to streamline the awards process.
Many of the U.S. federal government’s agencies and departments offer grants, loans, scholarships, property, counseling, and other kinds of assistance within the U.S. Since 1984, information about these domestic assistance programs was compiled by the General Services Administration, which published it in the Catalog of Federal Domestic Assistance . Many, but not all, programs provided financial assistance. Foreign aid was not included.
Entities that used the CFDA included:
Listings were available through the CFDA’s official website CFDA.gov. Each program listed online was assigned a unique number by agency and program, enabling data and funding transparency. Each CFDA number contained five digits and appeared as ##.###. The first two digits indicated the agency responsible while the last three digits indicated the program itself.

Catalog Of Federal Domestic Assistance
The task of organizing and categorizing federal assistance programs into a uniform and standardized system has been assigned to the U.S. General Services Administration since 1984. There were precursor catalogs to this one, focusing on particular topics and maintained by other groups, such as the US office of education pub. 1972 pg. iii . The GSA achieves these tasks by maintaining the Federal assistance information database, which incorporates all federal agency programs that provide grants and awards to recipients. The Office of Management and Budget assists the GSA in maintaining the database by serving as an intermediary agent between the Federal agencies and GSA.
In addition to these tasks, the Federal Program Information Act requires the GSA to provide federal assistance information to the general public through the Catalog of Federal Domestic Assistance , a free register, which incorporates both federal agency and federal program information. This register acts both as a directory and as a dictionary, facilitating both recipients and the general public in finding information of a specific program.
Currently, programs in the Catalog are being classified by the GSA into 15 types of assistance, which are then sub-classified into seven financial types of assistance and eight non-financial types of assistance:

Scam Alert From The Better Business Bureau
May 22, 2014 – Better Business Bureau of Minnesota and North Dakota is warning the public about grant scams. Recently BBB received a report from a consumer who stated they were contacted by The Washington D.C. Grant Department about being approved for a $7,000 grant. Contacts like this are not uncommon and such notices are usually accompanied by requests to pay processing fees. BBB reminds people that federal grants are not issued for personal use, but are intended for institutions and non-profits to carry out projects with a public purpose.
“This is a scam that regrettably never goes out of vogue,” said Dana Badgerow, president and CEO of BBB of Minnesota and North Dakota. “And the people who carry it out are good at what they do they know what to say and how to say it, which is why everyone needs to be careful.”
Usually these grant “notifications” come via the phone, but people may also receive them through mail and email. These notices usually claim to be from the Federal Grants Administration or some other phony – though official-sounding – agency. Individuals who receive them are told they’re either eligible for or have been awarded a government grant.
