Conversion Rates For International Travel

Conversion rates are determined on the day U.S. Bank receives the transaction. U.S. Bank calculates the rate by averaging the government mandated rate and the wholesale market rate. The cardholder will see an exact conversion rate on his or her monthly statement. To receive an approximate conversion rate or U.S. dollar amount on a posted transaction, contact U.S. Bank Customer Service.

Government Travel Charge Card

The Government Travel Charge Card Program provides travelers with a safe, effective, convenient, and commercially available method to pay for expenses associated with official travel. The GTCC includes Individually Billed Accounts and Centrally Billed Accounts .

The DoD policy is that the Government-sponsored, Contractor-issued travel card should be used to pay for ALL official travel expenses while on TDY/TAD. Personal use of the travel card or using the travel card to pay for someone else’s travel expenses is prohibited. The use of the travel card for non-official expenses may result in disciplinary actions.

Service and Agency personnel needing assistance should contact their local Agency Program Coordinator . APCs are responsible for managing the DoD GTCC program.

Responsibility For Paying The Bill

The ultimate responsibility lies with the individual cardholder three payment options are available. All charges must be paid in full each billing period. You can make a payment by:

• Attaching the transaction to an expense report and submitting through the Express System.
• Mailing a check to Corporate Payment Services.
• Pay-by-Phone using the number on the back of your card.

You can review your payments through Access Online, U.S. Bank’s online account management system. Payments appear in this system as soon as they post.

Note: Late fees and penalties are not reimbursable it is the cardholders responsibility to ensure that payments are made on time.

What Is The Gsa Smartpay Travel Account

The GSA SmartPay Travel Account can be used for official government travel and travel-related expenses.

Travel and Tax Advantage Accounts:

• Accounts may be either VISA or MasterCard.
• Visa brand accounts will begin with 4486, 4614, 4615, or 4716. MasterCard brand accounts will begin with 5568 or 5565.
• Accounts may be issued by Citibank or U.S. Bank.

Travel cards may have two different designs:

GSA SmartPay Travel Account Prefixes include

• Visa: 4486, 4614, 4716
• MC: 5565 and 5568

Federal government travelers using IBA Travel Accounts will be exempt from state taxes only in select states and a state tax exemption form may be required. To determine whether the GSA SmartPay account is a CBA or an IBA, refer to the 6th digit of the account number.

Late Fees And Penalties

In the event that your payment is not received and posted within sixty days from the end of the billing cycle, the cardholder will be billed a late payment fee based on the outstanding balance. This fee equals 2.5 percent of the outstanding balance.

Late fees or penalties incurred on the T & E Card are not reimbursable, so it is important that you take the steps necessary to ensure that your bill is paid on a timely basis.
