Medicaid Caregiver Child Exemption
The Medicaid Caregiver Child Exemption helps Medicaid beneficiaries transfer their home to an adult child as long as they dont violate Medicaids five-year look-back period for transferring assets. This exemption allows seniors to transfer assets, such as their home, to an adult child without racking up a Medicaid penalty, provided the adult child is a caregiver who meets certain criteria.
The exemption also lets adult children care for their parents at home instead of in a nursing home. Medicaid wont pay for room and board, though just service support. To qualify for the exemption, an adult child caregiver must prove they provide quality care for their parent by helping with personal care, bathing, medication management, and other support needs.
Another requirement is that the child caregiver must live in the same home two years before their parent enters a nursing home.

Life Insurance Policies For Long
Some life insurance policies can help pay for long-term care. Some policies offer a combination product of both life insurance and long-term care insurance.
Policies with an accelerated death benefit provide tax-free cash advances while you are still alive. The advance is subtracted from the amount your beneficiaries will receive when you die.
You can get an accelerated death benefit if you live permanently in a nursing home, need long-term care for an extended time, are terminally ill, or have a life-threatening diagnosis such as AIDS. Check your life insurance policy to see exactly what it covers.
You may be able to raise cash by selling your life insurance policy for its current value. This option, known as a life settlement, is usually available only to people age 70 and older. The proceeds are taxable and can be used for any reason, including paying for long-term care.
A similar arrangement, called a viatical settlement, allows a terminally ill person to sell his or her life insurance policy to an insurance company for a percentage of the death benefit on the policy. This option is typically used by people who are expected to live 2 years or less. A viatical settlement provides immediate cash, but it can be hard to get.

How Home Care Services To Help You Age In Place
While it may be hard to accept, most of us will require some type of care assistance after the age of 65. You may be used to handling everything yourself, dividing up duties with your spouse, or relying on family members for minor help around the home. But as you get older and your circumstances change, getting around and taking care of yourself can become more and more difficult. If the idea of moving to a retirement community, assisted living facility, or nursing home doesnt appeal, home care services may be able to help keep you living in your own home for longer.
Home care services include:
Household maintenance. Keeping a household running smoothly takes a lot of work. If youre finding it hard to keep up, you can look into laundry, shopping, gardening, housekeeping, and handyman services. If youre having trouble staying on top of bills and appointments, financial and healthcare management may also be helpful.
Transportation. Transportation is a key issue for older adults. Maybe youre finding it hard to drive or dont like to drive at night. Having access to trains, buses, rideshare apps, reduced fare taxis, and senior transportation services can help prolong your independence and maintain your social network.
Direct Payment From Parents Or Other Family Member
If your parents or other family members have sufficient resources to cover caregiving costs, they could pay you directly. If you decide to do this, consult an elder law attorney about creating a contract that outlines your agreement. This can help prevent any miscommunications or disagreements within your family.

Getting The Government To Pay Family Members For Eldercare At Home
Some 44.4 million adult caregivers or 21% of the U.S. adult population provide unpaid care to seniors or adults with disabilities, according to a 2004 study by the National Alliance for Caregiving in Bethesda, Md. On average, those caregivers provide 21 hours of care a week and the average length of time spent providing care is 4.3 years.
Over the years, the National Care Planning Council has received many public requests. A number of these requests have been from family caregivers who had to cut back on their employment or even quit their jobs in order to take care of one or both of their parents. Invariably these caregivers assume there is a government program that will pay them to provide this care. Only recently have we become aware of some programs that will pay family members. These programs are not publicized and the public is largely unaware of them or how to receive them.
Money Follows the PersonMFP :
In recent years, some state Medicaid programs have been experimenting with the idea of providing a budget to elderly Medicaid recipients. This money can be used to hire family or friends to provide care at home. Most of these programs are very limited, and there are waiting lists for them. Also, the amount of money available may not always be enough to compensate a family member to provide full-time care in lieu of maintaining employment.

Is More Help For Family Caregivers On The Horizon
Caregivers need for financial assistance is not going unnoticed. Hawaii became the first U.S. state to provide this benefit through the Kupuna Caregivers Act, which can provide up to $70 per day to cover expenses such as healthcare and transportation.
The bipartisan RAISE Family Caregivers Act requires the U.S. Department of Health and Human Services to outline a strategy to help caregivers through federal programs, workplace policy changes, and more.
As of May 2021, eleven U.S. states offer paid family leave for caregivers, providing full or partially paid leave for caregivers who need time off to care for a family member. Though its currently up to the states to decide whether or not to protect these benefits by law, many political figures continue to advocate for making paid family leave mandated at the federal level.
Even if additional resources come to pass, the benefits received wont amount to the average full-time salary. But caregivers know that every additional bit of financial support can help adjust to this life-altering situation.
Getting Paid By A Family Member
If the person needing assistance is mentally sound and has sufficient financial resources, that person can choose to compensate a family member for the same services a professional home health care worker would provide.
If you and your loved one are exploring this route, try these steps to establish a proactive employer-employee approach, which can minimize stress and family tension.
⢠Put aside any awkward feelings about discussing what you both need. Talk about wages and paydays, health risks, scheduling, and how respite care and caregiver sick days will be handled.
⢠Draw up apersonal care agreement that will serve as a contract between the caregiver and the care recipient. It should spell out wages, what services will be provided and when, and the length of the agreement, among other terms. Consider involving other members of the immediate family in working out terms so they are not surprised later.
⢠Consult an elder care lawyer to review your contract to make sure it meets tax requirements and deals with inheritances. All other interested parties, such as siblings, need to approve it.
⢠Beware of emotional pitfalls. If family members seem uncomfortable with the arrangement or disagree with the plan, consider a session with a neutral party, such as a family therapist or family mediator who specializes in elder care.

Hcbs Waivers And 1915 Waivers
The first and most common Medicaid option is Medicaid Waivers. These are often called HCBS Waivers, short for Home and Community Based Services, or 1915 Waivers or occasionally Section 1115 Waivers. Waivers allow states to pay for care and support services for individuals residing outside of nursing homes. Commonly, they pay for personal care and chore services provided for elderly or disabled persons who live in their homes or the homes of family members.
Most states Medicaid Waivers have an option called Consumer Direction. Consumer direction allows the beneficiary to direct or choose from whom they receive care services. With this option, the care recipient can choose to receive care from a family member, such as an adult child, and Medicaid will compensate the adult child for providing care for the elderly parent. In most cases, the adult child / caregiver is paid the Medicaid approved hourly rate for home care, which is specific to their state. In very approximate terms, caregivers can expect to be paid between $9.00 $19.25 per hour.
It is important to note that the phrase consumer direction is not used in all states. However, the concept of consumer direction is available in all states. A variety of other terms or phrases are employed to describe this same concept. Depending on ones state, alternative language may include Participant Directed Services, Self-Directed Care, Cash and Counseling, Choice Programs, and Self-Administered Services.
