Appalachian Regional Commission On Homelessness

Beginning in 1994, the U. S. Department of Housing and Urban Development encouraged communities to address the problems of housing and homelessness in a coordinated, comprehensive, and strategic fashion through ARCH. With input from practitioners throughout the country, HUD introduced the Continuum of Care concept to support communities in this effort. This concept was designed to help communities develop the capacity to envision, organize, plan comprehensive and long-term solutions to addressing the problem of homelessness in their community.

ARCH administers a number of programs that support communities throughout the region, including the Emergency Solutions Grant , The Coordinated Appalachian Resource Extension , and Housing Opportunities for Persons with AIDS . In collaboration with the Kingsport Housing and Redevelopment Authority, ARCH is an access point for Housing Opportunities for Persons with AIDS , a HUD-funded program that addresses the needs of low-income persons impacted by HIV/AIDS. This program provides housing assistance for up to 52 individuals at a time in the eight counties of NE Tennessee, provided they have a positive diagnosis and meet income eligibility requirements. An individual or family need not be homeless to qualify for this program. Referrals must come from a physician, and ARCH can assist potential clients with enrollment.
