The need to maintain a culture of security must be balanced with the need for people to trust that they are in a safe environment to do their work, and with individuals’ legitimate expectation of privacy. Reporting changes in behaviour and security concerns must never be used as a way to increase personal power, to criticize an individual’s work, or to cause embarrassment resulting from actions or thoughts.
