Alamo Community Group Museum Reach Lofts

LISC San Antonio is partnering with Alamo Community Group to bring affordable housing units to San Antonios city center. The Museum Reach Lofts will offer 86 units for households earning 30 60 percent of the area median income , with some units renting for as little as $333 dollars per month. The development also includes eight market-rate units. To finance the project, Alamo Community Group secured a 9 percent Low Income Housing Tax Credit allocation and support from the City of San Antonio. LISC provided a $3 million acquisition loan and LISCs National Equity Fund provided $12 million in LIHTC equity to ensure this new housing would be affordable to service workers in the downtown and Pearl areas.

Search the words affordable housing crisis coupled with the U.S. city of your choice and youll find plenty to read. Is there anything more challenging for local government than providing adequate affordable housing?

San Antonio, like all major U.S. cities, has a huge supply-and-demand problem. Public housing supply has declined steadily since the 1960s. Private sector developers now play the leading role in building affordable housing, and to make projects work, incentives are key, as is minimizing regulatory roadblocks.

Thats an issue coming to the forefront now as city planners consider 230 or more proposed amendments to the citys uniform development code, which is considered out of date and which developers say can be an impediment to accelerating affordable housing starts.

Scarcity, of course, drives up costs. First-time homebuyers find themselves priced out of the market, while people who can least afford higher rents face the threat of eviction.

TheU.S. Census Bureau reports that, on average, nearly one-third of all U.S. households are renters, most unable to afford home ownership, and half of those households are paying more than 30% of their income for housing, and thus considered cost burdened. The cost of housing is driving people deeper into poverty.

The citys Emergency Housing Assistance Program is set to close on Feb. 28, too, so its unclear where renters can seek assistance.

Oregon Lawmakers Propose $400m For Housing And Homelessness

PORTLAND, Ore. Lawmakers in Oregons Legislature on Thursday proposed a $400 million package to urgently address affordable housing and homelessness in a state that has one of the highest rates of unhoused people in the country.

A 2020 federal review found that 35 people in Oregon are experiencing homelessness per 10,000. Only three states had a higher rate: New York , Hawaii and California .

The plan from majority Democrats, which is being offered during Oregon’s current short legislative session, would allocate $165 million to address immediate homelessness needs statewide including increasing shelter capacity and outreach to the vulnerable population $215 million to build and preserve affordable housing and $20 million to support home ownership.

We have heard from Oregonians that they want to see action to address homelessness and housing affordability and solutions that work, House Majority Leader Julie Fahey said.

With the proposed package, officials are hoping to not only provide relief to people currently experiencing homelessness, but to also address some of the root causes.

As part of the $165 million in homelessness spending, $50 million would be allocated to Project Turnkey, which buys and repurposes hotels and other buildings to convert into shelter.

Portland Mayor Ted Wheeler is leading a lobbying effort to pressure the state to immediately fund temporary homeless shelters.

San Antonio Could Roll Back Its City Property Tax Rate Due To Higher Projected Revenues

Higher home and property values in San Antonio could trigger a state law that requires cities in Texas to roll back the property tax rate if they generate too much money.

Legislators in 2019 passed Senate Bill 2, which mandates a property tax rate rollback if property tax revenues go about 3.5% over the previous year. The cap used to be 8% before SB2 went into effect. Although its too soon to be certain, current projections show the City of San Antonio could reduce its tax rate in 2023.

It will take several months before city leaders determine what rollback would be needed, or if one is even needed at all. The current property tax revenue for the city is $410 million in the citys general fund.

San Antonio has seen higher home values pushed by higher home sales at a time when the housing market is red hot for sellers with many buyers offering thousands of dollars above the asking price.

Troy Elliott, San Antonios deputy chief financial officer, said home sales would push values higher.

Those sales values are going to increase the valuation overall in the residential side and then as you appraise those surrounding houses then theyll have the benefit of that, he said.

In turn, that could push the city above its revenue cap.

The revenue cap only applies to existing homes and properties that were built in the previous year. Revenue from new construction is not considered in the cap and can go above the limit.

City Council Votes To Adopt $34b Strategic Housing Implementation Plan

SAN ANTONIO In the face of a housing affordability crisis, the San Antonio City Council adopted a new 10-year plan on Thursday that aims to produce or protect 28,049 affordable housing units.

The Strategic Housing Implementation Plan, or SHIP, was approved unanimously with one abstention and a second councilwoman away from the dais. At its core, the SHIP is about helping 95,000 Bexar County households who are most at risk of housing instability.

The citys growth is surpassing housing supply, and housing costs are outpacing incomes, staff say. The SHIPs approach to resolving the issue is two-fold — build and preserve affordable housing units and help struggling households increase or subsidize their income through job training and public assistance.

The SHIP was designed over the course of a year and a half and developed with the help of 80 stakeholders. The San Antonio Housing Authority, San Antonio Housing Trust, and Bexar County are all partners in the plan, which they are also expected to adopt.

This is not the City of San Antonios plan. This is our communitys plan, Assistant City Manager Lori Houston told council members.

Houston said the mayors housing policy framework, which the council adopted in 2018, was the basis of the SHIP. However, it also takes into account several other plans, like SA Climate Ready and the citys Homeless Strategic Plan.
