The U. S. Department of Homeland Securitys list of consolidated watchlists is, in a sense, a compilation of other U. S. government agencies and administrations watchlists. Based on a copy of the Terrorist Screening Database , the U. S. Governments consolidated database maintained by the Department of Justice , Federal Bureau of Investigation Terrorist Screening Center , the DHSs list of consolidated watchlists is used to facilitate DHS mission-related functions, such as counterterrorism, law enforcement, border security, and inspection activities.
The general public is denied access to this consolidated list it is available only to government officials who have a need-to-know status. However, all individuals, regardless of citizenship, may obtain access to records consistent with the Freedom of Information Act unless disclosure is prohibited by law. Due to the limitations regarding DHS information access, though, it is next-to-impossible for ordinary citizens to see just what, exactly, the Departments watchlist contains.

FALLS CHURCH, Va. The federal government has acknowledged that it shares its terrorist watchlist with more than 1,400 private entities, including hospitals and universities, prompting concerns from civil libertarians that those mistakenly placed on the list could face a wide variety of hassles in their daily lives.
The governments admission that it shares the list so broadly comes after years of insistence that the list is generally not shared with the private sector.
Gadeir Abbas, a lawyer with the Council on American-Islamic Relations, which has filed a constitutional challenge to the governments use of the watchlist, called the governments admission shocking.
Weve always suspected there was private-sector dissemination of the terror watchlist, but we had no idea the breadth of the dissemination would be so large, Abbas said.
The watchlist is supposed to include only those who are known or suspected terrorists but contains hundreds of thousands of names. The governments no-fly list is culled from a small subset of the watchlist.
Critics say that the watchlist is wildly overbroad and mismanaged, and that large numbers of people wrongly included on the list suffer routine difficulties and indignities because of their inclusion.
It is not clear what restrictions are placed on how private institutions use the list.
The FBI did not respond to emails and phone calls seeking comment.

In 2010, an American security contractor attempting to board a plane to Texas from Bogotá, Colombia, was denied a boarding pass. That was when Raymond Earl Knaeble first learned that he had been placed on a U.S. government terrorist watch list.
Knaeble, who was heading home before starting a new job in Qatar, was delayed for weeks. He lost the job. He later sued the Justice Department with the help of the American Civil Liberties Union, claiming his due process rights were violated.
Omar Mateen was also on a government terrorist watch list on two occasions but had been taken off by the time he bought the guns he used to massacre 49 people at an Orlando nightclub.
Critics have long blasted the effectiveness and reliability of the terrorist watch list system, asserting that too many people, like Knaeble, are swept up by law enforcement agencies without proper vetting or due process and that too many other, certifiable threats, like Mateen, are left out.
Those concerns received heightened attention in the past few weeks, as the U.S. Senate considered, and ultimately rejected, proposals aimed at expanding a ban on gun sales to people on government terrorist watch lists. A sit-in by Democrats in the House of Representatives seeking to force a votes on the watch list and other gun restriction bills ended with lawmakers vowing to continue their campaign after the Independence Day holiday.

U S Department Of States Foreign Terrorist Organizations Watchlist
The Bureau of Counterterrorism in the U. S. Department of State identifies the organizations whose names appear on the Departments Foreign Terrorist Organizations watchlist. The purpose of this watchlist is to facilitate the fight against terrorism curtailing support for terrorist activities and pressuring groups to get out of the terrorism business.
Currently, the watchlist designates seventy-two FTOs, including some that are well-known to the general public, such as HAMAS, Hizballah, the Palestine Liberation Front, chapters of al-Qaida, Boko Haram, and chapters of ISIS. Not all FTOs are located in the Middle East or western Africa the watchlist also includes the Revolutionary Armed Forces of Columbia, the Real Irish Republican Army, the Communist Party of the Philippines/New Peoples Army, and the Continuity Irish Republican Army.
Fourteen other FTOs have been delisted, although their names continue to be included on the watchlist, under this category. In some cases, these organizations have either disbanded, are defunct, or are not presently active.
In selecting organizations to list on the DOSs watchlist, the CT considers three criteria: actual attacks executed, planning and preparations for possible future acts of terrorism and the retention of the capability and intent to carry out such acts.

“I said, ‘absolutely not. You know, I’m a mom. I’m not a spy. I don’t care if I’m going to be on this . I’m just not going to do this,'” Merchant said.
In response to an ABC News request for comment, the FBI said the Terrorist Screening Center could neither deny nor confirm whether an individual is on the watchlist.
After the conversation, Merchant said the situation got progressively worse.
“There was a time when they took my laptop and they released the whole bomb squad on me at the airport. There was a time when dogs were unleashed on me. They took out a whole team of dogs to search me,” Merchant said.
The most traumatic and humiliating experience for Merchant, however, was at the Boston Logan International Airport â when she said she had her period and the TSA officers forced her to remove her pants during a private screening.
“That day, they were trying to strip me of my dignity when they didn’t believe that I was on my period. Even though I went on through the scan, everything was clear,” she said.
How Big Is The Terrorist Watch List Who Is On It
What is often described as a single, unified list is actually a collection of lists, or databases, created or expanded under the George W. Bush administration to avoid the breakdowns in intelligence sharing that precipitated the September 11 terrorist attacks.
Heres how it breaks down:
The FBIs Terrorist Screening Database is the U.S. governments primary watch list, and what people usually mean when they refer to the terrorist watch list. It contains about 1 million records. About 5,000 of those records 0.5 percent are about Americans.
The screening database is subdivided into other lists. The most well-known of these is the no-fly list, whose members are barred from commercial air travel that passes through the United States. The no-fly list contains about 81,000 names, up from 16 on the eve of September 11, 2001. About 1,000 are Americans.
Though members of the no-fly list are not technically barred from entering the United States by other means, that often doesnt matter, as those who attempt to cross the border via land or sea are often detained and interrogated along their journeys. The FBI shares watch list information with other countries, and U.S. Customs and Border Protection gives recommendations to ship captains about passengers who may pose risks to transportation security.

The Pam Lychner Sexual Offender Tracking and Identification Act of 1996 required the Attorney General to establish a national database at the FBI to track the whereabouts and movements of certain convicted sex offenders under Title 42 of the United States Code Section 14072. The TSDB is overseen by the FBI Terrorist Screening Center. It was created after the . A 2007 report by the U.S. Department of JusticeOffice of the Inspector General stated that the TSDB, as the U.S. Governments consolidated terrorist watchlist contained basic biographical information on known or appropriately suspected domestic and international terrorists and that the underlying derogatory information on individuals nominated for inclusion in the TSDB must demonstrate a reasonable suspicion of ties to terrorism. The main source of names for the TSDB is the Terrorist Identities Datamart Environment , a database that as of 2013, contained between 700,000 and 1.1 million names.
The TSDB is massive in size and includes names of people identified as potential security risks. It is distinct from the much smaller No Fly List, a subset of the TSDB. Those on the TSDB are not actively monitored because doing so would be impracticable and would raise civil liberties issues. Those on the TSDB are not blocked from buying guns and are not automatically barred from boarding airplanes or traveling. In 2019, the government acknowledged that it shared its list with 1,441 non-governmental entities that were in some way connected to the criminal justice system such as campus police, hospital security staff, and private detention facilities the admission alarmed some civil libertarian groups.
