Edmonton businesses react to new government subsidy programs taking effect Oct. 24

Youth serving opportunities and partnerships at the state and local level tell us that using Grants.gov to find funding opportunities to serve youth and their families is a challenge. youth.gov is happy to announce the launch of the new tool that helps to solve this problem by allowing users to search for grants for programs that specifically serve youth and their families. This search tool taps into the Grants.gov database and allows users to customize their search results by applying keywords and filters for youth-related topics and grant-providing agencies.

The Grants.gov Youth Funding Opportunity Search Tool helps you find open solicitations across more than 12 federal funding departments, for about 300 programs that specifically support youth and their families. The tool simplifies the search for youth-related grants available on Grants.gov and requires users to take fewer steps to find youth-related grants than when searching the Grants.gov database directly.

Some Ottawa Businesses Welcome Some Criticize New Government Support

Many small businesses are welcoming the new federal and provincial support programs announced Wednesday, but others say the programs aren’t inclusive enough, fail to provide adequate support or are unfairly enforced.

CBC Ottawa spoke with a number of local businesses affected by 50 per cent capacity restrictions that came into effect Sunday. A range of businesses, including restaurants, gyms and malls, were affected.

“Obviously, it’s not the ideal situation in general, but of course it will help our business,” said Claudia Hernández, whose family owns the traditional Mexican restaurant Casa Mexico in Ottawa. “It’s a give and take situation at this moment.”

The federal government announced in a news conference Wednesday it is expanding access to pandemic financial supports that will apply retroactively from Dec. 19 until Feb. 12, 2022.

The government revised what it considers a “lockdown” to include areas where indoor capacity has been restricted by 50 per cent or more.

In those regions, employees who have lost more than half their income will be eligible for the $300-per-week Canada Worker Lockdown Benefit, and employers who have faced revenue declines of at least 25 per cent can apply for wage subsidies from the Local Lockdown Program.

The Ontario government also announced supports for businesses Wednesday, covering up to 50 per cent of the property taxes and energy costs of eligible businesses.

Changes To Program Eligibility Loans Called For

Ontario NDP finance critic Katherine Fife called for a moratorium on evictions as well as direct grants for small businesses in a press release Wednesday.

Wood said he would like to see the supports cover businesses started during the pandemic, who currently do not qualify for government programs.

He added some businesses he spoke with hoped the federal government would either extend the deadline for repaying the Canada Emergency Business Account loan program or turn it into a grant that does not require repayment.

Not all business owners agreed.

Everett Sloan, owner of Crossfit Bytown, said the only government support he took through the pandemic was the federal rent subsidy during early lockdowns.

He said he doesn’t support the government turning loans into grants, because it would be unfair to businesses like his that chose not to take the money in the first place.

“It’s going to be very different for each business,” Sloan said. “If you’re borrowing money out of honour, you’ve got to pay it back.”

Wood said every “little bit” of support helps businesses struggling to make those payments.

“We’re always grateful,” he said. “However, more could also be needed for some small businesses to survive.”

Natural Resource Sales Assistance Program

In addition to the billions of dollars spent purchasing goods and services, the federal government also sells large amounts of natural resources and surplus property. The SBA Natural Resource Sales Assistance Program sets aside a percentage of these goods for bidding by small businesses only. In addition, federal agencies sometimes divide surplus materials into smaller parcels, making it easier for small businesses to purchase. The five categories are:

  • Timber and related forest products.
  • Strategic materials.
  • Leases involving rights to minerals, coil, oil and gas.

At the time of writing, the application portal for the Canada Recovery Hiring Program is not open, but will be available to all Canadian businesses through the Canada Revenue Agency business portal when the intake period begins. This program can provide retroactive funding to June 6, 2021. What Is A Government Grant

Canada Recovery Hiring Program Covid

The Canada Recovery Hiring Program is a COVID-19 funding support program announced in the Federal 2021 Budget that provides up to 50% of employee wages to a maximum of $1,129 per week for businesses that have been hit the hardest by the pandemic. The hiring program will offset a portion of the extra costs employers must take on as they reopen. These costs could include increased wages, hours worked, or hiring more staff.

The COVID-19 funding program is estimated to cost $595 million in 2021 2022.

This program comes into effect as the Canada Emergency Wage Subsidy ends its support in June of 2021. The Canada Recovery Hiring Program is only available for active employees and will be available from . The federal government is looking to have this program expand to include hiring new workers as the economy reopens.

Employees who are on leave with pay but do not perform any work for the employer are ineligible for the Canada Recovery Hiring Program. Common examples of this include vacation leave, sick leave, or a sabbatical.

Example Of A Government Grant

The performing arts is one popular category for many government agencies awarding grants. What This Means For Parents

We will give grants to child care providers that will lower fees for all parents. And families who make less than $180,000 will be eligible for an additional subsidy to further reduce their child care costs.

Parents will see reduced fees starting in early 2022, and can expect to pay an average of:

  • $10 per day if they earn up to $119,999
  • $11 to $17 per day if they earn between $120,000 and $179,999
  • $22.19 per day if they earn $180,000 and above

For example: A family earning $120,000 with an infant attending a licensed facility-based centre full-time currently pays on average $1,172 per month. By early 2022, this family can expect to pay an average of $284 per month.

The amount that you will save will vary depending on the fees your child care provider charges. However, grant-receiving providers must commit to helping Alberta ensure families reach an average of $10 per day by the end of 5 years.

New Federal Support Programs For Employers And Workers

The Federal Government has announced replacement programs for the CRB employee programs, and the CEWS programs which have recently been discontinued. These measures are intended to assist employers and workers who have been affected by the pandemic.

The Canada Recovery Hiring Program will also be extended until May 7, 2022, at a subsidy rate 50%, and the new Tourism and Hospitality Recovery Program, designed to support hotels, restaurants and travel agencies, will provide a 40% wage and rent subsidy to eligible applicants. Businesses in the tourism and hospitality sector need to demonstrate a minimum 40% revenue loss to be eligible for the subsidy.

The Federal Government has also introduced the Hardest-Hit Business Recovery Program, which will provide wage and rent supports to employers who can demonstrate deep and enduring losses. The subsidy rate would start at 10% for applicants with a 50% revenue loss, up to a maximum of 50% for those with a 75% revenue loss.

These programs will be available until May 7, 2022, although the plan is to reduce the subsidy rate for each program by half as of March 13, 2022.

Finally, eligibility for the Canada Recovery Sickness Benefit and the Canada Recovery Caregiving Benefit has been extended until May 7, 2022.

Whether you see them in your local paper or a national magazine, or receive direct phone callscon artists generally follow a familiar script to gain access to your bank accounts or to get you to make unnecessary one-time payments to them.

Look and listen for these tell-tale lines:

  • “This grant/scholarship is guaranteed or your money back.”
  • “You can’t get this information anywhere else.”
  • “I just need your credit card or bank account number to hold this grant/scholarship.”
  • “We’ll do all the work. You just pay a processing fee.”
  • “The grant/scholarship will just cost you a one-time fee.”
  • “You’ve been selected” or “you are eligible” to receive a grant/scholarship.

People who run scams often claim to provide help and sometimes claim to be “federal government” officialsdont be fooled by these scams that request money from you. It is illegal to ask you to pay to apply for or to increase your odds of being awarded a federal grant.

Be careful to watch for scammers that falsely use HHS symbols and language to trick you and others. Fraudsters in the past have used the words and letters of HHS programs to give the false impression that their costly seminars or pay-per-use grant application tools are approved, endorsed, or authorized by HHS. HHS never endorses or uses private companies or individuals for these purposes.

Receiving A Government Grant

Government grants have no hidden costs or fees: they are outright gifts, not loans. However, because government grants are funded by tax dollars, they include stringent compliance and reporting measures to ensure the money is well-spent.

Deadline Policy: Given that technical or administrative difficulties with Grants.gov may periodically delay the timely submission or receipt of applications, the Commission staff will make provisions for the receipt of such applications past the established deadline. Under these circumstances, applicants with technical or administrative issues related to Grants.gov must contact NHPRC staff as soon as possible, but no later than by 3:00 PM Eastern Time on the published application deadline. Applications that fail to meet deadlines for reasons other than those noted will not be considered for funding.
