Lexington Ky Loses $4m In Housing Assistance To Email Scheme

Officials in Lexington, Kentucky, said Monday that the city lost about $4 million in federal housing assistance funds to an email fraud scheme.

The theft, which is now being investigated by the Lexington Police Departments financial crimes unit, included three wire transfers of funds for emergency rental assistance and transitional housing to a private bank account. The transfers were made, officials said, when a malicious actor impersonated an email account belonging to Community Action Council, a local housing group that works with the city.

Community Action Council notified city officials Sunday that it never received the rental assistance money, according to a press release.

Lexington officials said no one from the municipal government or Community Action Council appears to have been involved in the scam, and that the phony accounts bank froze the funds upon being notified of the theft. The citys financial system was not compromised by the theft either.

While not as high-profile as other attacks, business email compromise schemes continue to account for more financial losses than all other cyberthreats. According to the FBIs Internet Crime Complaint Center, BEC scams caused nearly $2.4 billion in losses last year

Housing Issues Continue For Community Members Looking To Use Vouchers

LEXINGTON, Ky. The KY tenants hosted a town hall on Friday at the Lyric Theatre to address the issue of affordable housing in Lexington.

Lexington woman Davita Gatewood’s fight to secure housing for her and her six kids started months ago.

Gatewood got a notice to vacate her rented home in January. She fought successfully to get an extension after extension on her lease from her landlord.

“It’s like every day diligently looking for affordable safe housing, and I emphasize safe because a lot of times when you’re in the situation people think you should just take anything,” said Gatewood.

However, in September, her family will have to move out of their rented home for good. With the state of affordable housing in the city, Gatewood says it’s an uphill battle.

She relies on the housing choice voucher Section 8. Without it, she can’t afford housing.

“Just because you have a housing voucher does not ensure you’re going to find housing, and a lot of landlords are not taking housing vouchers right now,” said Gatewood.

It’s a fight that she’s vowed not to quit, taking the issue all the way to the Biden administration in Washington D.C.

She traveled with KY Tenants and Homes Guarantee, a project created by a national grassroots network to demand federal protections for tenants like her.

Several people have told LEX 18 they’re now homeless or on the very edge of homelessness after not being able to use their voucher before it expires or their lease ends.

New Save Their Homes Program Helping People In Lexington Remain In Housing

LEXINGTON, Ky. – Affordable housing is in short supply in Lexington, so one group is trying to step in and be a lifeline to people who might not have a place to live.

Its a problem that seems to be plaguing the country.

Were hoping and praying that there will be a solution, said Ginny Ramsey, with the Catholic Action Center.

But doing more than just hoping and praying, Ramsey has created the Save Their Homes program. Volunteers create a line of communication between landlords and renters, some who are getting priced out of their apartments, and others who have faced evictions.

It helps people to know how much theyre charging. What their expectations are as far as credit goes. Whether theyre accepting housing stabilization funds. And what the situation is whether theyre accepting housing 8 or vouchers, Ramsey said.

Ramsey says they cant promise to work any miracles, but they have been successful getting people extensions until they find them somewhere more affordable. They have also put them in touch with second chance landlords who work with people with evictions on their records.

Me, as well as several other people drive around Lexington looking for rent signs in the yards or at apartment complexes and write those names down. We add them to our spread sheet and call them, said Kimberly Robinson, a volunteer with their Save Their Homes Program.

Robinson started volunteering with Ramsey to help those with housing needs back in 2020.

LHA administrative office will open on Wednesday, June 1, 2022 for in-person visitors with the following guidelines:

• Entrance to all offices is by controlled access all clients must use the doorbell/intercom system to gain entry to administrative/management offices.

• Clients who need to see their specialist or manager will be seen in person by appointment.

• Walk-ins will be served in person only if there is staff available to assist them, otherwise walk-in clients will be asked to use the intercom system to conduct their business.

• Applications for housing are taken online applicants who need assistance with an online application may be assisted by LHA staff via phone or in person as necessary.

• At All Offices – Drop boxes are available for rent payments and a separate drop box is available for the return of documents.

• LHA reception areas and common spaces should be cleared of boxes, files, etc. to be clear of clutter to accept visitors.

• Maintenance work orders and HCV inspections are ongoing with instructions regarding social distancing to keep clients and LHA employees safe.

• All employees and visitors are asked to stay home when sick and follow isolation & quarantine guidance suggested by your healthcare provider and/or local health officials, including getting tested if exposed or have symptoms of COVID-19.
