On September 6, 2021, President Biden approved an expedited major disaster declaration to help eligible New Yorkers recover from the flood damage caused by the remnants of Hurricane Ida. As of September 24, 2021, Bronx, Kings, Nassau, Queens, Richmond, Rockland, Suffolk and Westchester counties have been approved for individual assistance, which provides direct relief for individuals and homeowners. When Can People Apply For Disaster Financial Assistance

Applicants can start the process after the GNWT has announced that it is applying the Disaster Assistance Policy in an area. Registration forms are provided to guide applicants through the eligibility and requirements to apply for disaster assistance. It is important to register as soon as possible so the GNWT can begin facilitating the process, especially if the disaster has affected an entire community or many people.

GNWT Pathfinders can assist residents with the disaster DAP application process. To reach out to a Pathfinder, contact:

  • Cleanup and disinfection that if not done would result in more damage
  • Urgent work that prevents further damage
  • Repair or replacement of public infrastructure and equipment

    On April 29, 2019, the International Federation of Red Cross and Red Crescent Societies launched an emergency relief operation to support the Comoros Red Cross Society in providing immediate assistance to approximately 2,500 people for three months.     Florida Rep. Matt Gaetz is calling for the US to send aid to Floridians in the aftermath of Hurricane Ian but he also voted “no” to a bill that carved out cash for the Federal Emergency Management Agency, or FEMA, to do just that.

    In a tweet on Sunday, Gaetz appealed for help after Hurricane Ian battered Florida. Ian was a Category 4 storm when it made landfall and pummeled the Florida coast, killing at least 76 people.

    “Dear Congress: On behalf of my fellow Florida Man in grave need of assistance. Just send us like half of what you sent Ukraine. Signed, Your Fellow Americans,” Gaetz wrote on Twitter.

    Gaetz’s appeal for funding came two days after he and 200 other Republicans voted against a stopgap measure that sought to fund the government through December. Among other provisions, the bill also gave $18.8 billion to FEMA’s disaster relief fund, $12 billion in aid for Ukraine, and $112 million to beef up security at federal courts.

    A representative for Gaetz did not immediately respond to Insider’s request for comment.

    Emergency Disaster Assistance Fund

    The Emergency Disaster Assistance Fund is a draw-down fund administered by the Canadian Red Cross Society that allows for immediate Canadian support to International Federation of Red Cross and Red Crescent Societies emergency operations in response to sudden-onset small- and medium-scale humanitarian situations, including natural disasters, non-recurrent health epidemics, and conflicts. The EDAF increases the effectiveness and timeliness of assistance to crisis-affected people.

    Catastrophe modeling firm Karen Clark & Company estimates Hurricane Ian will lead to a privately insured loss of $63 billion and cause a total of $100 billion in damage, the largest hurricane loss in Florida’s history.

    That figure also would make Ian the hurricane with the second-highest insured loss in U.S. history, behind just Hurricane Katrina, which caused $89.7 billion in damages when converted to 2021 dollars, said Mark Friedlander, spokesman for the Insurance Information Institute.

    According to the Insurance Information Institute, Florida has the highest property insurance rates in the nation. Florida homeowners pay an average of $4,231 per year for property insurance, nearly three times the U.S. average of $1,544, Friedlander said.

    Property insurance rates in the state increased by 33% between 2021 and 2022 and by 27% between 2020 and 2021, he said.

    Even before Hurricane Ian, the state’s insurance industry was in trouble. Several insurers have failed or stopped writing policies. Florida insurers posted underwriting losses of more than $1 billion for each of the last two years, Friedlander said, and 27 companies that primarily write homeowners insurance are on a watch list by the state’s insurance regulator over concerns about their financial health.

    Upon request, the GNWT will arrange and pay for a structural engineering assessment if there are reasonable concerns about the structural stability of your home. You can then use this assessment in deciding what you want to do with your house with regards to repairing it or replacing it.

    In addition, the GNWT will also arrange for and pay for the structural engineering assessment and design if raising your house is determined to be a viable and necessary mitigation technique to protect your house against future floods.

    If a resident chooses to arrange and pay for their own structural engineering assessment for repairs or mitigation, they are responsible for the associated costs. These costs may be included in either the disaster assistance claim or the mitigation claim.

    All expenses will be assessed for eligibility for disaster assistance.

    On 28 December 2021 the International Federation of Red Cross and Red Crescent Societies launched an emergency appeal to support the South Africa Red Cross Society in providing immediate assistance to approximately 5,000 people for four months. The operation will focus on the provision of cash grants to ensure access to food for displaced households, as well as support for safe water and sanitation services and healthcare in affected communities.

    Who Is Responsible For Paying For Flood Recovery

    Residents, small businesses, including non-profit organizations, and local authorities are expected to use their insurance first to cover the loss or damage of anything that is insurable. The Disaster Assistance Policy will help with eligible costs that are not covered by any other funding source to ensure that basic needs are met. The DAP is not an insurance program to recover all losses it is limited to essential items, the loss of which is neither preventable or insurable.

    Matt Gaetz Votes No On Relief Money As Florida Grapples With Hurricane Ian Aftermath

    Rep. Matt Gaetz , a Florida native and lawmaker, voted against a measure to free up millions of dollars in disaster relief for the Federal Emergency Management Agency.

    Gaetz was one of several House Republicans on Friday who voted against a resolution to allow FEMA to use up to $15 million from the Disaster Relief Fund, Newsweek reported.

    The bill passed in both the House and the Senate, and it awaits President Joe Bidens approval.

    The vote comes in the same week that Hurricane Ian killed dozens of Florida residents, flooded communities, and destroyed homes and businesses.

    Gaetz and other GOP lawmakers added their names to a letter that said theyd do what is necessary to stop funding the Biden administration, according to the news site.

    Any legislation that sets the stage for a lame duck fight on government funding gives Democrats one final opportunity to pass that agenda, the letter said.

    Gaetz is no stranger to voting against hurricane relief as the lawmaker didnt vote in favor of a $15 billion relief package as Hurricane Irma which led to at least 92 deaths in the contiguous United States approached Florida in 2017, the Miami Herald reported.

    Gaetz did, however, pass a separate $7.5 billion hurricane relief bill earlier that week.

    The $15 billion package was linked to a deal between Democrats and then-President Donald Trump to raise the debt ceiling and fund the government until December 2017.
