Sales To The General Public
The State of Alaska DOT/PF State Equipment Fleet is responsible for the acquisition, maintenance, and disposal of all State owned vehicles and heavy equipment. The State Equipment Fleet is now selling all surplus equipment through the online auction bidding process. We currently offer all fleet equipment and vehicles through GovDeals for our online auctions. If you would like the opportunity to bid on any items offered for sale by the State Equipment Fleet please follow the link below to register with GovDeals. Once registered you will receive email notifications of all new sales as they become available. Registration is not required to view current items for sale.

General Terms And Conditions
TERMS: Fill out bid paddle registration form and take it to the cashier window along with picture identification to receive bid paddle. Payment in full is required before winning bidder may take possession of items won.
NON PAYMENT: If winning bid participant fails to submit payment in full for his/her auction purchases by due date that person or that person’s representative will be required to put a deposit of $1,000 in the form of a Cashier’s Check to participate in future auctions. Deposit can be applied to the auction purchases or will be refunded if no winning bids are made.
FINAL PAYMENTS: VISA, MasterCard, Discover, Cashier’s Check , Money Order . Cashier’s check and Money Orders must be made out to Department of General Services. Payment in full is due before 3:00 p.m. on the Wednesday after the auction date. No partial payments are accepted.
PICK UP: All items must be picked up before 3:00 p.m. of the Wednesday after the auction date. An additional $100.00 storage fee will be charged for each additional business day pick-up is late, up to four days. After that fourth day, all items will be forfeited.

Tips For Participating In Government Auctions

The general rule for auctions is that the highest bidder wins, and cancellation is not possible. Check with the auction site ahead of time to find out if you can cancel a bid.

Each auction website operates differently. In some cases, the government agency itself runs the auctions. In other cases, the agency operates the shopping site, but a third-party company handles the auction itself.

Find out what forms of payment auctions accept. There is no uniform payment policy across all the different auctions. Some auctions accept credit card payments or personal checks. Others, such as the Internal Revenue Service , don’t accept either of these. Most auctions accept cashier’s checks.

For real estate auctions, you may need to work with a broker or real estate agent to bid or make the purchase. Also, for real estate auctions, find out if financing is permitted. Many times it is not and the full purchase price is due when you win the bid.

How To Purchase Surplus Property
Surplus Property is property the government does not need. Personal property includes assets ranging from office equipment and furniture to scientific equipment, heavy machinery, airplanes, vessels, and vehicles. If this property cannot be donated to a state or public agency, or nonprofit organization, the general public can buy it.
You can purchase surplus government property through GSA AuctionsSM. The site offers the general public the chance to bid electronically on federal assets. All registered participants can bid on a single item or multiple items within specified time frames.
When no federal agencies need real property, it is determined to be surplus and may be made available for other uses through public benefit conveyances, including homeless use, negotiated sales, or public sales, based on GSA’s determination of the propertys highest and best use.
You can review surplus personal property offline by using the “Other Sales” tab at the top of the page. Or you can visit the Personal Property Sales by Geographical Location, which offers scheduled sales by geographic location and sales method. For sales methods, non-Internet includes live auction, fixed price, drop-by, negotiated sealed bid, and spot bid.

Why list “operational condition unknown”?
Sellers wrestle with this issue all the time. While more information may help the buyer make an informed decision, in surplus, this isn’t always an option. Often, the individuals reporting the property have no idea of its operational condition, if it is complete, and occasionally, what it even is!
Since Georgia State Surplus is located around the state, we can only see the description and photos provided. The equipment condition may change in the time it is presented and then sold and removed. We prefer to err on the side of caution and have the buyer inspect the item so there is no question.
Remember, you are bidding on used property, there is a reason it is being disposed of:
- Please read all the terms and conditions before you bid on any property.
- Offered property is used and sold in as-is, where-is condition.
- Bidders are not only invited but strongly encouraged to inspect the property before placing a bid.
- When applicable, GA sales taxes will be collected unless there is a tax-exempt certificate.
- Please do not try to pick up property until you receive the emailed Georgia Bill of Sale with pick up instructions.
- Any claim for mis-description must be made prior to removing the property.

GSA sells used personal property according to the U.S. Government’s Standard Form 114C April 2001, “General Sale Terms and Conditions.” You may ask to review a copy from any of the GSA regional Sales Offices.
