Mahatma Gandhi National Rural Employment Guarantee Act

USDA Rural Development’s Business & Industry CARES Act Program

The Government of India passed the National Rural Employment Guarantee Act, 2005 in September 2005. The Act gives legal guarantee of a hundred days of wage employment in a financial year for a rural household whose adult members are willing to do unskilled manual work. Implementation of the Act calls for the formulation of National Rural Employment Guarantee Schemes by the State Government. The State has notified the Scheme under the act, known as the Meghalaya Rural Employment Guarantee Scheme on July 28, 2006. The scheme marks a paradigm shift from all the earlier employment programmes. The scheme is being implemented as Centrally Sponsored Scheme on a cost sharing basis between Centre and State in the ratio of 90:10. As per instruction by the GOI, the State in 2011 had created a society namely the State Rural Employment Society headed by the Mission Director to oversee the overall implementation of the scheme.

Pradhan Mantri Awaas Yojana / Indira Awas Yojana

Indira Awas Yojana revamped as Pradhan Mantri Gramin Awaas Yojana in 2016 is a welfare programme created by the Indian Government to provide housing to rural poor people in India. The goal of this scheme is to provide home to all citizens till 2022. The cost of constructing the houses will be shared by the centre and the state. The scheme has been implemented in rural areas throughout India, except in Delhi and Chandigarh. Houses developed under this scheme will have basic amenities such as toilet, electricity connection, drinking water connection, LPG connection etc. The alloted houses will be jointly under the name of husband and wife.

  • Aim: To target youth under the age group of 1535 years. An amount of Rs 1500 crores has been provided for the scheme which will help in enhancing employability. The yojana is present in 21 States and Union Territories across 568 districts and 6215 blocks changing the lives of youth. Around 690 projects are being implemented by 300 partners. As per the government reports, over 2.7 lakh candidates have been trained till now and nearly 1.34 lakh candidates have been placed in jobs.

How To Apply For Rural Economic Development Funding

Potential applicants must submit a comprehensive application package which discusses the project prior to the programs application deadline. Applications must note specifically how the project will lead to improved business conditions within the rural or Indigenous municipality and be accompanied by 3 years of financial reports, among other key due diligence materials.

Sampoorna Grameen Rozgar Yojana

The Sampoorna Grameen Rozgar Yojana was launched in 2001 to provide employment to the poor. It also aimed at providing food to people in areas who live below the poverty line and improving their nutritional levels. Other objectives of this Yojana were to provide social and economic assets to the people living in rural areas. The scheme did not include the employment of contractors or middlemen.

What Funding Assistance Is Available

Under the Economic Growth Program, financial assistance is in the form of a non-repayable contribution, normally to a maximum contribution of 50 per cent of eligible costs up to $50,000 per application. The client should normally contribute a monetary minimum of ten percent of the total project cost . Federal and Provincial funding cannot normally exceed 75 per cent of the total project costs.

The EZ/EC program was a grant-making initiative whose objective is to revitalize low-income rural communities in ways that attract private sector investment. USDA administered the rural EZ/EC program, and the Department of Housing and Urban Development administers the urban EZ/EC program. In December 1994, three rural Empowerment Zones and 30 rural Enterprise Communities were named. The Taxpayers Relief Act of 1997 added two additional rural EZs and 10 more rural ECs. A third round of competition, authorized by the Consolidated Appropriations Act of 2001, created two additional rural EZs. Although tax incentives for EZ Communities were extended through December 31, 2013, by P.L. 112-240, the rural EC program expired on December 2009, per P.L. 111-20.   • Aim: The main objective of the scheme was to provide food grains to around 2 crores Below Poverty Line families at a very subsidized rate. Under this scheme, a total of 35 kgs of food grains are provided to a family. Rice is provided at the rate of Rs. 3/kg and wheat at Rs.2/kg.

This scheme is Indian labour law and social security measure that aims to provide right to work‘ to the people falling Below Poverty Line. It guarantees 100 days of employment in a year to the village people. Fifty per cent are reserved for women. Its 90% of funding is borne by the central government and 10% by the state government.
