    Food Security And Insecurity

    While SNAP participants and other low-income nonparticipants spend similar amounts on food spending, SNAP participants tend to still experience greater food insecurity than nonparticipants. This is believed to be a reflection of the welfare of individuals who take the time to apply for SNAP benefits rather than the shortcomings of SNAP. Households facing the greatest hardships are the most likely to bear the burden of applying for program benefits. Therefore, SNAP participants tend to be, on average, less food secure than other low-income nonparticipants.

    Self-selection by more food-needy households into SNAP makes it difficult to observe positive effects on food security from survey data, but data such as average income can be compared. Statistical models that control for this suggest that SNAP receipt reduces the likelihood of being food insecure and very food insecure by roughly 30 percent and 20 percent, respectively.

    Eligible Food Items Under Snap

    As per USDA rules, households can use SNAP benefits to purchase:

    • Foods for the household to eat, such as:
    • fruits and vegetables
  • Food items that are consumable in the store
  • Vitamins and medicines
  • Soft drinks, candy, cookies, snack crackers, and ice cream are classified as food items and are therefore eligible items. Seafood, steak, and bakery cakes are also food items and are therefore eligible items.

    Energy drinks which have a nutrition facts label are eligible foods, but energy drinks which have a supplement facts label are classified by the FDA as supplements, and are therefore not eligible.

    Live animals and birds may not be purchased but live fish and shellfish are eligible foods. Pumpkins are eligible, but inedible gourds and solely ornamental pumpkins are not.

    Gift baskets containing both food and non-food items “are not eligible for purchase with SNAP benefits if the value of the non-food items exceeds 50 percent of the purchase price. Items such as birthday and other special occasion cakes are eligible as long as the value of non-edible decorations does not exceed 50 percent of the price.”

    In central Texas, we have quite a large service area. We have Austin, Round Rock, but then we go up to Waco. Our service area is two times the size of Massachusetts. A lot of the area that we serve is urban, but a lot of it is rural. And there is a need.

    There are, oddly enough, food deserts in areas where there is no grocery store close enough to take one or two buses. People are shopping at the dollar store or the convenience story. And then in the rural areas, Ive heard of situations where local grocery stores are unable to afford the debit machine to accept the Snap card so thats actually an issue as well. In both rural and urban areas, theres issues with food access.

    Theres been probably an increased need at some of the food pantries, because of the cut in October or really the return to benefit level before the ARRA was passed.

    Thats a pretty incorrect perspective of what Snap outreach tries to do. All we are trying to do is connect this program where there are barriers to people. For example, we serve an incredibly rural states and there is only one Bureau of Human Resources office in each county. There are a lot of folks that could really use benefits that a lot of times dont have resources to travel a long distance just to apply for Snap. There is not good cost-to-benefit ratio for them to think that its worth their time or precious resources and income to make a trip to apply.

    What we are trying to do is just fill in the gaps where the program is not accessible. Thats what we are funded to do. Thats why our program was created. I dont have a lot of experience with the quota thing. What we do is just bring our services where we think there is a need for information or help with the application and then we talk to folks and if they dont want to apply, then thats it. We dont push people.
