Find Out If You Or Your Children Are Eligible For The Wic Program
If youre applying for yourself, you must be at least one of the following:
Within six months of having given birth or pregnancy ending
If youre applying for your children, they must be under 5 years old.
You must meet other WIC eligibility requirements based on your income, your health, and where you live.
Food Assistance For Seniors
Eligible adults can also get help with food at the state level. The Seniors Farmers’ Market Nutrition Program provides low-income senior citizens with access to locally grown foods. The Commodity Supplemental Food Program delivers a monthly package of food to individuals who are age 60 or older.
You have to meet the income and age requirements to qualify, and you must live in an area that’s served by either program. You can contact your state SNAP office to find out whether either program is available if you’re already receiving SNAP benefits.
Food Security And Insecurity
While SNAP participants and other low-income nonparticipants spend similar amounts on food spending, SNAP participants tend to still experience greater food insecurity than nonparticipants. This is believed to be a reflection of the welfare of individuals who take the time to apply for SNAP benefits rather than the shortcomings of SNAP. Households facing the greatest hardships are the most likely to bear the burden of applying for program benefits. Therefore, SNAP participants tend to be, on average, less food secure than other low-income nonparticipants.
Self-selection by more food-needy households into SNAP makes it difficult to observe positive effects on food security from survey data, but data such as average income can be compared. Statistical models that control for this suggest that SNAP receipt reduces the likelihood of being food insecure and very food insecure by roughly 30 percent and 20 percent, respectively.

Eligible Food Items Under Snap
As per USDA rules, households can use SNAP benefits to purchase:
- Foods for the household to eat, such as:
- fruits and vegetables
Soft drinks, candy, cookies, snack crackers, and ice cream are classified as food items and are therefore eligible items. Seafood, steak, and bakery cakes are also food items and are therefore eligible items.
Energy drinks which have a nutrition facts label are eligible foods, but energy drinks which have a supplement facts label are classified by the FDA as supplements, and are therefore not eligible.
Live animals and birds may not be purchased but live fish and shellfish are eligible foods. Pumpkins are eligible, but inedible gourds and solely ornamental pumpkins are not.
Gift baskets containing both food and non-food items “are not eligible for purchase with SNAP benefits if the value of the non-food items exceeds 50 percent of the purchase price. Items such as birthday and other special occasion cakes are eligible as long as the value of non-edible decorations does not exceed 50 percent of the price.”
What Kind Of Areas Do You Work In Do People Have A Problem With Access To Food
In central Texas, we have quite a large service area. We have Austin, Round Rock, but then we go up to Waco. Our service area is two times the size of Massachusetts. A lot of the area that we serve is urban, but a lot of it is rural. And there is a need.
There are, oddly enough, food deserts in areas where there is no grocery store close enough to take one or two buses. People are shopping at the dollar store or the convenience story. And then in the rural areas, Ive heard of situations where local grocery stores are unable to afford the debit machine to accept the Snap card so thats actually an issue as well. In both rural and urban areas, theres issues with food access.

What Were The Effects Of That
Theres been probably an increased need at some of the food pantries, because of the cut in October or really the return to benefit level before the ARRA was passed.
That was an absolute drop in benefits. I think that everyone experienced that. Thats just really unfortunate. As a food bank, we just have to keep working hard and if there is a place where we need to fill in more, thats what we have to do.
I know last year our food bank distributed one of our highest amounts of poundage. I dont know that was all because of that ARRA decrease, but theres something to that. Its safe to say that the need has definitely increased in our area.
Food Stamp Act Of 1977
Both the outgoing Republican Administration and the new Democratic Administration offered Congress proposed legislation to reform the FSP in 1977. The Republican bill stressed targeting benefits to the neediest, simplifying administration, and tightening controls on the program the Democratic bill focused on increasing access to those most in need and simplifying and streamlining a complicated and cumbersome process that delayed benefit delivery as well as reducing errors, and curbing abuse. The chief force for the Democratic Administration was Robert Greenstein, Administrator of the Food and Nutrition Service .
In Congress, major players were Senators George McGovern, Jacob Javits, Hubert Humphrey, and Bob Dole, and Congressmen Foley and Richmond. Amid all the themes, the one that became the rallying cry for FSP reform was “EPR”eliminate the purchase requirementbecause of the barrier to participation the purchase requirement represented. The bill that became the law did eliminate the purchase requirement. It also:
- eliminated categorical eligibility
In addition to EPR, the Food Stamp Act of 1977 included several access provisions:
The integrity provisions of the new program included fraud disqualifications, enhanced Federal funding for States’ anti-fraud activities, and financial incentives for low error rates.
EPR was implemented January 1, 1979. Participation that month increased 1.5 million over the preceding month.

How Do I Manage A Baby Or Child With Covid
Most children who test positive for COVID-19 can be safely cared for at home by their usual household carers, even if they are not vaccinated. When caring for your child with COVID-19 at home:
- Dress your child in appropriate clothing, so that they are comfortable not sweating or shivering
- Give your child plenty of fluids to drink. They may not feel like drinking much so will need your help and encouragement.
- If you are breastfeeding or formula feeding your baby may want more frequent feeds. Breastfeeding is safe to continue if you and/or your baby has COVID-19.
- Encourage them to rest and not overdo it
- Use paracetamol or ibuprofen, only if you think your child is in pain or appears uncomfortable with a fever. Follow the instructions on the label, and do not give more of these medicines than is recommended in a 24-hour period, as this may be harmful for children.
- Watch your child for signs that their illness is getting worse.
Monitor your child’s condition and if you notice:
- persistent fever which is not responding to treatment
- mild breathlessness
- drinking less than half of what they would normally drink
- urine output less than half of usual volume, and urine dark in colour
- moderate vomiting or diarrhoea
- unable to stand or walk.

Do You Have Any Quotas That You Try To Meet
Thats a pretty incorrect perspective of what Snap outreach tries to do. All we are trying to do is connect this program where there are barriers to people. For example, we serve an incredibly rural states and there is only one Bureau of Human Resources office in each county. There are a lot of folks that could really use benefits that a lot of times dont have resources to travel a long distance just to apply for Snap. There is not good cost-to-benefit ratio for them to think that its worth their time or precious resources and income to make a trip to apply.
What we are trying to do is just fill in the gaps where the program is not accessible. Thats what we are funded to do. Thats why our program was created. I dont have a lot of experience with the quota thing. What we do is just bring our services where we think there is a need for information or help with the application and then we talk to folks and if they dont want to apply, then thats it. We dont push people.
