What Do We Do

The HCAP helps people who do not have medical insurance with their medical bills. There is an application process.

To qualify, you must meet these criteria:

  • You must apply within 180 days of incurring your medical bills.
  • You must be a resident of San Juan County for at least 90 days.
  • Non-citizens can apply but must have “Legal Permanent Resident” status.
  • There is an income limit – see HCAP Program Information for details.
  • There is a limit on your personal assets – see HCAP Program Information for details.
  • You must have applied for Medicaid and not qualified

In 2019, the San Juan County Commission authorized an analysis of gaps in Behavioral Health Services in the county. The resulting study is available here, and has lead to the hiring is San Juan County’s Behavioral Services Director.

Unemployment Insurance And Covid

Unemployment insurance is a joint federal and state program that pays part of your wages when you lose your job through no fault of your own. Vita And Tce Tax Filing Assistance Programs

The IRS has two in-person tax assistance programs: the Volunteer Income Tax Assistance program and Tax Counseling for the Elderly . Both offer free tax-preparation assistance to qualified individuals. VITA generally applies to you if your income is $57,000 or less, you are disabled, or you have limited English-speaking skills. TCE is for citizens aged 60 or older.

Emergency Broadband Benefit Program

The EBB opened for enrollment on May 12, 2021, and provides a monthly discount of $50 to $75 for households that qualify. The program also grants a one-time discount of up to $100 toward a new laptop, desktop, or tablet purchased from participating providers.

Your household is eligible if at least one member meets one of the following criteria:

  • Has income at or below 135% of the current Federal Poverty Level or participates in certain assistance programs, such as SNAP, Medicaid, or Lifeline.
  • Is approved to receive benefits under the free and reduced-price school lunch program or the school breakfast program, including through the USDA Community Eligibility Provision in the 2020 to 2021 school year.

The EBB program is scheduled to end six months after the Department of Health and Human Services declares an end to the pandemic, or if the program runs out of funds.

What Is Medical Assistance

Medical Assistance pays for medical care for very low-income Minnesotans. There are eligibility requirements for the program. Federal and state dollars pay for MA. In 2011 Medical Assistance expanded its coverage to provide coverage to more low income adults. The General Assistance Medical Care program ended.

How do I apply for Medical Assistance?

To apply for MA, call or go to the human service agency in the county where you live. toward the end of this brochure. You can apply even if you are not sure that you are eligible.

When you apply, you will fill out an application form and be asked for proof of some of the information you give. You also will talk with a person who works for the county agency. There are people at the county who can help you fill out the application. You can print a copy of the application from the Web at Minnesota Department of Human Services and mail it in.

Your county agency will let you know if you are eligible for assistance within 45 days . If a decision is not made in that time, the county agency will explain why in writing.

If you are found to be eligible, the county will enroll you in the MA program. Every six months a county financial worker will review your situation to see if you are still eligible for health care assistance. You must complete, sign, date and return all forms sent to you by your county agency. If you do not, you will lose your Medical Assistance.

For mortgage loans backed by Fannie Mae and Freddie Mac, the Federal Housing Finance Agency has extended the foreclosure moratorium on real estate owned evictions until Sept 30, 2021. REO properties are bank-owned properties that were seized as a result of default.

Meanwhile, the Secretaries of USDA, HUD, VA, Treasury, and FHFA Acting Director extended foreclosure moratoriums for those agencies through Sept. 30, 2021.

Due to the COVID-19 pandemic, student loan payments, including principal and interest, on federally held student loans were suspended through Sept. 30, 2021, and extended again through Jan. 31, 2022. The Biden-Harris Administration is providing free access to COVID-19 vaccines for every adult living in the United States. Accordingly, the Health Resources and Services Administrations COVID-19 Coverage Assistance Fund will cover the costs of administering COVID-19 vaccines to patients whose health insurance doesnt cover vaccine administration fees, or does but typically has patient cost-sharing. While patients cannot be billed directly for COVID-19 vaccine fees, costs to health care providers on the front lines for administering COVID-19 vaccines to underinsured patients will now be fully covered through CAF, subject to available funding. As vaccination efforts accelerate, patients will increasingly gain access to COVID-19 vaccines at locations near where they live with providers they trust.
