What Aligns Red And Blue Pa Poverty
Some of those early GOP supporters were moderates who often cross the aisle, like Dan Laughlin . But others were more conservative and more influential like Sen. Dave Argall , who chairs his chambers powerful State Government Committee and generally sticks to the Republican party line.
Argall got on board with Savals bill eagerly, though. For years, he has struggled with vacant, decaying houses in Shenandoah, a city in his district that has seen enormous population contraction since the 1950s. The city has seen fires in vacant houses, and often, the only available answer has been demolition.
Thats a different problem than in Philly, where this program is mostly billed as a way to help struggling homeowners keep their houses and avoid displacement. But Argall notes, there is a common issue underlying all of it.
Any community that has faced economic distress , he said. People wont have to drive far to find this kind of a need.
That kind of cross-state and cross-party appeal, he added, is vanishingly rare in the state Capitol.
In a building with some very bitter partisan divisions, on this one issue at least, we were able to work together, he said. It needs to happen more like this.

Home Loan Rehabilitation Programs
This differs from the home repair programs mentioned above. The major difference is that the Loan Rehabilitation Program provides low interest, or even zero interest, loans for extensive repair to single-family homes. It is not a grant program and that is the key difference between them.
The loans can even be used in some cases to literally improve an existing home so thoroughly that it brings them up the highest current health and safety standards. Which may then allow the homeowners to sell the homes to someone else, maybe even a First-Time Homebuyer. Unfortunately these loans cant be used to pay your mortgage. As another option, find .
While once again the exact terms of each loan program will vary by state and county it can be an option as well. In general the Rehabilitation Loan Programs were created to provide affordable financing for home improvements to low and moderate income homeowners. When applying, the criteria are usually less restrictive, and loans will often be available for most owner-occupied single family homes. Some of the conditions may include the following

What Other Forms Of Financial Assistance Are Available To Homeowners
If youre not eligible for a home repair grant but still cant afford to make the repair on your own, there are other options to make home repairs more affordable.
Low-cost loans: Some organizations, such as the USDA and HUD, also offer affordable loans to lower-income homeowners. Though you have to repay the loan, the interest rate tends to be extremely affordable.
Tax credits: Tax deductions can be used in home improvement costs as a credit against taxes when you sell your home or if you work from your home and made repairs to your home office. However, they are not normally deductible as personal expenses.
Cash-out refinance: A cash-out refinance lets you turn some of your home equity into cash that you can use for other purposes, including home improvements. In some cases, the interest on these loans is tax-deductible if used for home improvement. Another perk is that cash-out refinance rates are usually lower than rates for other types of loans. Just keep in mind that youll be increasing your mortgage balance and potentially the length of time until you pay off your home.
