It is important to note that the TSDB is not the same as the Specially Designated Nationals and Blocked Persons list and all other sanctions lists administered by the Office of Foreign Asset Control maintained by the Department of the Treasury. Many healthcare entities screen against the OFAC listings, which is a list of individuals and companies owned or controlled by, or acting for or on behalf of, targeted countries. It also lists individuals, groups, and entities, such as terrorists and narcotics traffickers, designated under programs that are not country-specific.

History Sources Uses And Scope

The TSDB is overseen by the FBI Terrorist Screening Center. It was created after the . A 2007 report by the U.S. Department of JusticeOffice of the Inspector General stated that the TSDB, as the U.S. Governments consolidated terrorist watchlist contained basic biographical information on known or appropriately suspected domestic and international terrorists and that the underlying derogatory information on individuals nominated for inclusion in the TSDB must demonstrate a reasonable suspicion of ties to terrorism. The main source of names for the TSDB is the Terrorist Identities Datamart Environment , a database that as of 2013, contained between 700,000 and 1.1 million names.

The TSDB is massive in size and includes names of people identified as potential security risks. It is distinct from the much smaller No Fly List, a subset of the TSDB. Those on the TSDB are not actively monitored because doing so would be impracticable and would raise civil liberties issues. Those on the TSDB are not blocked from buying guns and are not automatically barred from boarding airplanes or traveling. In 2019, the government acknowledged that it shared its list with 1,441 non-governmental entities that were in some way connected to the criminal justice system such as campus police, hospital security staff, and private detention facilities the admission alarmed some civil libertarian groups.

The FBI does not publicly confirm or deny any individuals inclusion on the list.

For whatever reason, the page went up and kudos go to the Biden administration, which has proven either hot and cold on whether to ever acknowledge this threat.

As I wrote last year, the Biden administration went icy cold in April 2021, when it quickly quashed a CBP press release that provided exquisite detail about two Yemeni terror suspects caught in Calexico, Calif., in January and March 2021. The press release lasted a single day but still resides in the Internet archives.

The administration went hot last March, when Biden-appointed DHS Secretary Alejandro Mayorkas admitted to a U.S. House Homeland Security Committee hearing that KSTs have tried to cross the border, the land border not only this year but last year, the year prior and so on and so forth. No one reported that but me, of course.

    “I said my final prayers as a Muslim ⦠I had nowhere , no one to call and no one to say anything to stop feeling of utter helplessness. I was ready to die. They removed my pants and they saw the blood everywhere. And they quickly just scurried out of the closet.”

    Merchant, however, is not the only one. Many others are on the watchlist without knowing the reason behind it.

    Abdulkadir Nur, who goes by Eno, is a 69-year-old U.S. citizen from Somalia who said he is also on the watchlist.

    Nur travels often due to his humanitarian work with the United Nations, but every time he leaves the country, he said he undergoes extensive questioning and screening.

    “You know, when I fly worldwide, I’ve never had any problems,” Nur said. “Actually, I’m being respected and welcomed everywhere. But when I’m coming to my country, the U.S., I feel like I’m criminal.”

    While the TSA says a typical enhanced screening process takes 10 to 15 minutes, both Nur and Merchant said they had to miss multiple flights due to secondary questioning at airports.

    The government

    The government has been widely criticized for making it impossible for people to know why they have been placed on a watchlist, and for making it nearly impossible to get off. The guidelines bluntly state that the general policy of the U.S. Government is to neither confirm nor deny an individuals watchlist status. But the courts have taken exception to the official silence and footdragging: In June, a federal judge described the governments secretive removal process as unconstitutional and wholly ineffective.

    The difficulty of getting off the list is highlighted by a passage in the guidelines stating that an individual can be kept on the watchlist, or even placed onto the watchlist, despite being acquitted of a terrorism-related crime. The rulebook justifies this by noting that conviction in U.S. courts requires evidence beyond a reasonable doubt, whereas watchlisting requires only a reasonable suspicion. Once suspicion is raised, even a jurys verdict cannot erase it.

    Not even death provides a guarantee of getting off the list. The guidelines say the names of dead people will stay on the list if there is reason to believe the deceaseds identity may be used by a suspected terroristwhich the National Counterterrorism Center calls a demonstrated terrorist tactic. In fact, for the same reason, the rules permit the deceased spouses of suspected terrorists to be placed onto the list after they have died.

    How To Get On A Government Watchlist

    The inner workings of a watchlist nomination are of course unknown the government has been extremely secretive about the names on the various watch lists. However, there are a few well-known ways to get your name put on the federal governments watchlist. It basically just takes any action that a machine-learning algorithm calculates is outside the norm.

    Heres how you can get your name on a government watchlist:

  • Have a criminal record for terrorist-related activates.
  • Associate with a known terrorist, terrorist organization, or anti-government consortium. This includes family members and unfortunately, certain religious organizations.
  • Make frequent trips to areas or countries known to support terrorism. You only have to raise reasonable suspicion that youre involved in terrorism to make the list.
  • Have an active membership in an extremist group.
  • Be male, travel alone, and carry no bags on a one-way trip.
  • Internet searching for topics related to or attributed to terrorist-type activities.
  • Make an unusual purchase large amounts of fuel, makeup that disguises your appearance, unusual construction supplies, electronic components, out-of-the-ordinary farm supplies, flying lessons, etc. and pay with PayPal, Bitcoin, or a throwaway credit card.
  • Participate in several activities that alone may be OK but together could trigger terrorist suspicion. For instance, visit hacking websites, post a tirade against the government, build your own fireworks, and join the Tea Party.
  • What Information Is Obtained

    U.S. Department of Health & Human Services, OIG, excludes certain individuals and entities from participation in Medicare, Medicaid, and other federal health-care programs. The OIG imposes exclusions on over 15,000 individuals and entities based upon the authority contained in Sections 1128 and 1156 of the Social Security Act.     The Terrorist Screening Center And Redress

    The Department of Homeland Securitys Traveler Redress Inquiry Program provides the public with a single point of contact for individuals who have inquiries or seek resolution regarding difficulties they experience during travel screening at transportation hubs, such as being incorrectly delayed, denied boarding, identified for additional screening, or any other difficulties while traveling or seeking entry into the country.     Government to release a national watchlist on illegal drugs

    The FBI has blacklisted suspected threats almost since its inception. J. Edgar Hoover infamously amassed a list of enemies of the United States that included terrorists, communists, spies, anti-war protestors, and civil rights leaders.

    The modern terrorist watch list was created after the September 11 attacks. At that time, various government agencies maintained about a dozen separate lists with names of suspected terrorists. After the attacks, the law enforcement and intelligence communities were roundly criticized for failing to share important information, and the consolidated watch list was created to avert future communication blunders.

    In a today, Bob Diachenko, Cyber Threat Intelligence Director at security firm Security Discovery, said he discovered a copy of the TSC database on a Bahrainian IP address.

    The exposed Elasticsearch cluster contained 1.9 million records, Diachenko said. I do not know how much of the full TSC Watchlist it stored, but it seems plausible that the entire list was exposed.

    Information exposed in the leak included data points such as:

    Diachenko said he notified the Department of Homeland Security on July 19, the day the database was indexed by search engines Censys and ZoomEye, and when he also found it.

    The exposed server was taken down about three weeks later, on August 9, 2021. Its not clear why it took so long, and I dont know for sure whether any unauthorized parties accessed it.

    Contacted by The Record earlier today, the FBI had no comment.

    It is unclear if the exposed Elasticsearch server was managed by a US agency, one of its partners, or if this was an illegally obtained copy.

    While the existence of the TSC database was kept secret for more than a decade, in recent years, the DHS began notifying US citizens when they were added to the TSCs No Fly List.

    Without knowing who is to blame for this leak, it is unclear if the FBI or DHS will have to notify US citizens that were added on the TSC No Fly List that their data was exposed online.
