Federal government launches assistance program for seniors living at home June 8, 2022

This program is also known as the Section 504 Home Repair program. It was developed to help homeowners in rural areas conduct necessary repairs to their homes to enhance safety and remove any hazards to their health or well-being.

While this program offers loans for some homeowners, elderly beneficiaries typically receive grants to address these issues, provided they meet the eligibility criteria. These grants can be issued in amounts of up to $10,000, while those who qualify for a loan may be able to receive up to $40,000. In some cases, loans and grants can be combined.

To qualify for the USDA Housing Repair Program, seniors must:

  • Be at least 62 years of age and unable to repay a repair loan
  • Live in an eligible rural area
  • Be the homeowner
  • Meet their countys limitations for very low income

How to Apply

Seniors can submit applications to their local Rural Development office. Any questions about the program or the application process can also be directed to the county office.

Social Security Retirement Benefits

The Social Security Retirement Benefits program is a federally funded program administered by the Social Security Administration. The program helps retired seniors continue earning an income by providing a portion of their pre-retirement wage in monthly payments. The amount of the benefit is calculated based on the seniors highest 35 years of earning and when they choose to start receiving benefits.

Seniors can choose to start receiving benefits at their full retirement age, which is 66 for those born between 1943 and 1954 and gradually increases depending on birth year. Those who wish to do so can also choose to start receiving their benefits at age 62 however, those who choose to take advantage of an earlier retirement age will have the total amount of their benefit reduced. Seniors can also choose to delay their benefits up to age 70 and receive an increased benefit amount.

To earn Social Security Retirement Benefits, seniors must meet the age guidelines mentioned above. They also must have earned a minimum of 40 Social Security Credits, which are calculated based on the duration of their career and the amount of income tax paid to the federal government.

To qualify, you must be over age 62, have an income below a certain limit, live in an eligible area, and be unable to get affordable credit anywhere else.

Home modification help for disabled seniors who served in the armed forces is also available. Disabled veterans may qualify for special grants to cover the cost of home modifications that are deemed to be medically necessary. For instance, the Home Improvements and Structural Alterations grant can be used to pay for things like handrails and roll-in showers. The disability doesnât have to be service-related, but a Veterans Affairs doctor must stipulate that the modification is necessary.

In many states, a low-income senior who qualifies for Medicaid can get Home & Community-Based Services waivers that cover the cost of home modifications that boost the personâs ability to live independently.

Affordable Home Programs For Seniors And Retirees

Many senior citizens that depend on social security as well as retirees have a limited income and/or asset to their name or live only on social security. For example, in 2009, $455 million Section 202 grants were distributed to grant recipients to build or convert more than 3,000 housing units designated for low-income elderly households.

Section 221 Housing Program

Section 221 program was enacted by the US Congress in 1961 to help with funding public housing agencies and nonprofits to develop housing units for low and moderate-income households. Section 221 is also called the Below Market Interest Rate program and is managed by the Federal Housing Administration . The program does not offer funds for new developments but properties with active mortgages continue to operate providing housing to the elderly citizens. A household with the elderly may qualify for existing Section 221 housing with an income of up to 95% of the local area median income.
