Alabama Power stockholders created the nonprofit ABC Trust in 1992 to supplement energy assistance efforts. The trust works with local community action agencies to help cover the cost of heating and cooling for low-income families and those struggling with temporary financial problems. Money goes to agencies assisting with water costs
MONTGOMERY, Ala. – Gov. Kay Ivey has awarded grants totaling $11.1 million to help low-income households statewide with water service costs.
The grants for the Low-Income Household Water Assistance Program will enable community service agencies to help with residential water and wastewater services costs for low-income households in all 67 counties. A priority is given to the elderly, people with disabilities and families with young children. To qualify for assistance, household income must not exceed 150 percent of the federally established poverty level.
Low-income families often need assistance in paying for necessities during difficult times, and access to clean, fresh water is vital to any household. These grants will provide emergency assistance with water bills so that families will have less worry about access to water service.

What Is The Alabama Family Assistance Program

The Individual and Households Program provides financial help or direct services to those who have necessary expenses and serious needs if they are unable to meet the needs through other means. up to $33,300 is available in financial help , although some forms of IHP assistance have limits. Housing Assistance
Temporary Housing: Money to rent a different place to live or a temporary housing unit .
Repair: Money for homeowners to repair damage from the disaster that is not covered by insurance. The goal is to repair the home to a safe and sanitary living or functioning condition. FEMA may provide some for home repair then the homeowner may apply for a Small Business Administration disaster loan for additional repair assistance. FEMA will not pay to return a home to its condition before the disaster. Flood insurance may be required if the home is in a Special Flood Hazard Area. Repair and replacement items include:
- Structural parts of a home
- Windows, doors, floors, walls, ceilings, cabinetry
- Well or other water system
- Heating, ventilating, and air conditioning system
- Utilities
- Entrance and exit ways from the home, including privately owned access roads
- Blocking, leveling and anchoring of a mobile home and reconnecting or resetting its sewer, water, electrical and fuel lines and tanks

HUD does not provide grants directly to individuals who are looking to benefit from Alabama housing options. But each year, HUD does provide grants to governments, nonprofits, and other eligible grantees who administer various housing and community development programs that individuals may qualify for. Providing Benefits And Services To Families In Need
The Family Assistance Division administers programs funded by the Temporary Assistance for Needy Families block grant designed to provide benefits and services to needy families with children so that children may be cared for in their own homes or in the homes of relatives. These services also promote job preparation, work and marriage, and the prevention of out-of-wedlock pregnancy. Major services/benefits to eligible families include:
- Temporary Cash Assistance – The Family Assistance Program provides temporary cash assistance for basic needs for low income families with children under age 18 or age 19 if s/he is a full time student in a secondary school or in the equivalent level of vocational or technical training. Assistance is issued on Electronic Benefit Transfer cards. Recipients are not to use EBT cards in liquor, wine or beer stores, casinos or other gambling establishments, strip clubs, tattoo or body piercing facilities or facilities providing psychic services. Benefits are not to be used to buy liquor, wine, beer, tobacco products or lottery tickets.
- Work and Job Training Services – The JOBS Program provides work and training services to all parents receiving cash assistance to help find and retain employment.

- Qualified for unemployment benefits or
- Attest in writing that due to or during the pandemic, they:
- Experienced a reduction in household income
- Incurred significant costs or
- Experienced financial hardship
TENANT APPLICATION
As part of the program application, all tenants and household members must submit the following documentation so eligibility can be confirmed:
- Government or current public school-issued ID for at least one household member on the lease
- Copy of rent or lease agreement
- Notice of late rent payment or notice to evict, if applicable
- Copies of past-due utility bills, if utility assistance is being requested
- Income documentation for all household members above the age of 18 must be provided from one of the two options below:
- If you have completed your households federal income taxes for 2021, you will need to provide one of the following:
- Filed 2021 IRS Form 1040
- Filed 2021 IRS Form 1040-SR
