Alabama Power stockholders created the nonprofit ABC Trust in 1992 to supplement energy assistance efforts. MONTGOMERY, Ala. – Gov. Kay Ivey has awarded grants totaling $11.1 million to help low-income households statewide with water service costs.

The grants for the Low-Income Household Water Assistance Program will enable community service agencies to help with residential water and wastewater services costs for low-income households in all 67 counties. A priority is given to the elderly, people with disabilities and families with young children. To qualify for assistance, household income must not exceed 150 percent of the federally established poverty level.

Low-income families often need assistance in paying for necessities during difficult times, and access to clean, fresh water is vital to any household. These grants will provide emergency assistance with water bills so that families will have less worry about access to water service.

    • Windows, doors, floors, walls, ceilings, cabinetry
    • Well or other water system
    • Heating, ventilating, and air conditioning system
    • Utilities
    • Entrance and exit ways from the home, including privately owned access roads
    • Blocking, leveling and anchoring of a mobile home and reconnecting or resetting its sewer, water, electrical and fuel lines and tanks

These services also promote job preparation, work and marriage, and the prevention of out-of-wedlock pregnancy. Major services/benefits to eligible families include:

    • Attest in writing that due to or during the pandemic, they:

    • Incurred significant costs or
    • Experienced financial hardship
  • Households must also demonstrate they:
  • Are at risk of homelessness or housing instability by providing an eviction notice or past-due utility or rent notice or
  • Live in unsafe or unhealthy housing conditions
  • The unit you are renting must be your primary residence and be located within the city limits of Huntsville.

    As part of the program application, all tenants and household members must submit the following documentation so eligibility can be confirmed:

    • Government or current public school-issued ID for at least one household member on the lease
    • Copy of rent or lease agreement
    • Notice of late rent payment or notice to evict, if applicable
    • Copies of past-due utility bills, if utility assistance is being requested
    • Income documentation for all household members above the age of 18 must be provided from one of the two options below:
