Will There Be A Cash For Clunkers In 2021

Cash For Clunkers Program Draws Mixed Reviews

Theres been some buzz lately about the Biden administration bringing back a new, revamped Cash for Clunkers program similar to the one under the Obama administration in 2009.

According to the Washington Examiner, The idea is modeled after a $392 billion plan released last year by Senate Majority Leader Chuck Schumer to provide drivers rebates to swap old gas guzzlers with zero-emission vehicles, in what would be a major expansion of the Obama administrations $3 billion Cash for Clunkers program.

This program would have a heavy focus on zero emission vehicles such as electric cars, plug-in hybrids, and hydrogen fuel-cell.

There is no official date and we arent sure if this will actually happen in 2021, but it is something to definitely keep an eye on as it develops.

Will There Be A Cash For Clunkers Program In 2021

Unlike the previous program, which was designed to spur a recovery in a market that saw a sales collapse of 40 percent, the new effort is an environmental initiative. The goal is to spur sales of electric vehicles, which currently account for about 2 percent of the vehicle fleet. While car sales fell dramatically last year due to COVID-19 shutdowns, demand quickly snapped back to pre-pandemic levels. However, a shortage of vehicles from production cutbacks due to the coronavirus and a microchip shortage is actually helping bring profits to the industry on higher vehicle prices.

While the infrastructure bill focuses on building 500,000 new charging stations, the push to extend the current $7,500 federal EV tax credit is stalling out. Proponents want to raise the per manufacturer cap from 200,000 to 600,000 units. Currently, Tesla and General Motors no longer offer the credits having exceeded the volume threshold. The incentive would drop to $7,000 and convert to a direct rebate going to the transaction.

Within the nation, there are numerous free car programs for low-income individuals . This is a excellent aid and even more so considering that the expense of transport is often a barrier for a permanent job particularly for candidates with few chances, unmarried or single moms or single dads among others. The types of assistance available vary depending on the organization . Some make low-interest car loans, while others provide individual access to a credit counselor or even financial advice at no cost. Thus, those interested can open a savings account of maximum performance that is used to accumulate funds for the purchase. How The Cash For Clunkers Program Worked

The Cash for Clunkers program was a government program that gave people money to trade in their old cars. Consumers would get a few thousand dollars for trading in their old car for a more fuel-efficient car.

Here is a quick run-down of the program:

  • Car dealerships registered to participate in the Cash for Clunker program.
  • Customers visited registered dealerships to trade in their clunkers for a new car that qualified.
  • Government credit was deducted from the purchase price of the new car.

The amount of government credit a customer received depended on the improvement in fuel economy. For a car, if the improvement was 4 mpg or more, the consumer was eligible for a $3,500 credit. For an improvement of more than 10 mpg, the consumers credit would be $4,500.

The cars that were traded in were picked apart to collect the usable parts. Next, the cars were destroyed.

Was Cash For Clunkers A Success

Supporters of the CARS program say that it was a huge success with well over 700,000 dealer transactions.

Supporters also argue that the program has reduced pollution by removing hundreds of thousands of clunkers off the roads.

The U.S. Department of Energy reported that the average fuel economy for traded vehicles was 15.8 miles per gallon , while the average for the newly purchased vehicles was 24.9 mpg a 58% improvement.

On the other hand, critics of the program say it created a shortage of used cars on the market.

Edmunds.com stated that Cash for Clunkers rendered many thousands of used vehicles inoperable and removed them from the scene at an unnaturally high rate.

As a result, it drove up used car prices causing a harmful effect on those not eligible for the CARS program.

Furthermore, one goal was to increase sales of cars made in the United States but according to the GAO, only about 49% of new vehicles purchasd were manufactured in the United States.

The Original Cash For Clunkers

The Cash for Clunkers program was the nickname of the popular U.S. federal governments $3 billion plan known as the Car Allowance Rebate System. They provided cash incentives for individuals to trade in their old, less fuel-efficient vehicles for new vehicles that are better for the environment.

The original Obama-era Cash for Clunkers had two purposes in mind. It not only helped to revive the automotive industry by stimulating car sales, but also encouraged residents to purchase newer, more energy-efficient vehicles.

This element was to help cut back on emissions and greenhouse gases. Qualified consumers received an amount between $1,000 and $4,500 to put towards a new replacement vehicle. It was more popular than previously anticipated, and the government funds depleted within only a few short months. The program was shut down in August of 2009.

There were specific guidelines that ensured that certain vehicles were eligible for the program based on age, fuel economy, condition, and current registration. Applicants were also bound to purchase a replacement vehicle that was less than $45,000 and a precise fuel efficiency amount.

The final numbers for this program back in 2009 boast a total of 690,000 vehicles sold through the government incentive program in only a few short months. It also boosted auto sales of the Big Three automakers and increased their new vehicle market share by about 2%.

The Execution Of This Program Wasnt That Great

Cash for Clunkers was a great idea. Consumers loved it. Yet, the behind the scenes operation of this program left much to be desired.

On the first weekend of this program, dealerships saw a 20% 30% increase in new car sales. But, as they went in to submit the information required to get the refund, they found the website constantly down. It was due to the overload of people using the website.

Many dealerships waited weeks to be paid by the government. Its because the National Highway Traffic Safety Administration couldnt keep up with all the claims that came in. They had to hire more staff to process claims. They ended up paying out all the claims. But it was quite hairy for a while right in the middle of the programs tenure.

The Government Cash For Clunkers Program

On July 1, 2009, the Federal Car Allowance Rebate System kicked off. What quickly became known colloquially as the Cash for Clunkers program, CARS was a $3 billion program by the U.S. Federal Government encouraging people driving old junk cars, inefficient, smoggy vehicles to trade or sell the car for new, more efficient, and environmentally friendly cars by offering credits between $3,500 and $4,500 dollars.

Cash for Clunkers was so popular that the original $1 billion allocated to the program ran out in only 30 days. Congress budgeted another $2 billion, which ran out on August 24th, 2009, marking the end of the government car buying program.

All told, CARS resulted in 690,114 cars sold for a total cost to the U.S. Government of $2.88 billion. Of those nearly 700,000 cars, 19.4 percent were Toyota, 17.6 percent were General Motors, 14.4 percent were Ford, 13 percent were Honda and 8.7 percent were Nissan vehicles.

How To Get Cash For Clunkers

Its been a few years since its been advertised all over TV and the internet. Back when the Cash for Clunkers program was in full swing, your car was probably early new. Or, maybe you cashed in your clunker back then, but your replacement vehicle is now on its last legs.

Is there still a car buy back program you can take advantage of today?

Unfortunately, the old government car trade in program is no longer in effect. In fact, its been nearly a decade since the original CARS Allowance Rebate System has been in operation, wrapping up in 2009. That boat has long set sail, and theres no DMV buy back program organized by the federal government.

If youve resigned yourself to just scrapping your car for pennies on the dollar, hold up. Theres still a glimmer of hope because theres a new program in 2018 known as the CAP Vehicle Retirement Program.

Exotic Cars Under The Program

Jalopnik reviewed the lists published by the NHTSA and found numerous cars crushed under the program that had book values far exceeding the rebates offered by the government. Among some of the cars whose book value was worth more than government rebates included models ranging from the GMC Typhoon to the Bentley Continental R. However, a further review noted that many cars that were thought of as being crushed under the program were improperly recorded and/or swapped for other car models or trims. Some exotic/collectible vehicles were scrapped under the program included a Maserati Biturbo with 18,140 miles, a GMC Syclone, which was removed from scrappage in the program by a group of car enthusiasts a GMC Typhoon, An Isuzu Vehicross, a La ForzaSUV, a TVR 280i, and various Ford Mustang, Ford Taurus SHO, Chevrolet Camaro, and Chevrolet Corvette models, among other cars.

Program Participation And History

The Benefits of Cash for Clunkers

Auto Observer said there was one major technological glitch in the program. “Government officials said the public site for customers and the site for dealer sign-ups were on the same server, which became overloaded. The site was taken down while the two functions supposedly were separated and put on two different servers”, Auto Observer reported. Dealers also had difficulty getting paperwork processed. Given the uncertainty of being paid, dealers decided to wait on destroying the old cars.

By July 29, $150 million of the $1 billion had already gone to new purchases. Dealers have had a higher volume of potential customers, partly because of other incentives offered by the manufacturers and the sellers. Some dealers believed the increase was only temporary. However, many people who visited car dealers found out their cars were not eligible and bought cars anyway. The majority of people who were able to participate were buying new vehicles, anyway, and their trade-in value rose significantly.

By July 30, 2009, due to very high demand, the $1 billion appropriated for the system was exhausted, well before the anticipated end date of November 1, 2009. The House of Representatives appropriated another $2 billion to the program on July 31, with the Senate adding its approval a week later. President Barack Obama signed the bill into law on August 7, and government officials expected that the additional funds will be exhausted by Labor Day.
