How to obtain a NATO Commercial and Government Entity (NCAGE) Code
CLAUSE I.10C COMMERCIAL AND GOVERNMENT ENTITY CODE MAINTENANCE

Definition. As used in this clause

Commercial and Government Entity code means

An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency Commercial and Government Entity Branch to identify a commercial or government entity by unique location or

An identifier assigned by a member of the North Atlantic Treaty Organization or by the NATO Support and Procurement Agency to entities located outside the United States and its outlying areas that the DLA Commercial and Government Entity Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE code.

Contractors shall ensure that the CAGE code is maintained throughout the life of the contract, for each location of the contract, including subcontract, performance. For contractors registered in the System for Award Management , the DLA Commercial and Government Entity Branch shall only modify data received from SAM in the CAGE master file if the contractor initiates those changes via update of its SAM registration. Contractors undergoing a novation or change-of-name agreement shall notify the contracting officer in accordance with subpart 42.12. The contractor shall communicate any change to the CAGE code to the contracting officer within 30 days after the change, so that a modification can be issued to update the CAGE code on the contract.

Request A Cage Code Through The Defense Logistics Agency

You are now ready to complete the online forms on the DLA website. Once it is confirmed your business has no duplicate registrations, the information will be process within 10 business days. You will then be contacted by telephone or email for additional verification or to request additional documentation needed for processing, and a response is required from you within five days. Once this verification process is completed, DLA will submit the processed record to SAM to notify your entity if it is now active and eligible for contracts and/or grants.

The Commercial and Government Entity Code is a five-character ID number used extensively within the federal government, assigned by the Department of Defenses Defense Logistics Agency . The CAGE Code supports a variety of mechanized systems throughout the government and provides a standardized method of identifying a given legal entity at a specific location. Agencies may also use the code for a facility clearance, or a pre-award survey. There is no cost to obtain a CAGE Code.

For US Located SAM Registrants:

You do not need to have a CAGE Code prior to registering in the System for Award Management . Once you submit your Entity Registration for processing, SAM will send your entity information to the DLA for CAGE Code assignment. The DLA assigns the CAGE Code, SAM will then receive and apply the code to the Entity Registration.

No further action by the registrant is necessary to apply the CAGE Code to an Entity Registration, unless the DLA requests additional information. If the DLA needs any additional information for the assignment of your CAGE code, your Government Business POC will receive an email notification from the DLA. Please follow the instructions in the email to provide any requested information.

B Analysis Of Public Comment

The respondent indicated that the purposes of the changes in the proposed rule are not clear and make commenting on the rule difficult. For example, how does this rule support greater traceability or integrity of the supply chain? What is the Governmentâs objective? Will contractors be required to have CAGE codes for every site at which work is performed? Does the proposed rule intend to add a CAGE code for the shipment function?

Response: The purpose of the rule, as stated in the background section of the preamble for the final rule is to support successful implementation of business tools that seek insight into Federal spending patterns across corporations facilitate traceability in the tracking of performance issues across corporations provide insight on contractor personnel outside the United States and support supply chain traceability and integrity efforts. The use of the CAGE code provides a Government-managed unique identifier for these entities and the final rule provides a mechanism for the entities themselves to identify their hierarchical structure to the Government.

The final rule requires a CAGE code assignment for the entity to whom the Government awards the contractual instrument, i.e., that entity noted on the front page of the contract document and the final rule requires obtaining the immediate and highest-level ownerâs CAGE codes and legal names. The rule does not require CAGE code assignment to shipping and performance locations.

A Summary Of Significant Changes

1. Modification of the definitions within the new provision at 52.204-17 âownerâ has been deleted and the definitions of âimmediate ownerâ and âhighest-level ownerâ clarified so thatâ

a. Ownership is defined as having ownership or control, and the definition of immediate owner includes examples of the indicators of control and

b. An immediate owner has at most one highest-level owner.

2. Direction was added to paragraph of the provision to enable offerors comprised of more than one entity, i.e., joint ventures, to respond appropriately.

    To register your company for a NCAGE Code, its crucial that you have a physical address and have an idea of which agencies you intend to sale to. You can request an NCAGE Code by registering your company using the e-portal for the NATO Support and Procurement Agency . Before registering, its best to search your company in the e-portal to ensure a code has not already assigned. Once you register and send a request, a validation email message is sent to the Point of Contact you listed. The request will be activated after the POCs email is validated.

    Once an NCAGE Code is assigned, the next step is to validate your companys information by logging in to the NSPA portal. This information is then forwarded to the DLA CAGE Program Office and displayed in the CAGE Search and Inquiry within 1 to 10 business days. To resolve any issues regarding CAGE/NCAGE displaying in CSI or NSPA, you can contact the DLA Customer Interaction Center.

    After this step is done, you can register your business in SAM.gov and obtain a Unique Entity Identifier which recently replaced DUNS. We’ll cover this next step below.

    Who Needs An Ncage Code

    As we mentioned before, any foreign organization that wishes to conduct business with the U.S. government will need an NCAGE Code. This includes certain U.S.-based companies that fall under the asset umbrella of a non-U.S. based parent company. Alternatively, any U.S. businesses that only wish to work with foreign governments will need an NCAGE Code.

    Its important to note that any U.S. subsidiaries will also need to apply for a CAGE Code if they wish to sell to the U.S. federal government through a GSA Schedule or any other government contract vehicle.

    You do not need to have a CAGE Code prior to registering in the System for Award Management .     What Is A Cage Code

    A CAGE code is a five digit alpha numeric identifier which is assigned to suppliers of various Governmental agencies. Basically, if your company or entity wants to do business with the Government, you must have a CAGE code. CAGE codes are also used internationally under the NATO Codification System and are referred to as NCAGE Codes.

    CAGE codes are used in many functions of Government agencies. They can be assigned to a National Stocking Number , which is another term for “part number”, and thus helpful for Government buyers when sourcing supplies, parts, services, etc.. They can also be used by Contractors when bidding Government Solicitations. The Government requires that the true manufacturer name be disclosed in the Contractors’ bid submission. The Contractor navigates to our site, enters the Manufacturer name into our Search, and the matching CAGE code is output. This CAGE code is then entered into the Contractors’ bid submission.

    What Do The Status: Code’s Mean

    The STATUS_CODE field is a one position alpha code that identifies the status condition of a Company.

    STATUS_CODE:

  • A = Company is currently in operation.
  • C = Use the CAGE code indicated. Do not use for cataloging purposes.
  • E = The Company is shown as debarred, suspended, or proposed for debarment as indicated on the GSA list of parties excluded from Procurement Programs. Note: This data was published August of 2015. So it is possible that a company is no longer STATUS_CODE ‘E’.
  • F = Obsolete Record. Location of the Company is unknown.
  • H = Obsolete Record. The Company has been discontinued and/or the CAGE no longer required.
  • J = Identifies that the item of production recorded in the Federal/NATO supply system is designed to certain industry wide specification standards.
  • K = Identifies that the item is produced or meets Government designed specification standards.
  • M = Identifies that the CAGE code is referenced to a special numbering system developed by the Government and used in conjunction wiht the identification of cataloging data in the Federal/NATO supply system.
  • N = Cancelled without replacement record. Company is defunct and/or CAGE code is no longer required.
  • P = Cancelled without replacement record. Location of company is unknown.
  • R = Cancelled WITH replacement record. Company discontinued and/or acquired or merged by successor.
  • T = Identifies a joint venture, where two companies are in a 50/50 partnership.

    The Commercial and Government Entity Codes and NCAGE Codes are used to recognize companies that sell to the government. Domestic companies that provide products or services to the government are given a designated CAGE Code. However, for foreign companies and non-U.S. based parent companies located outside the U.S., you will need an NCAGE Code from the NATO codification system community.

    Established in 1958, the federal government uses the five-character NCAGE Code to identify various companies outside the United States and facilitate the supply chain. After receiving a NCAGE Code, the next step toward bidding on contract opportunities is registering in SAM.

    For any company contracted to sell products and/or services to the government, the NCAGE Code relates to everything you do. For example, when you bid on a contract, your NCAGE Code is included on the first page of your 1449 form. The NCAGE Code is also used to manage process and procedures related to your GSA Schedule contract.
