Public Housing Authority Apartments
PHAs in cities maintain programs that help individuals and families. Apply at your local PHA. Be mindful that preference is given to those who are working at least part-time, are attending school or are disabled elderly. Applicants must pass a background check, have no criminal history and be legal residents. They cannot have consumer debt exceeding 60 percent of the household income.
The application process at the PHA includes gathering the names of all family members who will live in the housing and providing their dates of birth, Social Security numbers and recent housing and employment histories. Most PHA offices have waiting lists speak with your caseworker about alternative options. Be prepared with all information to ensure you get on the list the same day you go. If you have to bring in paperwork such as pay stubs at a later date, you will delay your application.

Advance Child Tax Credit
Even if you dont pay any taxes, you may qualify for a refund of the CTC.
The CTC was expanded under the American Rescue Plan Act of 2021 for tax year 2021 only. If you are eligible, you will begin receiving advance Child Tax Credit payments on July 15. The payments will continue monthly through December 2021. Under ARPA, families are eligible to receive:
- Up to $3,000 per qualifying child between ages 6 and 17
- Up to $3,600 per qualifying child under age 6
The Internal Revenue Service began sending out letters in early June to more than 36 million families who may be eligible for the monthly payments. Public Housing Operating Fund And Capital Fund
Public housing is affordable housing that is owned and operated by local public housing agencies. More than 1 million households and 2.6 million residents live in public housing, most of whom have extremely low incomes. Nearly 40 percent of households in public housing are families with children. All residents must have incomes that do not exceed 80 percent of the area median income at the time of admission, and at least 40 percent of new public housing residents each year must be extremely low-income, with incomes that do not exceed the higher of 30 percent of the area median income or the federal poverty level. Residents generally make contributions toward rent and utilities equal to 30 percent of their income, their welfare shelter allowance, or a minimum rent established by the public housing agency of up to $50 . Alternatively, residents may choose to pay a flat rent that does not vary with income.

Visit Benefits.gov to find out if youre eligible and how to apply for other types of help. This may include financial assistance, transportation, food, counseling, and more.
If you dont have medical insurance, you can use HRSA health centers. They give checkups, treatment when youre sick, pregnancy care, and immunizations for your children.

Even as the American economy continues its recovery from the devastating impact of the pandemic, millions of Americans face deep rental debt and fear evictions and the loss of basic housing security. COVID-19 has exacerbated an affordable housing crisis that predated the pandemic and that has exacerbated deep disparities that threaten the strength of an economic recovery that must work for everyone.
To meet this need, the Emergency Rental Assistance program makes funding available to assist households that are unable to pay rent or utilities. Two separate programs have been established: ERA1 provides up to $25 billion under the Consolidated Appropriations Act, 2021, which was enacted on December 27, 2020, and ERA2 provides up to $21.55 billion under the American Rescue Plan Act of 2021, which was enacted on March 11, 2021. The funds are provided directly to states, U.S. territories, local governments, and Indian tribes. Grantees use the funds to provide assistance to eligible households through existing or newly created rental assistance programs.

Apply For Odsp Online
Follow these steps to apply for ODSP online. In most cases, it takes 20 to 30 minutes.
You should submit only one application for you and your family that lives with you.
Before you start
Make sure that all family members included in your application are present when you apply online so they can provide their consent and confirm their information.
Have your familys identification and banking documents ready, such as:
- social insurance numbers
- total monthly income and available assets
- other expenses
- your bank account information so you can get your payment quickly
Once complete, submit your application.
Step 2: ODSP reviews your application
Your local ODSP office will review your application.
Step 3: your local ODSP office contacts you
Your local ODSP office will call you within 15 business days of submitting your application. This does not include weekends and holidays.
The office will schedule an intake verification interview. You may be asked to provide more information to support your application, such as copies of bills or other documents.
Step 4: meet with your caseworker
You will meet with a caseworker from your local ODSP office to review your application.
The caseworker may ask you to provide documents that will help determine if you are financially eligible for ODSP.
If no additional information is required, the caseworker will let you know if you are financially eligible for ODSP within 15 business days.
Step 5: submit a disability determination package
How Can I Show That I Am Eligible
Eligibility is based on a renter households financial situation and housing needs.
When you apply for emergency rental help, you will be asked to show that your income is eligible and that youre experiencing housing instability. If youre a landlord, eligibility is based on your tenants household needs, and youll be asked to show that your tenants household is eligible for assistance.
You must sign a written statement that the information in your application is correct and complete, and that you will use the emergency rental assistance for the costs it is meant to cover.
Local programs have different requirements. They may ask you for a written statement. Or they can ask you to show your income with other documents .
Starting May 7, 2021, landlords who accept direct payments of future rent are not allowed to evict you for not paying rent during the period covered by the rental assistance. When programs make direct payments to landlords to cover back rent, guidance strongly encourages them to prohibit eviction for 30 to 90 days after the period covered by rental assistance.

Neighborhood Stabilization Program 1
Sarasota County is partnering with Non-Profit Developers to identify and repair abandoned and foreclosed properties in Sarasota County. The homes that are purchased through the NSP1 Program, when repaired, will be sold to homebuyers whose incomes are at or below 100% of the median income adjusted to household size. The program also provides financial assistance to help the homebuyer purchase the home through an enhanced down payment assistance.

Non-Profit Developers are acquiring and repairing foreclosed properties in the City of Sarasota and Sarasota County for rent to households whose income does not exceed 50% of median income adjusted to household size. The rental payment cannot exceed the Low HOME Rent Limit for the HOME Partnership Program as published by the United States Department of Housing and Urban Development less the cost of any tenant paid utilities as published by the Sarasota County Section 8 Housing Choice Voucher Program or
If the Eligible Family receives assistance from the Section 8 Housing Choice Voucher Program, the amount approved as reasonable by the housing authority administering the Section 8 Housing Choice Voucher.
If the property is rented through the Section 8 Housing Choice Voucher Program, the utility schedule of that housing authority may be used instead of the Sarasota County schedule.

Be Patient After You Apply
You can actually wait years, to be called for low-income housing. Go to Housing and Urban Development , to ask for a list of landlords who take Section 8. Be patient and if your situation changes, such as experiencing a disaster in your city, be prepared to bring this proof to the housing agency. Soon they will be calling you and your family to move into your new affordable home.
Housing prices vary from state to state, but usually, you will be required to pay anything above 30% adjusted monthly income. Your rent will be based on your ability to pay more or less.
When your financial status changes, your rent will be increased according to the salary increase. In order to continue to receive help from housing assistance programs, you will be asked to bring updated pay stubs to verify your income.
National Housing Trust Fund
The National Housing Trust Fund is a HUD-administered block grant program intended to serve very low-income and extremely low-income households, including families experiencing homelessness. Funds are allocated to a designated state agency using a formula that accounts for housing needs among these eligible income groups, and awards are intended primarily for use in supporting the creation, rehabilitation, preservation, or operation of rental housing for the lowest-income households. The state agencies then determine which projects to fund. All assisted units must remain affordable for at least 30 years.
The Housing Trust Fund differs from most other HUD programs in that funding is provided on a dedicated basis, rather than through Congressional appropriations. Specifically, the Housing Trust Fund is funded with a portion of a 4.2 basis point assessment on Fannie Mae and Freddie Macs new business . The first round of awards totaling $174 million was made in 2016 the 2017 allocation was $219 million.

How Do Government Housing Grants Work
The first place to check in your search for government grants should be at the website for the Department of Housing and Urban Development. There you will see how much money the government currently has available for funding the various programs offered, and youll also find thorough descriptions of each program. There can be significant differences in the amount of funding available for any given program from one year to the next, so its always worth checking back periodically, to find out if more funds are being made available. These grants are literally free money from the government which you will not have to pay back, so if you qualify, it can be a financially life-changing event for you and your family.
State And City Funded Rental Housing Programs
Despite evidence of extensive need for more rental housing that is affordable for low income households, the low income housing resources provided by the federal government help only about 25% of eligible households. Moreover, these programs have been subjected to deep budget cuts in recent years. With assistance from the federal government shrinking, state and city governments offer some assistance, but the response is uneven and inadequate.
In order to understand the degree to which state and some city governments spend their own resources on affordable rental housing, NLIHC has attempted to catalog such programs that states and some cities have established. Two studies conducted in 2001 and 2008 looked at state funded rental assistance and were published as hard copy reports. They can be found on line at and .
In 2014, NLIHC undertook an expanded study to uncover and make public the extent to which states and the largest U.S. cities use their own revenues to fund low income rental housing programs, separate and apart from any federal funds they receive. We looked at all states and 70 cities . We found a total of 313 active programs – 242 state programs and 71 city programs. We also looked beyond rental assistance and included capital and production programs as well. We have classified the programs as rental assistance or capital and production, or both.
