    Less Money To Aid The Poor But Greater Latitude Over Its Use

    The Southwest has been a case study in why welfare should not have been turned into a block grant, experts say.

    Nevada, for instance, saw a greater increase in numbers of poor children from 1997 to 2015 than any other state, and Arizona wasnt far behind at the same time, those states federal aid funds per poor child declined in value by more than 50% due to inflation and demographic changes, according to the Center on Budget and Policy Priorities.
