Icipating In The Auction

  • Should any parcel not sell at Auction, the Board of County Commissioners will accept sealed written bids for purchase consideration. Please submit all written bids directly to the Kootenai County Board of County Commissioners for purchase consideration. The BOCC may sell the property, without further notice by public or private sale upon such terms and conditions, as the County deems necessary.

Idaho Officials Will Allow Remote Bidding For State Lands

BOISE, Idaho Idaho officials are looking to expand the number of participants in auctions for state lands and potentially bring in more money by allowing remote bidding.

The announcement by the Idaho Department of Lands on Wednesday comes ahead of an Aug. 13 auction in Coeur dAlene for 10 cottage sites at Priest Lake in northern Idaho and an auction this fall for a 14-acre high-end island in Payette Lake near the vacation and second-home town of McCall in west-central Idaho.

The former live auction process limited participation to those who could attend in person, Jim Elbin, the departments division administrator for Trust Land Management, said in a statement. Remote bidding may increase competition at endowment auctions, helping us better meet our constitutional mandate to maximize the return for our endowment beneficiaries.

The Priest Lake lots can be viewed online at Corbett Bottles Real Estate Auctions and Proxibid and the Idaho Department of Lands.

The department is overseen by the Idaho Land Board comprised of the governor and four other statewide elected officials. The state constitution requires the Land Board to maximize financial return over the long term, benefitting mainly public schools.

Statewide, the Land Board directs the Idaho Department of Lands in managing about 3,900 square miles of state-owned land. The big revenue producer on those lands is timber.

The State of Idaho, through IDL, holds real property that may be available for sale. Parties interested in purchasing available property may generally initiate the sale process by an application or nomination process through IDL. Upon application or nomination, the Land Board would approve or reject a sale. If approved for sale, IDL will appraise the property and set a date for a public auction. The auction will be advertised for at least four weeks prior to the date of the auction. The property will go to the highest bid equal to or exceeding the appraised value. Property cannot be sold for less than appraised value.

Surplus Property For Sale

State of Idaho property, with some exceptions, is disposed of through the Idaho Department of Lands, pursuant to Idaho Code §§ 58-331 and 58-332. If a state agency has identified the real property as surplus to their needs, it is appraised, presented to the Land Board for approval, and offered to state government and tax supported agencies for potential sale. If there is no interest from a government or tax supported agency, it can be offered for sale to the public.

Upon final approval to sell the property, an auction date is scheduled. The property is advertised for four weeks prior to the auction. An oral auction is then conducted in the location designated in the legal notice. The appraised value of the property establishes the minimum bid at the public auction. The property is sold to the qualified bidder submitting the highest bid. If the property does not sell at public auction, the Land Board may have the property appraised and enter into negotiations with any party.

Mccalls Entire Cougar Island Could Go To The Highest Bidder Or It Might Be Divided Up

Payette Lake is a popular attraction in the resort community of McCall.

An exclusive island, owned by the state and situated on a mountain lake in the resort town of McCall, appears to be finally hitting the auction block later this summer even as county officials object.

The Idaho State Board of Land Commissioners voted unanimously on June 21 to sell off Cougar Island, which is located on Payette Lake, to the highest bidder at auction. The island is located in the resort and recreation community of McCall, where thousands of people enjoy Payette Lake in the summer and every winter and snowboarders and skiers descend Brundage Mountain.

Idaho Department of Lands officials told Land Board members Cougar Island is an underperforming asset that is currently divided into five leased sites, four of which are unleased. The Land Board is made up of Idahos governor, attorney general, superintendent of public instruction, secretary of state and state controller. The Land Board advises the Idaho Department of Lands on how to manage more than two million acres of state endowment lands.

Idaho Department of Lands real estate bureau chief Josh Purkiss recommended selling the island while the real estate market is still hot to generate financial returns that will benefit public schools and other state programs.

He said last year Cougar Island generated $32,400, while it has been appraised in the past at $4.8 million.
