How Do Federal Salaries Work
Most federal agencies use the General Schedule pay system, but note that there are other pay systems in the government as well. It can be difficult to tell where you might fit if you are unfamiliar with the various grades.
In essence, GS grades 5 to 11 are considered relatively entry-level level grade 12 and 13 are mid-level and grades 14 and 15 are senior level. Positions in the Senior Executive Service are at the executive level.
Instead of focusing on the grades and trying to figure out if youre qualified, focus on the experience required if you have what the job announcement is asking for, then you should apply. Let the agency Human Resources office determine whether you meet the grade requirements.
If selected, most agencies will start you are the lower end of the grades pay band. However, if you are offered a job, salary is negotiable but recognize that agencies have many choices of applicants so they may not be open to your counter salary offer.

Green-card holders, or permanent residents, have the right to apply for and accept many different positions in the United States. There are few federal jobs for green-card holders, however. In most cases, federal employment is only offered to U.S. citizens. There are some exceptions for certain positions.

The Federal Job Interview Process Begins
Hiring officials will review applications and decide who to interview based on agency policy. Interviews can include:
- A panel interview
- Video interview
- Phone interview
The agency will contact applicants directly to schedule the interviews. This may take some time depending on the number of applicants. In most cases, there will only be one round of interviews .
Federal interviews are highly structured all candidates are asked the same questions in the same order. And, all interview questions are job related.
Interviews can be over the phone or in person and typically last between 30 minutes and 1 hour. References are usually checked after the interview and before the offer.
Diversity Visa Lottery Eligibility

Federal Jobs For Green
There are three types of jobs in the federal government and in rare cases, permanent residents may be eligible for these jobs. Competitive service jobs are those that require applicants to compete for the position, advises USAJOBS. Applicants must meet the minimum requirements for the job and go through a hiring process that often includes a written exam to find the best candidate.
In general, only U.S. citizens, plus residents of American Samoa and Swains Island, are eligible for competitive service jobs. This is an official rule set forth by Executive Order 11935, advises USAJOBS. There is an exception, however. If there are no qualified applicants, the hiring agency can request permission to hire a permanent resident if they meet the job qualifications.
Green-card holders who get competitive service jobs do face limitations. They are not eligible for promotions or assigned to another position.
