The Government Travel Charge Card Program provides travelers with a safe, effective, convenient, and commercially available method to pay for expenses associated with official travel. The GTCC includes Individually Billed Accounts and Centrally Billed Accounts .

The DoD policy is that the Government-sponsored, Contractor-issued travel card should be used to pay for ALL official travel expenses while on TDY/TAD. Personal use of the travel card or using the travel card to pay for someone else’s travel expenses is prohibited. The use of the travel card for non-official expenses may result in disciplinary actions.

Service and Agency personnel needing assistance should contact their local Agency Program Coordinator . APCs are responsible for managing the DoD GTCC program.

How You Stay Current On Travel Card Program Changes

It is never safe to assume that terms and conditions remain the same on any credit card from one year to the next. You should view your credit card terms and policies as one year winds down and another begins just in case changes may be coming.

The DoD also has a built-in protection against some being caught unaware of new policy changes. Thats why you are required to sign the legally binding DoD Statement of Understanding when you get your card for the first time.

You will also have to re-verify this document when you PCS and inprocess into your new unit, AND you will re-sign the paperwork every three years, regardless.

Coverage For Quarantine Hotels In The Eu

Some EU countries require foreign visitors, including UK residents, to stay in quarantine hotels if they either:

  • test positive for coronavirus and have no or mild symptoms
  • are close contacts of someone who has tested positive for COVID-19

The costs of quarantine hotels are not covered by an EHIC or GHIC, as the UK considers these hotels to be a public health measure, not medically necessary state-provided healthcare.

If you need medical treatment while staying at a quarantine hotel, the UK Government will fund treatment as usual for UK residents or insured individuals. Use your EHIC or GHIC card, or contact the NHS Business Services Authority to receive a Provisional Replacement Certificate if you do not have a valid card.

EHIC has only ever covered emergency and necessary healthcare costs, so it is always recommended that you take out comprehensive travel insurance, including health cover, when you travel abroad.

Who Must Use The Gtcc

At the time of this writing, its DoD policy that all official travel be purchased with the GTCC programs credit cards. DoD regulations go so far as to formally prohibit the use of a travelers private funds or personal credit to pay for official travel. Those who disobey these rules are subject to punishment.

The Department of Defense official site reminds, Use of the travel card is mandated by the Travel and Transportation Reform Act of 1998.

How To Use The Gtcc

  • Regardless of when your first official travel is, set up your card with PIN, current contact information and other details as you never know when a last-minute TDY may require you to perform official travel.
  • You cannot travel on your new card until you have verified your account and are told it is ready for use. The point of contact for this is your Agency Program Coordinator or APC, who may be required to unblock all travel cards prior to initial use.
  • You must have the most current contact information on file with your card account. Add any updates to your name, address, email, and phone number with the APC and travel card vendor.
  • Ensure all profiles are current including the correct account number and expiration date. Outdated information may result in failure to obtain the required tickets and other reservations for official travel.
  • Prior to any official travel, but especially before your first trip, contact the APC to ensure your travel card is in an activated status and has enough credit to cover your estimated expenses according to the DoD official site.

The Government Travel Charge Card Program is something new recruits wont learn about until it is required of them to carry it, but this DoD-wide program is an important part of an individual military members financial readiness, as the military calls it.

What do you initially need to know about GTCC before and after signing up? Before signing up, its critical to remember that the travel card is only for official travel and cannot be used for personal reasons at any time.

The most important thing AFTER signing up is to stay current on the latest policies and procedures associated with use of the travel card. If you assume that last years cash advance limit is the same this year, for example, you may end up in an awkward position if you try to pull that cash advance and hit a newly imposed limit you werent expecting.

And thats not all you will need to stay current about policies related to things like upgrades, frequent flyer mile offers that may be associated with the use of a charge card while flying, etc.

How To Use Your Card

You can use your card to access medically necessary state-provided healthcare when you’re visiting an EU country.

Medically necessary healthcare means healthcare that cannot reasonably wait until you come back to the UK. Whether treatment is necessary is decided by the healthcare provider in the country you’re visiting.

Medically necessary healthcare includes things like:

  • emergency treatment and visits to A& E
  • treatment for a long-term or pre-existing medical condition
  • routine medical care for pre-existing conditions that need monitoring
  • routine maternity care, as long as you’re not going abroad to give birth
  • oxygen therapy and kidney dialysis

You’ll need to pre-arrange some treatments with the relevant healthcare provider in the country you’re visiting for example, kidney dialysis or chemotherapy.

Not all state healthcare is free in the EU and you may have to pay for services that you would get for free on the NHS.

Your EHIC or GHIC is not a substitute for travel insurance. It may not cover all health costs and never covers repatriation costs. Make sure you have travel insurance as well as your card.

Dependent Grandparents And Grandchildren

You can add a grandchild to your new UK EHIC application if theyre a non-UK national, are a national of the EU, Switzerland, Norway, Iceland, or Liechtenstein and are one of the following:

  • under 18, living in the UK and were born before 1 Jan 2021
  • older than 18 but born on or after 1 January 2000, and arrived in the UK after 31 December 2020
  • older than 18, born before 1 January 2000, arrived in the UK after 31 December 2020, and are dependent on you

You can add a parent or grandparent to your new UK EHIC application if theyre dependent on you or your partner. Their relationship with you must have begun before 1 Jan 2021, they must live with you and also:

  • be a non-UK national,
  • be a national of the EU, Switzerland, Norway, Iceland, or Liechtenstein
  • they must have arrived in the UK after 31 December 2020

If they’re a national of any other country, they can be added if they have settled or pre-settled status under the European Union Settlement Scheme . If they do not have settled or pre-settled status, they can be added if their relationship with you began before 1 January 2021.

Get The Application Package

  • your PR card:

    **You must contact your Bureau Travel AOPC to obtain log in instructions.

    Please use the following link to apply for a Travel Card at least 15 business days in advance of your travel date:

    • After accessing the link, follow the steps below to complete an online application
    • Under new users select “Apply for Card
    • Select “Invitation Passcode” then click on continue
    • Type in the invitation passcode, then type in the inviter’s email address then select continue
    • You will now be at the “User Registration” screen please follow the questions to complete your application.
  • After completing the User Registration, you will be prompted to apply for a card.

    Everyday Ethics – Proper use of your government travel card

    If you were born in the UK to British parents or parents who were settled in the UK and have lived in the UK from before 1 January 2021, you’re not normally eligible for a new UK EHIC even if you’re an EU, Swiss, Norwegian, Icelandic or Liechtenstein citizen.

    This includes people of Northern Ireland who are Irish citizens.

    You’ll usually be eligible for a UK GHIC.

    Information For People Who Live In Ireland

    You may be able to get a new UK EHIC if you are:

    • a UK State Pensioner or are receiving some other exportable benefits and youve been living in the Republic of Ireland since before 1 January 2021
    • a frontier worker, this means you’re working in one country while living in another, and have been since before 1 January 2021

    If you live in Ireland and think youre eligible for a UK EHIC you cannot currently apply online and need to contact NHS Overseas Healthcare Services.

    Who Can Apply For A Uk Ghic

    You may be eligible for a UK GHIC if you meet 1 of the following criteria:

    • you’re legally living in the UK and you do not have healthcare cover provided by an EU country
    • you’re living in the EU with a registered S1, E121, E106 or E109 form issued by the UK
    • you’re living in the EU with an A1 document which is issued by the UK
    • you’re a family member or dependant of an entitled individual already listed

    B Alternative Funding Resource Made Available By Government

    A limited number of employees may be eligible for an advance of funds through the direct deposit process via the automated travel system. However, those having a Government-issued travel charge card are not entitled to a cash advance. Rather, they should use their travel card to withdrawal monies at a ATM while on TDY travel. Travel advances should be withdrawn not more than two business days prior to the trip. These cash advances are limited to 60 percent of the M& IE rate for the TDY location. Cash obtained from the ATM in amounts greater than required for the travel duration are considered excessive cash advances and are subject to disciplinary action.

    C Reimbursable Charge Card Fees

    When an employee leaves the NIH, the Government-issued charge card must be submitted to the employees Administrative Office. It is the employees responsibility to notify the contractor, e.g., card-issuing bank, of separation and reconcile all outstanding bills. If the employee is taking a position with another Federal Agency, another application must be processed for a Travel Card to be issued under the new agency. . If the employee remains with the NIH but transfers between ICs, proper steps must be taken by both IC Travel Credit Card Coordinators and the e.g., card-issuing bank to place the employee in the appropriate account.

    Applying For Family Members

    Every family member needs their own card. You can add a spouse, civil partner, durable partner and children to your application when you apply. You must enter your own details first and apply for any additional cards when prompted.

    If youve already completed your application and wish to add additional family members you’ll need to contact NHS Overseas Healthcare Services. You should provide us with your reference number, name, date of birth and address so we can access your record.

    Applications for 2021 are now closed. Applications for 2022 will open on 17 January 2022 and close on 30 November 2022.

    With the latest COVID-19 health advice, we strongly advise you to apply online or call , rather than visit a service centre.

    Once you receive your card, you need to activate it within 45 days. You have at least 12 months to use your card from the date of activation.

    The regional seniors travel card provides eligible seniors living in regional, rural and remote areas of NSW with a $250 prepaid card to help ease the cost of travel. You can use the card at certain retailers to pay for pre-booked NSW Trainlink Regional trains and coaches, fuel and taxis.

    You’ll need to activate your card before you can use it.

    The travel card is valid for 14 months from the date the card is issued. The expiry date is available on the front of the card.

    The regional seniors travel card program is available for a 4-year trial period . Eligible seniors can apply for a card as follows:

    • Applications for 2020 closed on 30 November 2020.
    • Applications for 2021 closed on 30 November 2021.
    • Applications for 2022 will open on 17 January 2022 and close on 30 November 2022.

    Note: From 17 January 2022, you can apply for a card if you’re of Age Pension age and receiving either a Disability Support Pension or Carer Payment from Services Australia. This is in addition to eligible seniors that have already been receiving the card.
