Poverty impacts an alarming number of U.S. seniors aged 65 and older. According to the 2020 Profile of Older Americans, published by the U.S. Department of Health and Human services, In 2019, 4.9 million people aged 65 and older lived in poverty, and another 2.6 million were classified as near poor. Many of these seniors rely on Social Security benefits and dont have other sources of retirement income, such as a pension or savings.

The Center on Budget and Policy Priorities reports, Social Security provides the majority of income to most older adults. For about half of this group, it provides at least 50 percent of their income, and for about 1 in 4 older adults, it provides at least 90 percent of their income, according to multiple surveys and the Census Bureau study. These results indicate the growing number of seniors in need of financial assistance.

Government-funded programs are available to help seniors across the U.S. access the income and support they need when their retirement income is not enough to meet their basic needs, such as transportation, food, housing and health care. According to the U.S. Census Bureau, these programs helped the Supplemental Poverty Measure rate drop from 11.8% in 2019 to just 9.1% in 2020. This data tells us that government aid programs do help ensure seniors basic needs are met, thus improving their quality of life.

What Benefits Can a Senior Citizen Apply for?

Social Security income for retirement or long-term disability can typically be used to help qualify for a mortgage loan.

That means you can likely buy a house or refinance based on Social Security benefits, as long as youre currently receiving them.

SSI should be counted along with retirement funds and other liquid assets to calculate the borrowers total qualifying income.

Since SSI is typically non-taxable, it can also be grossed up. That means the lender can increase the qualifying amount by 10% to 25% and help you qualify for a larger monthly mortgage payment.

For a lender to count Social Security income toward your mortgage, it will need to be documented via an SSA Award letter or proof of current receipt.

If the borrower is drawing Social Security income from another persons work record, theyll need to provide the SSA Award letter and proof of current receipt, as well as verification that the income will continue for at least three years.

America The Beautiful Senior Pass

The America the Beautiful Senior Pass is a free, lifetime access pass for U.S. citizens and permanent residents who are aged, blind or disabled. This pass allows holders, and any accompanying passengers riding with them, to access all national parks free of charge.

Seniors can request an America the Beautiful Senior Pass by visiting the entrance station at any federal recreation site.

Seniors aged 65 and older and those who are blind or disabled may be eligible to receive a taxpayer credit, provided they have an adjusted gross income or nontaxable Social Security/disability income that falls under specified income limits.

The amount of this tax credit ranges from $3,750 to $7,500.

Employment Assistance For Seniors

Many even find that work helps alleviate boredom and loneliness, two things many seniors may experience in their golden years. The SCSEP program employs those 55 and up with community or government agencies. Some of the available jobs include technician and assistant teaching positions.

The program provides in-depth training for different opportunities, which gives seniors an excellent chance to succeed. The program will assess former work experience and can receive a free physical exam to evaluate physical capabilities for job training. Generally, seniors are offered part-time employment to begin with, but it may develop into a full-time position if seniors are successful within the position.

Prepare Yourself And Your Family

  • Make sure your state ID or drivers license is current and available. Shelters and assistance programs may have strict ID requirements.
  • If possible, store your belongings. Shelters have limits on how much you may bring.

The SNAP program, formerly known as Food Stamps, is a federal government program to help needy persons of any age pay for food. To qualify for benefits, households must meet strict resource and income limits. However, households in which all members receive SSI or TANF benefits are automatically assumed to meet the asset and income requirements for SNAP eligibility, and no further eligibility analysis is necessary.

Households with members who are elderly or disabled are allowed to have up to $3,000 in countable assets, such as cash or money in savings, checking and investment accounts.

The value of the primary residence is excluded from countable assets, as is the value of pension and retirement accounts. The fair market value of a vehicle up to $4,650 is always excluded from countable assets by federal rules, however states have the option to exclude an even higher amount.

In addition to asset limits, recipients must also meet income limits. Households with an elderly or disabled member must have anet monthly income below a certain level in order to qualify for SNAP assistance.

The household’s net income is calculated by subtracting certain deductions from the gross monthly income. These deductions include:

– 20% of earned income

– Standard deduction of $147 for household sizes of 1-3, and $155 for a household of 4.

– Dependent care deduction when necessary to enable a family member to work, attend school, or receive training.

– Court-ordered child support payments.

Federal Benefits And Programs For Seniors

Service Canada

The federal government is most responsible for income security programs for seniors. They manage two major public pension programs through Service Canada:

  • Old Age Security , based on years of living in Canada, and
  • Canada Pension Plan , based on years of work in Canada and the amount paid into the plan.

OAS benefits represent about 14% of pre-retirement earnings for someone earning at the average wage, while CPP provides about 25%. It is generally considered that retirement income should replace about 60% to 70% of pre-retirement earnings for retirees to maintain their standard of living in retirement.

Usda Home Repair Grant

The U.S. Department of Agriculture provides home repair grants to seniors aged 62 years of age or older. The senior can receive up to $7,500 to correct health and safety deficiencies on their properties. The senior can also use the grant money to make upgrades. The homeowners income cannot exceed 50 percent of the areas median income to qualify for a grant. The home must be located in a USDA designated rural area of the country for the senior to qualify for help. If the home is sold within three years of receiving the grant award, the money may have to be repaid.

Housing Choice Voucher Program

Housing Choice Vouchers, also known as Section 8 Vouchers, are provided by the U.S. Department of Housing and Urban Development. These vouchers are provided to low-income seniors and families to help them access safe, sanitary housing. Vouchers can be used to access any home that meets the programs requirements, providing its beneficiaries with a broader selection than the Public Housing Program offers.

Under this program, beneficiaries are required to find their own housing, and subsidies are paid directly to the landlord on their behalf.

To qualify for the Housing Choice Voucher Program, seniors must:

  • Be a U.S. citizen or permanent resident
  • Have a household income that doesnt exceed 50% of their areas median income
  • Be able to provide verifiable proof of their income and assets

This program does have capacity limitations, and as such, there may be a waiting list in place at any given time.
