    The federal government has been a leader in the telecommuting movement for more than two decades. Pilot programs by U.S. agencies have shown that working from home is a viable option, which makes government agencies with remote jobs a great resource to consider if you want to work remotely.

    As noted in FlexJobs roundup of the complete history of working from home, the federal governments involvement with work-from-home options began in the 1990s, when the U.S. Office of Personnel Management and the General Services Administration began a broad pilot program for federal workers.

    Employers across the country are facing critical skills gaps, and the federal government is no exception.

    Missions are evolving quickly and agencies need new talent to keep the nation safe and deliver critical services. We talk a lot about the tech talent gap and the need for more cyber pros and data scientists, but government also has needs in areas like public health and federal law enforcement. Unfortunately, as the need for specialized talent is increasing, the competition from the private sector for hiring that talent is growing fiercer.

    Its time for a reality check: Talented people have options. These highly sought-after pros are heavily pursued by the private sector. Agencies are typically competing against higher salaries, corporate recruiters with compelling advertising campaigns, and a faster hiring process.

    According to the Office of Personnel Management, the average hiring time for federal personnel is 106 days. This time lag can perpetuate the lack of trust employees have in their HR teams recruitment capabilities. The most recent Federal Employee Viewpoint Survey, released late last week, revealed that just 42 percent of federal employees felt their team had the ability to recruit people with the right skills. In addition, the time it takes to hire personneltypically more than three monthscauses federal agencies to lose out on viable candidates who cannot wait that long to take new job opportunities.

    Direct Hire: Get a Federal Government Job Fast

    The most-used method for getting hired into federal government jobs is through the competitive examining process. The Office of Personnel Management has delegated authority to agencies to examine for all positions although in some cases agencies use OPM services under contract.

    Jobs announced under this process are open to all. However, there are also numerous other hiring authorities, which are called appointing authorities, since technically speaking federal employees are appointed into jobs, not hired into them.

    These are the main categories of career positions:

    • Career: Appointments are made through a government-wide or all sources merit staffing process, including recruitment through a published announcement, rating and ranking of eligible candidates, and establishment of OPM-created or -approved qualification standards.

    Former career and career-conditional employees may be appointed by reinstatement, but time limits may apply. Transfer and reinstatement eligibles may be required to compete under a merit promotion program.

    Whether the candidate pool is limited to only current and former employees or whether it is open to outsiders as well, candidate assessment is normally carried out in a series of steps, the early stages of which center on the human resources functions and the latter stages of which focus on managers and supervisors.
