How to Search Contract Opportunities by NAICS and PSC

This list of questions applies to discussions with the small business offices, PCRs, and contracting officers. While this list isnt exhaustive, it should give you a good start and help guide your discussions.

NOTE: Dont expect everyone you call to be willing to answer all or any of these questions. It may help to just ask a few, thank the person, and then call back with additional questions.

Heres a little trick that Ive found to getting help from just about any government representative. When you call, say the following: Hi there, Im with . I was wondering if you could help me with something? Im new to government contracting. What Are Examples Of Government Contracts

The federal government offers federal business agreements of different types. They are classified as:

A. Set Aside Contracts

Set aside contracts have two classifications competitive and sole-source set-aside and which both help small businesses to compete and win federal solicitations.

I. Competitive set-aside

Competitive set-aside contracts are offered for small businesses capable of delivering and performing the workprojects under this contract classification amount under one hundred fifty thousand dollars.

II. Sole-source set-aside

Sole source set aside, contracts are often awarded without a competitive procurement process. A sole-source contract is a standard where a single business can only meet the specification of the agreement. However, the sole source contract is still available for potential vendors to bid on at some point.

B. Joint venture

Joint ventures or businesses can compete for federal business opportunities for small businesses and other business categories such as HUBZones, WOSB, and SDVOSB. However, before a company negotiates on teaming agreements on joint venture contracts, it must first surpass the SBA requirements.

C. Fixed-price contracts

Fixed-price contracts are one of the riskiest types of federal contracting agreements because the contractor is liable for all the expenses, earnings, and losses. The reason is that this type of contract established a price that does not tend to change.

Yes, this was mentioned earlier, but we cant understate how significant this is. Thats 23% of $500 billion that the U.S. government spends annually on federal contracts. And recognizing that agencies have to meet this 23% target can give you a major leg up. Through the Federal Procurement Data System, you can see which government agencies arent yet meeting that target, giving you a much stronger chance of procuring a contract when you bid.

There really isnt a good reason not to go after government contracts.

Advance Contract Award Notices

An ACAN is a public notice published on the Tenders minisite for 15 calendar days indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated, the buyer will proceed with the contract award.

When a department or agency claims that there is only one source for a requirement, PWGSC scrutinizes the situation very carefully. If you feel your company can fulfill the requirement set out in an ACAN, you can submit a statement of capabilities for this requirement. If in fact your statement meets the requirements, the buyer will then proceed with the competitive process.

    Gsa Provides Free Access To Federal Contract Information

    WASHINGTON Public access to federal contract information will be provided at no charge, under the new, Federal Procurement Data System – Next Generation , which will be accessible Oct. 1, the U.S. General Services Administration announced today.

    In keeping with the Presidents vision to expand public access to government, GSA will provide free access to federal procurement reports as a citizen service. Free public access to real-time, contract information expands opportunities for vendors to provide products and services to agencies at greater value to the government, which, in turn, provides added value to tax dollars.

    Private citizens, small and large businesses, non-profit organizations, Members of Congress and federal agencies, generally, will share equal access to standard reports, such as socio-economic reports showing which agencies have awarded contracts to small, minority-owned businesses, small veteran-owned businesses, etc. There may be delayed access to some data for security reasons.
