Constructing A Framework Built For Compliance

In practical terms, a framework built for compliance promotes unified, enterprise-wide, policy-driven data access for both data producers and consumers. It enables shared understanding and streamlined collaboration across the organization. A framework that harmonizes data quality and data governance delivers compliance by design.

Data governance centralizes data quality efforts, builds context around data, and enables ownership assignment for sensitive data assets. Predictive data quality proactively identifies and addresses issues at the source. Its ability to scale and reconcile data as it moves ensures continuous data quality across large and diverse databases.Together, they deliver a framework that assures compliant data usage while being ready for any updates in the regulatory requirements.

When Did Data Governance Become A Thing

Timeline and key milestones in the space.

For the past twenty years, the challenge around data was to build an infrastructure to store and consume data efficiently and at scale. Producing data has become cheaper and easier over the years with the emergence of cloud data warehouses and transformation tools like dbt. Access to data has been democratized thanks to BI tools with BI tools like Looker, Tableau or Metabase. Now, building nice dashboards is the new normal in Ops and Marketing team. This gave rise to a new problem: decentralized, untrustworthy & irrelevant data and dashboards.

Even the most data-driven companies still struggle to get value from data – up to 73% of all enterprise data goes unused.

â 1990-2010: emergence of the 1st regulation on data privacy

In the 1970s the first data protection regulation in the world was vetted in Hessen, Germany. Since then data regulation has kept increasing. The 1990’s mark the first regulations regarding data privacy with the EU directive on data protection.

Yet, compliance with regulation really became a worldwide challenge in the second half of the 2010s with the emergence of GDPR, HIPAA, and other regional regulations on personal data privacy. These first regulations drove data governance for large enterprises. This created an urgency to build tools to handle these new requirements.

What Does A Data Governance Council Do

Collibra Data Governance

An average of 30% of productive time is spent on non-value-added tasks because of poor data quality and availability, according to the McKinsey Global Data Transformation survey 2019. Add to that the increasing focus on compliant data with the introductions of GDPR , CCPA , and other privacy laws.

A data governance council strategizes and steers the enterprise-wide data governance program to enable data quality and regulatory compliance.

Sometimes called a data governance committee or an advisory board, it ensures that:

  • Trusted data is delivered across the enterprise.
  • The availability, usability, and integrity of data are managed continuously.
  • Data is used effectively.
  • Policies and standards are defined and implemented.
  • Procedures for data security and privacy regulation compliance are established.

The data governance council also oversees the prioritization of data issues raised by data stewards and reviews of the data governance program.

. Besides, what is a data governance tool?

Data Governance is a centralized control mechanism to manage data availability, security, usability, and integrity. To implement data governance in the organization, a committee, a defined set of procedures, and a plan for executing these procedures are required.

Also Know, what is data governance framework? A data governance framework is a set of data rules, organizational role delegations and processes aimed at bringing everyone on the organization on the same page. There are many data governance frameworks out there. As an example, we will use the one from The Data Governance Institute.

Subsequently, question is, what connects Collibra?

Collibra Connect is an integration platform that enables integrations between Collibra Data Governance Center and other third-party products, such as Informatica, Salesforce.com and JIRA.

    Large Volumes Of Sensitive Data

Healthcare organizations hold extremely sensitive information. Organizations need to be vigilant about their data use because consumers have a unique and protective relationship with their health information in fact, RSA Archer conducted a study on data security and found that 61% of American consumers are concerned about the security of their medical information. As businesses collect more information and consumer concern about data protection grows, data governance in healthcare becomes even more integral. Organizations need to be cognizant of what data they have, where the data is stored, and how its used in order to ensure ethical data practices and instill trust in their customers.

Collibras Data Governance Innovation: Enabling Data As A Strategic Asset

    Collibra

Companies now face a tug of war with data and must use Data Governance to address this conflict. On the one hand, data needs to be controlled: governments, regulatory bodies, and customers require compliance with trustworthy and secure data, partly to avoid damaging data leaks or breaches. On the other hand, data should be accessible to drive business value. Data Scientists, analysts, and data citizens want to get their hands into data towards increasing revenue, opening new markets, and leveraging existing capabilities. Given these two competing requirements, to control and enable information supply, how can enterprises make data a strategic asset?

Here enters Stijn Stan Christiaens, Co-founder and CTO at Collibra, an organization established to understand and solve the complex problem of how can enterprises meaningfully leverage data to transform their businesses? Stan has an engineering and AI background, and performed research on Semantic Technology that helped launch Collibra in 2008. Collibra has been strongly focused on Data Governance since the early days and has been considered the market leader for years.

Data Governance certainly wasnt an easy sell when we founded the company now almost a decade ago, said Stan in a recent DATAVERSITY® interview. People werent as ready for Data Governance message as they are now, or have been the past four or five years.

The Essential Role Of Data Quality In Compliance

At the core, most privacy compliance requirements focus on identifying, classifying, and controlling access to personal data, such as PII or PHI . For example, CCPA mandates consumer rights to know, delete, and opt-out the use of personal information that includes PII. GDPR requires that customers have the right to update and correct their data if inaccurate or incomplete. They also get to control the use of personal data. If the data is high quality, these requirements and the associated efforts are immediately cut down to a few efficient processes.

Financial regulations validate governed operations and compliant use of data. Compliance with BCBS 239 requires strengthening banks governance frameworks, enterprise-wide risk data aggregation capabilities, and internal risk reporting practices. Maintaining BCBS 239 compliance is considerably simplified with trusted data, saving a huge chunk of enterprise resources. Consumer banks leverage data discovery and data quality rule enforcement to identify non-valid credit scores and deny loans to reduce their overall credit risk.

What Is The Difference Between Collibra Data Governance And Azure Purview

I’m checking the following two products: Collibra Data Governance and Azure Purview.

And I’m looking for your inputs about the difference between them. What does Azure Purview offer that Collibra Data Governance doesn’t?

Thanks in advance for your help!

These are actually very similar products – in fact, an ex-Collibra person I know had the impression that MSFT must have just looked at Collibra’s application and essentially duplicated it. At their core, both are essentially Business Glossaries and Data Dictionaries with a bunch of window dressing.

In terms of where each may have an edge:

    1. Collibra’s strength is as a collaboration platform. So, their workflows are more developed to enable things like approval of terms, etc,, and capture the historical proposals/changes. Although MSFT obviously delivers collaboration through Sharepoint, integrated workflows with Purview may take a while, even though the capability is clearly there and MSFT should not be under-estimated.

I know some clients that want a DG tools-independent approach , so they instead use Sharepoint and add something like Nintex to handle the workflows and it apparently works quite nicely. It also should be noted that the out-of-the-box Collibra workflows are pretty basic, and clients will need to build their own for anything that is more involved or based on client-centric processes – this involves building swimlane workflows in Eclipse and importing them into Collibra.

A Flexible Platform Built For Business Users

In the early days, data governance was strictly considered an IT matter. Thats why the majority of data governance tools are built around the IT department. As a result, these solutions are very technical and don’t speak “business, leading to high learning curves, bad usability and frankly, the opposite of what you want your business to run on.

The power of good data governance software is that it allows people across the organization to manage and maintain data. Collibra considers IT as just one part of the entire business, making data accessible and understandable to everyone. Managing data, is soon going to be a responsibility for everyone.

Collibra enables us to engage our business users better in the world of data. At the same time it offers great insights into our technical data landscape.Zenobie Verkijk, Data Governance Specialist

The result is a very attractive, user-centric platform that allows swift and smooth access to information about your data . Searching for data for instance, is one of the biggest hurdles in data-related activities. The search function within the Collibra platform is the best weve seen in any data governance tool.

For example most businesses have a data entity “customer” that is used by many different departments, for example marketing, customer support and credit risk. For each of these departments you can create a community. And Markus from marketing will be a user that’s part of that community.

Data Governance: A Vitamin for Competitive Advantage

At Satori, we are looking for integrations with platforms that can provide synergy for users of both platforms . In this case, it is pretty clear that the value of the two platforms together can be a game-changerfor improving both data governance and DataSecOps.

As data is tagged in Collibra, the tagging is automatically synchronized with Satori. Satori can then automatically apply security policies accordingly. For example, if a certain location is updated in Collibra as holding sensitive data, it can be dynamically masked from all users who do not have clearance to view such data using Satori features. This scenario is a good example of what DataSecOps is all aboutinstead of opening a task with data engineering to apply a masking policy implemented as a view in a data platform, a process which may take days, this streamlined integrative feature can be implemented immediately.

In addition, as Satori continuously detects sensitive data, it synchronizes the sensitive data locations with Collibra. This feature ramps up your data governance capabilities dramatically creates an agile data governance impact.

    Lets examine the two use-cases.

    How Is Collibra Used

Organizations typically use Collibra as a tool for IT, data owners, and officers in charge of data protection and compliance to inventory and track how data is used. Their primary objectives are to protect data, ensure it is properly governed and used, and eliminate potential fines and risk from a lack of general regulatory compliance and industry-specific ones .

Although Collibra maintains an inventory of data assets, this inventorys primary focus is to help these teams automate processes around this data to ensure it is protected and tracked for regulatory compliance. The primary ROI customers get from Collibra is eliminating the cost of potential fines and ensuring data is protected.

Where Collibra is often NOT used is for analytics data management and analyst discovery. This is because Collibra is not integrated into their analyst workflows and forces analysts to jump around between multiple tools and data platforms to work with data.

Data Governance Challenges Are Not The Same For Everyone

Collibra Data Governance Center Pricing, Reviews and ...

Diverse governance’s use-cases based on industry needs and organizations size

There are two main drivers for data governance programs:

    • Level of regulation needed in the industry

Data regulation push the minimum bar of data governance processes higher. It requires business to add controls, security, reporting and documentation. Organizations set up a governance program to ensure transparency over sometimes unclear processes.

    • Level of complexity of the data assets

Having a strong governance become increasingly important with the exponential growth of data resources, tools and people in a company.

The level of complexity increases with the scope of business operations , the velocity of data creation or the level of automation based on data.
