Increasing Employment Without Lifting Income Tends Not To Improve Child Outcomes

Federal program to help low-income families pay heating bills this winter

Some have suggested that increases in parental employment not income are the real reason children seem to fare better in economic security programs. The evidence suggests otherwise.

Educational gains have been found both from income-support programs that raise parental employment and those that do not. One cross-program comparison of 16 local welfare-to-work and anti-poverty policies in the early 1990s noted:

All of these policies increased parental employment, while only some increased family income. These analyses indicated improved academic achievement for preschool and elementary school children by programs that boosted both income and parental employment, but not by programs that only increased employment. These experimental findings suggest that income plays a causal role in boosting younger childrens achievement.

Moreover, as the same researchers noted, earlier income-boosting programs that did not raise employment also lifted childrens educational outcomes. Taken together, this suggests that income gains tend to help children succeed in school, while lifting parental employment is neither necessary nor sufficient to do so.

Temporary Assistance for Needy Families , also known as welfare, is another federally funded, state-run benefits program designed to help families achieve independence following temporary difficulty.     Recipients of these kind of government benefits must prove their income is below a set amount, which is some percentage of the federal poverty level.     Safety Net Supports Working Families And Promotes Work

    Over the past three decades, policymakers changed the safety net substantially so that it now does much more to promote work and support low-income working families whose earnings arent high enough to make ends meet and much less to support low-income families that lack earnings.

    Thirty years ago, the main assistance programs for families with children were the Aid to Families with Dependent Children program, Medicaid, food stamps, and a very small EITC. AFDC provided assistance largely to single mothers during periods of joblessness if a mother earned too much to qualify, she would lose not only income assistance but also Medicaid.
