Federal Employment: Veteran’s Preference And Initiatives

A large number of veterans consider federal employment as a first thought during their civilian career search. Applying for jobs with the federal government takes time and patience. The majority of positions filled for federal service are done so using USA Jobs. Veterans both with and without disabilities have additional avenues to explore and consider when thinking about employment in the federal sector. Disabled veterans are highly encouraged to explore and use as many programs for which they are eligible . . . including and especially those created specifically for people with disabilities.

VETERAN’S PREFERENCE

Veterans’ Preference gives eligible veterans priority in appointment over many other applicants in federalcivilian employment. Veterans’ Preference does not guarantee veterans a job, and it does not apply to internal agency actions such as promotions, transfers, reassignments, and reinstatements. The goal of Veterans’ Preference is to provide a uniform method by which special consideration is given to qualified veterans seeking federal employment, not to place a veteran in every vacant federal job. It is a provision of preference in initial hiring and protection in reductions in force.

Final Notes On Preparing For Your Civilian Career

Some may come to the civilian sector completely ready to begin skilled trade work, others may need to update their certifications or training, and still, others may need to consider apprenticeships and OJT.

The U.S. Department of Labor has a variety of resources for people who need apprenticeships and on-the-job training. The Department of Veterans Affairs also has programs for those who need career assistance in finding opportunities in skilled trades and other careers via the Vocational Rehabilitation and Employment program.

If you are using VRE, keep in mind that eligibility for this program is often connected to a disability status or service-connected injury. Additionally, VRE counselors have a lot of say in the technical jobs the program will pay for. For instance, if you were a Corpsman and want to be an X-Ray tech, the process will be straightforward. If you want to be a pottery instructor, you will probably not be successful in getting the program to cover your path.

Each field has its own requirements, and its good to research them prior to leaving the military for work as a civilian. If you are an officer, there are many networking programs for both before you exit the service and as a civilian. The corporate sector from banking to supply chain to companies with significant government contracts actively recruit former military officers.

How To Apply Veterans Preference

While USAJOBS is the federal job board, FedsHireVets is the driver behind the governments push to recruit and employ vets. In accordance with Executive Order 13518, Employment of Veterans in the Federal Government, the Veterans Services Office was created to increase the number of veterans, transitioning military service members, and their families employed and retained in the civil service.

Veterans Preference points can be grouped into three categories:

  • Sole survivorship
  • To receive the Disabled 10 Point Preference, you need to prove a service-connected disability or be a Purple Heart recipient.

To receive the Non-disabled 5 Point Preference, your active duty service should meet ONE of the below:

    • Between April 28, 1952, and July 1, 1955, or between August 2, 1990, and January 2, 1992
    • More than 180 consecutive days , any part of which occurred from January 31, 1955, to October 15, 1976, or between September 11, 2001, to August 31, 2010
    • In a war, campaign or expedition for which a campaign medal or badge has been authorized

Sole Survivorship doesnt offer points, but it still lists you ahead of non-preference eligibles with the same score on an examination, or in the same quality category. It is a less frequently used category applying to the surviving child who separated from the military after a parent or siblings were killed in the line of duty.

Disabled Veterans Enrolled In A Va Training Program

Disabled veterans eligible for training under the VA vocational rehabilitation program may enroll for training or work experience at an agency under the terms of an agreement between the agency and VA. While enrolled in the VA program, the veteran is not a Federal employee for most purposes but is a beneficiary of the VA.

Training is tailored to the individual’s needs and goals, so there is no set length. If the training is intended to prepare the individual for eventual appointment in the agency rather than just provide work experience, the agency must focus the training on enabling the veteran to meet the qualification requirements for the position.

Upon successful completion, the host agency and VA give the veteran a Certificate of Training showing the occupational series and grade level of the position for which trained. The Certificate of Training allows any agency to appoint the veteran noncompetitively under a status quo appointment which may be converted to career or career-conditional at any time.

    Disabled Veterans’ Earnings Limits

You can still hold a job even if you’re formally rated as 100-percent disabled by the VA. But those veterans rated as 100-percent disabled by the VA and receiving compensation from that agency may face monetary limits on any jobs they hold. In some cases, VA-rated 100-percent disabled veterans may not be able to earn more than the federal poverty level and continue receiving VA disability compensation. One major benefit to VA disability compensation is that it’s nontaxable income.
