Habitat and Firstbank were offering to help 35 families move into a new affordable housing community.
KNOXVILLE, Tenn. – For the first time, theyre building an entire neighborhood filled with affordable homes.
On Wednesday, Knoxville Habitat for Humanity and Firstbank dedicated the first home in Ellens Glen with the future homebuyer family. Cierra Nance and Tobius and their three kids are hoping to move into their first home by Halloween.
Its almost like surprising your kids and saying hey, were going to Walt Disney World, Nance said.
Nance told WVLT News she was searching for volunteer opportunities with Habitat for Humanity when she came across an application for homebuyers. Habitat and Firstbank were offering to help 35 families move into a new affordable housing community, Ellens Glen. The community was named after Knoxvilles habitat founder, Ellen Sis Mitchell. The homes are three to five bedrooms with a garage and full-size backyard.
A lot of people dont realize the crisis that were facing with people not being able to pay rent, said Chief Marketing Officer April Timko. We are providing an opportunity for them to get out of that cycle where they are having to decide whether they pay for their prescription medications or pay their rental.
So instead of helping someone else build a home, Nance wound up working with volunteers to build her own.
I wouldnt trade this for nothing in the world, absolutely nothing, Timko said.
What Is Transforming Western Heights
Western Heights, opened in 1939, is KCDCs largest affordable housing development located just off Keith and Western avenues.
When finished, Western Heights will have renovated or rebuilt 440 units and built 300 additional units.
The community will feature a restaurant, overlook plaza, playground, entrepreneurship center and art spaces. The plan looks at how to improve residents’ access to employment opportunities, safety, health care and internet access.
The first step is completing the Western Heights Head Start facility at the intersection of West Oldham Avenue and Reed Street. The 22,000-square-foot, $5.4 million facility will open in October and will provide comprehensive preschool programs for 130 neighborhood children ages 5 and under.
KCDC will begin renovating about 240 of the existing units at the beginning of October.
Starting in February 2021, KCDC sought insight from Western Heights residents and 17 other groups to create a “place-based approach to community revitalization” intended to address the needs of Western Heights residents in a holistic way.
“These are people, residents that currently live in the neighborhood, that are saying how they can improve the neighborhood, not those of us that are swooping in and trying to implement a plan or something like that,” Bentley said. “We really interested in what did residents in that community want to see to improve their community.”

New Affordable Housing Opens In East Knoxville With Ribbon
KNOXVILLE, Tenn. City leaders gathered in East Knoxville to celebrate the opening of a new affordable housing complex meant to provide homes for families who may not have the chance to live in many other places.
Knoxville Mayor Indya Kincannon was there to cut the ribbon and welcome people into the Burlington Commons. It features two, three-story buildings comprised of 49 units with a laundry room, a community room, a business center, a fitness center and space to store bicycles, according to plans for the complex.
Officials previously said that units will be priced based on Fair Market Rent, minus an allowance for utilities. Renters who make 80 percent or less of the area median income will be eligible to live there $59,100 for a family of four and $41,400 for a single household.
“There is a great need for affordable housing, especially quality affordable housing,” said Becky Wade, who works with Housing and Neighborhood Development. “This is for people who just can’t afford the market rate.”
The complex will also accept tenants with Section 8 vouchers, officials said.
The apartments are along KAT Bus Route 31, close to the Asheville Highway Kroger and the Burlington Branch o the Knox County Public Library.
There are more than a thousand other affordable housing units either under construction or newly completed across the city, after some leaders identified affordable housing as a critical need for the city.

How Knoxville Got Federal Funding To Address Housing Crisis
Knoxville was one of four cities in the country to receive the grant, Knoxville mayor Indya Kincannon told Knox News.
She said the collaborative approach to securing the grant which involved KCDC, the city, Knoxville-Knox County Community Action Committee and other entities gave Knoxville a competitive edge.
“That seems to be one of the things that really impressed HUD and made them think that this was a viable project, is that level of collaboration and partnership,” Kincannon told Knox News. “We don’t care who gets credit, we just want to get it done.”
The size of the grant is also significant, signaling the plan matches HUD’s view on creating holistic neighborhoods.
“If you have great housing but no jobs, if you have great housing but no place to shop, if you have great housing but mediocre or non-existent childcare … then the housing is not enough.” Kincannon said. “This is a significant grant because it’s not just about housing. It’s also about transportation, and economic opportunity.”
