    Qualifying For Rent Assistance

There is no single formula that determines whether a person qualifies for rent assistance. Every program is allowed to set its own requirements, so there is a significant amount of variation between how organizations approach the matter.

With government rent assistance, there is usually a clear line in the sand. For example, income limits are commonly part of the equation and, if you earn more than the cutoff, you arent eligible. Being over a certain age may be a necessity for specific programs. Similarly, some options focus on disabled individuals, in which case you would need to have a diagnosed qualitying medical condition to apply for aid.

For programs run by non-profits, different requirements may be in play. For example, you might have to have proof that an eviction is imminent to be eligible for assistance through some emergency-only support programs. If you are looking for help to make sure you dont miss an upcoming rent payment, non-profits who assist people in those situations may review your income as a primary determiner.

Its also important to note that what it takes to qualify can change over time. Non-profits may have to adjust their programs based on the availability of funds, adopting more stringent requirements when the coffers begin to dry.

What Can I Do If I Cant Pay My Rent

If youre experiencing financial hardship because of the coronavirus, start by communicating with your landlord as soon as possible.

Write a letter or send an email explaining your situation. Your landlord may be eligible for mortgage relief from their lender, which might make them more willing to work with you.

If your landlord cant fully suspend your rent payments, they may consider a different payment plan. Keep in mind that each landlord might operate under different guidelines. At the end of the day, your landlord wants to get paid for their rental and may be more motivated than usual to work with you on a payment plan.

The Federal CARES Act provides protections for owner-occupants of 1-4 family properties with mortgages that are federally or Government Sponsored Enterprise backed or funded . You can learn about your options, find out if you quality, and request forbearance or mortgage relief by visiting the Consumer Financial Protection Bureau website.

A forbearance means that the monthly mortgage payments that you would otherwise have been required to pay to your lender/servicer are not required to be made for a period of 180 days. If your mortgage was not in default prior to the forbearance period, the mortgage will not go into default by reason of your missed monthly mortgage payments during the 180-day forbearance period. A forbearance does not mean that these monthly mortgage payments are forgiven. You still owe the mortgage loan payments, but they will be added to the end of the mortgage loan term

It is also important to remember that a forbearance is not automatic. You need to contact your lender/servicer to request a forbearance and affirm that you have experienced a negative financial impact due to COVID-19.

    Keeping Families In Their Homes

    Federal CARES Act

Even as the American economy continues its recovery from the devastating impact of the pandemic, millions of Americans face deep rental debt and fear evictions and the loss of basic housing security. COVID-19 has exacerbated an affordable housing crisis that predated the pandemic and that has exacerbated deep disparities that threaten the strength of an economic recovery that must work for everyone.

To meet this need, the Emergency Rental Assistance program makes funding available to assist households that are unable to pay rent or utilities. Two separate programs have been established: ERA1 provides up to $25 billion under the Consolidated Appropriations Act, 2021, which was enacted on December 27, 2020, and ERA2 provides up to $21.55 billion under the American Rescue Plan Act of 2021, which was enacted on March 11, 2021. The funds are provided directly to states, U.S. territories, local governments, and Indian tribes. Grantees use the funds to provide assistance to eligible households through existing or newly created rental assistance programs.

    Family Members And Friends

This is probably my second least favourite route to suggest for those of you who need help paying rent but if you may, then do it.

Some families and friends are willing to help out but you should always never let them ask you for the money back.

Pay them the amount you borrowed on time as you agree before they give you any rent money.

You dont want to burn bridges with family and friends over money but if youre fortunate to have the help then take it if you can.

For those of you with friends and family who do lend money to help with paying the rent to expect to never see it again.

I know that sounds harsh but the reality is that when someone is struggling so much it may take forever to pay back a loan if ever.

Details On The Emergency Rental Assistance Program

The new Emergency Rental Assistance Program leverages new federal funding for eligible low-income tenants who are in need of financial assistance. With the launch of the Federal Emergency Rental Assistance Program, applicants should not notice significant changes in the application process, and may be eligible to receive funds from either ERAP or RAFT.How does the new Federal Emergency Rental Assistance Program differ from RAFT?ERAP has key differences in program requirements:

    • COVID-19 Impact: Households must provide a statement attesting to unemployment, decreased wages, or increased expenses due to COVID-19. COVID-19 impact can be indirect, and include cases where a household was either directly impacted by COVID-19 OR has been affected by related issues since March 2020. This could include losing a job, having hours reduced, losing access to childcare or dependent care, seeing increased expenses, or something else. Documentation is not required.
    • Higher Benefit and Longer-term relief: Households may be eligible for up to eighteen months of rental arrears and/or future rent, as well as overdue utilities arrears up to $2,500. Applicants who do not receive federal housing subsidies may be eligible for future rent stipends. All rent and utility arrears must have been accrued after 3/13/20.
    • Under RAFT, renters and landlords may receive up to $10,000 until January 1, 2022, when the RAFT maximum benefit limit will decrease to $7,000 per household

How Long Does It Take To Receive Rental Assistance

Like many people who are currently facing eviction or who are desperate to be rehoused after eviction, you may be wondering how long it takes to receive rental assistance. Application approval times can vary greatly from agency to agency and program to program based upon several factors:

  • The availability of funding
  • The availability of staff that can process applications
  • The level of demand for housing assistance
  • Making sure that your application is correct and complete, and that you’ve included all of the requested documents can help expedite your review and approval. In many cases, approval times span between just two to six weeks. Best of all, once you’ve applied for funding, the issuing agency can let your landlord know that you’re actively taking steps to resolve your unpaid rent or to pay your required move-in costs.

Eligibility For The Hsp Program For Help Paying Rent

This is where it can get tricky because for all of these support programs that offer help paying rent you must qualify.

From what Ive read most of the qualifications are similar but its best to call the program for your city.

Lets have a look at the Windsor eligibility to get help paying rent.

One point that stood out was that you couldnt be in arrears for more than two months with a late rent payment.

This is a good reason to know what your community offers for financial assistance so you dont miss an opportunity when needed.

Another good point is whether you are living in an affordable housing arrangement.

If you are renting an apartment for example that is far too expensive for any income that you receive you may need to move or risk not qualifying.

This is always a tough situation since rentals are hard to come by in many Ontario cities and taking the first one offered for peace of mind seems fitting at the time but may hurt you down the road.

  • A resident of Windsor/Essex County * In receipt of Ontario Works or Ontario Disability Support Program , or meet low-income criteria set by the Ministry
  • Have not received HSP assistance in the past 2 years *
  • Have housing costs that are affordable and sustainable
  • Are in rental arrears which do not exceed two months
  • Are in immediate danger of losing their home due to unpaid rent
  • Have resided at the address for a minimum of one year and * Have a documented need to relocate .
