How the First Time Buyer Government Program Down Payment Incentive Works – 2019 Canada

B.C. is home to some of the most high-priced real estate markets in Canada, as well as some of the steepest property taxes. Under the Home Owner Grant, you may be eligible to lower the property taxes youre required to pay on an annual basis for your principal residence.

The amount of tax relief youre eligible for depends on where you live. For instance, those residing in the Capital Regional District, Greater Vancouver Regional District, and the Fraser Valley Regional District may be eligible for a grant of $570. Home owners residing in other parts of the province may be eligible for a grant of $770.

Eligibility:

  • Youre the registered owner of the home and you use it as your primary residence.
  • Youre under 65 years old.
  • You live in B.C. and are a Canadian citizen or permanent resident.
  • You currently pay at least $350 annually in property taxes.
  • The value of your home does not exceed the grant threshold. In 2018, this threshold is $1.65mil, but this number is reviewed and adjusted each year.

How Big Of A Down Payment Grant Can I Get

DPA programs are something of a ZIP code lottery.

Depending where you want to buy, you could be in line for nothing. Or a few thousand dollars in the form of a second mortgage. Or many thousands in the form of a grant, which you never have to repay.

In order to be eligible for assistance, the following criteria must be met:

  • at least one applicant is a Canadian citizen

California Down Payment Assistance Programs

The California Housing Finance Agency MyHome Assistance Program provides down payment help for eligible buyers. This takes the form of a second mortgage of up to 3.5% of the homes purchase price, or $11,000 for FHA loanfinanced homes whichever is less.

The program provides 3% for homes financed with conventional or USDA loans.

This is a firsttime home buyer down payment assistance program. So it wont help if youre selling an existing home.

However, CalHFA defines firsttime homebuyer as someone who has not owned and occupied their own home in the last three years. So many whove previously owned homes may qualify.

5 First Time Home Buyer Programs

If you are not considered a first-time buyer now, you may be considered a first-time home buyer later, once the four-year period has passed.

For example, if in 2016 you sold the home you lived in before, you may be able to participate in 2021 or if you sold the home in 2017, you may be able to participate in 2022.

The Downpayment Toward Equity Act of 2021 is designed to help renters purchase homes, grow roots, and build their household wealth and, also to reduce racial disparity.

The bill’s opening paragraph states its goal:

To provide downpayment assistance to first-generation home buyers to address multi-generational inequities in access to homeownership, and to narrow and ultimately close the racial homeownership gap in the United States, and for other purposes.

Homeownership matters because home equity is the largest wealth source in the United States – valued at more than $21 trillion – and homeowners are overwhelmingly white.

The homeownership gap between white and Hispanic households is currently 25 percentage points, and the difference between white and black households is currently 30 percentage points.

The Downpayment Toward Equity Act levels the playing field for disadvantaged groups. It’s the most powerful piece of housing legislation since 1968’s Fair Housing Act and Housing & Urban Development Act. The program makes homes more affordable to disadvantaged buyers, and then creates an incentive to buy-and-hold.

New Hampshire Down Payment Assistance Programs

The New Hampshire Housing Finance Authoritys Home Flex Plus program can provide up to 3% in cash to assist with your down payment and closing costs. And its a grant, so you dont have to repay a cent.

The main hurdle for you to clear is that your income cant exceed $137,400.

Exclusive to British Columbia, the First Time Home Buyers Program is intended to exempt first-time buyers from one of the major costs associated with the purchase of your first home: the property transfer tax. The program reduces or eliminates the amount owing for tax, depending on certain qualifications.

Availability: British ColumbiaValue: Up to $8,000

Eligibility:

  • Youre a citizen or permanent resident living in British Columbia for at least 12 consecutive months immediately before the date the property is registered, or you have filed a minimum of two income tax returns as a resident of B.C. in the previous six years.
  • The property is located in British Columbia.
  • Youll use the property as your primary residence.
  • You must have never owned an interest in a principal residence anywhere in the world and have never received a tax exemption or refund as a first-time home buyer.
  • For full exemption, the property must have a fair market value of $475,000 or less or have a fair market value of $500,000 or less . A partial exemption may apply if these maximums are exceeded.
  • The total property size is 1.24 acres or less. A partial exemption may apply if this size is exceeded.
  • Foreign entities and taxable trustees are not eligible.
