    Board Matters: James Walkinshaw

    Braddock Supervisor James Walkinshaw located prime real estate to create 200-250 family units of affordable housing: two parking lots of the Fairfax Government Center.

    It has been a priority of this Board since before I was elected to identify county owned land to devote to the construction of affordable housing. I dont know that there is a better location in the county than this, said Walksinshaw, at the Board of Supervisors meeting Tuesday, Oct. 20, 2020. We have an opportunity to provide high-quality housing in an area where there are thousands of employment opportunities, transit access, commercial offices nearby, retail nearby, and an elementary school in walking distance.

    The Board of Supervisors reports that at least 15,000 net new affordable housing units are needed during the next 15 years to help meet the housing needs of residents at all income levels.

    The market is obviously not providing low income housing. Its up to us to figure out a way to do it, said Dranesville Supervisor John Foust

    THE COST OF HOUSING, including rentals, in Fairfax County is out of reach for many who work in Fairfax, said Lee Supervisor Rodney Lusk. Housing is foundational, he said.

    There are people working here in this building right now who need affordable housing, said Chairman Jeff McKay.

    The Board made a commitment, said Sully Supervisor Kathy Smith. This is a good place to see what could happen.

    “I came here for a tour, and Jennifer Curtis was great . The area is really nice, and the 1BR apartments were nice, with some offering wooden floors on the bottom floor. The complex seems a bit aged, but sturdy. The gym is a bit small, but has everything relevant inside it. Amenity fee is $300, application fee $50, $250 deposit fee, which all are normal for the area. One of the only bad things is the limited parking, especially when you have guests.The area seemed quiet and nice to live in.”

    At its January 26 meeting, the Fairfax County Board of Supervisors authorized the transfer of ownership of a portion of its over 1300 space surface parking lot on the Government Center Campus to the Fairfax County Redevelopment and Housing Authority for the potential development of affordable housing. The site could provide affordable housing to serve over 250 low- and moderate-income households similar to the award-winning Residences at Government Center development also located on the Government Center Campus in the Braddock District.

    It is a priority of this Board to advance affordable housing opportunities throughout the county, and publicly owned land is one of the resources we can bring to the table to achieve that, said Chairman Jeffrey C. McKay. It drives down the price of development and enables the creation of safe, centrally located homes to help bridge the affordability gap we are experiencing in the county.

    The site provides access to bus transit and is within walking distance of a future extension of the Metro Orange Line from Vienna, retailers, employment opportunities, an elementary school, trails, and numerous community recreation amenities. Such a location is consistent with the emphasis to incorporate affordable housing in the development of transit-oriented, walkable communities in Fairfax Countys highly sought-after activity centers.

    The Residences at Government Center, a 270-unit workforce housing community located on the Fairfax County Government Center campus, is receiving national recognition.     The Fairfax County Redevelopment and Housing Authority wins a 2018 Award of Excellence in Project Design for the Residences at Government Center, a workforce housing project for the Government Center campus site. Nominated from among the NAHRO Award of Merit winners each year, the Awards of Excellence winners are chosen by national juries and honored at the annual National Conference and Exhibition in October. They represent the very best in innovative programs in assisted housing and community development.

    Fairfax County, a suburb neighboring Washington, D.C., needed affordable housing for the low- and moderate-income families in the area. Workers were being priced out of the local market and moving farther away from D.C. to find affordable housing, creating more traffic and straining the already over-burdened public transportation system.

    In order to increase the areas stock of workforce housing, the Fairfax County Redevelopment and Housing Authority created a public-private partnership with SCG Development, the Jefferson Apartment Group, and the Virginia Housing and Development Authority to build the Residences at Government Center, which offers 270 affordable rental units in a mix of studios, one-, two- and three-bedroom apartments. Twenty percent of the rentals are occupied by households making 50 percent of Area Median Income , and 80 percent are rented by households making 80 percent of AMI.

    Fairfax Countys latest affordable housing development next to George Mason University is partly subsidized by a new federal program that could help fund other future projects.

    For the past several years, Fairfax has been chipping away at its goal of creating 5,000 new affordable housing units by 2034. According tocounty data, as of May 2021, 114 new homes had been created and another 1,753 were in the pipeline.

    But last week, the county began work on a housing project partly subsidized by the U.S. Department of Housing and Urban Development through its Rental Assistance Demonstration program. If successful, this subsidy could be used for more housing projects in the pipeline, said Braddock District County Supervisor James Walkinshaw.

    The program allows developers to enter into long-term contracts to finance improvements and construction, he said. So it essentially makes the numbers work for the developers to build a project like this. Its a really important tool.

    Walkinshaw said the idea behind the project was to make sure the affordable housing offered to residents is maximized. The new development would more than quadruple the number of people housed on the site.
