Know All About The Grants And Programs Available For Canadian Homeowners

Although most Canadians prefer to stay in their own homes post-retirement , many feel pressured to consider other options due to lack of sufficient funds or for medical reasons. Whether it is the increased life expectancy, the ever-inflating costs of living, or the lack of proper financial planning, many Canadians find it difficult to lead a comfortable life with their retirement savings alone.

In a report on Pension Reform, the Canadian Association for Retired Persons, CARP suggests:

  • Two-thirds of the Canadian workforce does not have a workplace pension.
  • Private savings options, such as Registered Retirement Savings Plans do not make up for the shortfall in retirement savings.

However, did you know that the Canadian government offers over 100 different types of grants, rebates and tax credits across provinces, which are meant to help Canadians retain their homeownership or tenancy? Every Canadian province runs its own incentives and programs to help Canadians:

From grants for home repairs and renovations to property tax credits, write-offs and special needs assistance, Canadian provincial governments are addressing various aspects of Canadians 55+ living at home.

National Integrated Water Quality Program

One grant option that is available to dig wells is the National Integrated Water Quality Program. This grant is issued by the USDA to farmers who will use scientific research and information to manage and improve the quality of water and groundwater resources. You may receive up to $750,000 for this type of undertaking, as of July 2011.

The Water Quality Program Grant is often issued to a large farm or group of farms looking to implement a water-preservation and water-quality-improvement initiative on a large scale. This grant may not be suitable for a small family farm. The USDA’s Economic Research Service defines a small farm as one earning $50,000 or less, but its farm typology allows for sales up to $250,000 to be categorized as a small farm as of 2011.

Water Bill Assistance Programs

Many water companies will do what they can to work with customers to help them keep their service on. They may offer payment plans, allow unpaid bills to be paid in installments, and other options. In addition, many counties across the nation have non-profit agencies, churches, or government programs that may offer cash assistance for paying water bills. While funding is almost always limited, and income criteria often need to be met, individuals should always look into their local resources. Find a listing of local assistance programs by state and county.

While not as common, certain charity type organizations like the Salvation Army, Saint Vincent DePaul, or Catholic Charities may provide financial help in an emergency. Each of these groups will have limited funding. If they can assist with unpaid water bills, it will usually only be a last resort and when a family is facing an unexpected emergency.

The programs are run locally, with assistance paid out in each town or county. Any grants that may be available to pay water costs will often be for families in a crisis or people at risk, such as the elderly or households with young children. Read more on various charity organizations.

Maintaining And Repairing A Well

A poorly maintained or constructed well can result in a bacterial or chemical contamination of the well water, the groundwater or the natural environment.

As a well owner, you are required to protect your well water and the groundwater from contamination. This includes preventing surface water or other foreign materials from entering the well.

The following tips will help you protect your well:

  • Test the quality of your well water on a regular basis and look for changes in the waters appearance
  • Keep surface water and foreign materials from entering the well by securing the well cap in place and checking your well regularly for signs of rust and wear, cracks, holes or gaps in the wells structure
  • If materials get in your well, safely remove them
  • Keep ponded water, vehicles, pet waste, salt and fertilizer away from the well
  • Make sure the ground around your well slopes away from your well
  • Ensure the well is accessible for future repairs and maintain the minimum above ground height
  • Check for and identify abnormal sounds. They could indicate wear on the wells pump, waterlines or electrical cables or other issues
  • Check the pumps efficiency. If the pump is continually running or losing pressure, it may be a sign of a crack or hole in the waterlines
  • Ensure your septic tank system works and is pumped out regularly to prevent contamination of your well water

Financial Help With Well Water Testing/treatment Septic And Well Repairs

Wake County provides financial help for well water testing/repair and septic repair to those households that meet certain income guidelines. Several public or nonprofit resources may also be able to help with repair or treatment costs. This page outlines the requirements and how to apply for free or reduced cost well water testing by Wake County and provides links to several organizations that may be able to help with well and septic repairs. There may be other sources of funding available that aren’t listed. Wake County cannot guarantee any funding or help with processing applications. Household Water Well System Grant Program

The U.S. Department of Housing and Urban Development, or HUD, sponsors the Household Water Wells System Grant Program. Grants are awarded to non-profit organizations to help low-income families obtain funds to construct, replace or refurbish water well systems they own or will own. Homeowners receive funds as loans. Grant recipients can use up to 10 percent of their funds to cover administrative fees.

Low Income Payment Program

As soon as you think you may fall behind on your water bills, you are strongly encourage to call the customer service department of your provider to learn about the options available to you. While direct financial aid is not common, they may offer you a plan that will help you pay the balance of the water bill over time in some form of installment program. In addition, you may also be eligible to receive assistance on your water bill from the Low Income Payment Program and/or the H2O Help to Others Program.

The Low Income Payment Program from American Water expands upon the H2O Help to Others Program mentioned below. It will take that plan one step further by providing financial aid to the most economically challenged American Water customers.

The assistance provided, which can be in the form of a credit or installment plan on your account, can be equivalent to as much as 20% of a customers total monthly water bill. This will depend on a few factors including eligibility, income, and family size. The credit will reduce the amount of money that is owed.

In addition, depending on the state you live in, there may be emergency cash grants offered as part of this program as well. To qualify for this LIPP assistance program there are some limits on the total monthly household income, and the criteria will vary based upon the area and state that the family lives in. Contact them to learn more about the criteria and program, as well as learn how to apply.

Constructing Modifying Or Sealing Wells In The Rockwood Sensitive Area

The Rockwood Sensitive Area is located just north of Winnipeg. Groundwater in this area may be contaminated with a manufactured chemical. Subsequently, under the Rockwood Sensitive Area Regulation of The Environment Act a permit must be obtained prior to drilling, modifying or sealing a well within this area. Permit information can be obtained by contacting Manitoba Agriculture at 204-785-5030.

Licensed Well Drilling Contractors

Only persons who are licensed as a Manitoba well drilling contractor or who work for such can construct wells in Manitoba. The contact information for licensed well drilling contractors and the activities associated with the license class is maintained online for your reference.

The well drilling contractor is responsible providing a well construction report to the well owner within 45 days of completing the construction of the well.

Clean Water Grants Save Money For Residents Farmers

Simon Lunn knew he needed to drill a new well and decommission his old one. What he didn’t figure was that the conservation authority would hand him $1,000 towards his costs.

Mr. Lunn, a long-time Smiths Falls resident near the Smiths Falls Golf and Country Club, received the funds through the Rural Clean Water Grants program, which covers up to 90 per cent of costs for projects that protect water resources in the watershed.

Depending on the project, landowners can receive up to $15,000 toward their project, as long as the work hasn’t been completed by the time they apply. Farmers especially are eligible for generous grants toward projects like livestock fencing, pesticide or chemical storage and handling, nutrient management plans, manure storage or treatment, tile drainage control structures, cover crops and land retirement. Residential landowners can receive grants for well and septic upgrades, erosion control, buffers and forest and wetland management plans.

Mr. Lunn’s well decommissioning was eligible for 90 per cent coverage up to a maximum of $1,000. With the total cost just over that cap, he got the full amount.

And on top of that, the RVCA’s program manager Derek Matheson offered support and technical advice throughout the entire process.

“Derek was very efficient and accommodating,” Mr. Lunn said. “The whole process went very smoothly, and there were no surprises.”

His appliances had iron stains and a sulphur smell often wafted out of the tap.

Applicants are encouraged to submit rebate claims as soon as the project is fully constructed and operational for agricultural use. All invoices must be paid in full before applying for the rebate. No interim payments will be made. Please submit copies of invoices as originals will not be returned.

For the period of April 1, 2021 to March 31, 2022, the maximum rebate for livestock producers only will increase to $150,000. The first $50,000 will be based on a 50-50 cost-share and the remaining $100,000 will be on a 70-30 government-producer cost-share. The temporary increase to the maximum funding will apply to new FRWIP projects where construction was initiated after April 1, 2021, and submitted for a rebate by March 31, 2022.

USDA Seeks Applications to Increase Access to Clean, Reliable Water for Rural Households

WASHINGTON, March 5, 2020 U.S. Department of Agriculture Deputy Under Secretary for Rural Development Bette Brand today announced that USDA is accepting Fiscal Year 2020 applications for grants to increase access to clean, reliable water for rural households.

USDA is making grants available through the Household Water Well System Grants program. These grants help qualified intermediaries create revolving loan funds to construct, refurbish, or service household water well systems. USDA does not provide funding directly to individuals under this program.

Terms for the loans include a one percent fixed interest rate, 20-year maximum term, and an $11,000 maximum loan per household. Nonprofit organizations in rural areas of 50,000 or less are eligible to apply.

Applications must be submitted to grants.gov or mailed to U.S. Department of Agriculture, Rural Utilities Service, Water and Environmental Programs, STOP 1570, Room 2233-S, 1400 Independence Avenue SW, Washington, DC 20250-1570 by May 31, 2020. Additional information is available on grants.gov.

Water Well Revolving Loan Fund

The Water Well Revolving Load Fund through the Water Systems Council, is currently only available to resident of Monongalia County. This program is available to all Local Health Departments. If you are interested in the well loan program please make your Local Health Department aware.

The program provides residents with financial assistance to replace or refurbish existing individual household water wells. The loan must be used for repair or replacement of the well system, and cannot be used for interior plumbing or remodeling. To qualify for the loan, an applicant’s household income cannot exceed 100% of theWest Virginia Non-Metropolitan median household income.

  • Receipt of loan funds is contingent on compliance with all loan guidelines.
  • The amount of any single loan will not exceed $5000.00.
  • The interest rate will not exceed 2%.
  • The terms of loan repayment will not exceed 15 years.
  • Construction must be completed by a licensed water well contractor within 45 days of loan approval.
  • The principal loan amount may be prepaid at any time without penalty.

H2o Help To Others Program

The H2O Help to Others Program was created to assist those struggling households who need the most water bill assistance and that are facing a possible shut off of their service. It can also provide financial help in an emergency as well. Customers who qualify for this program may receive a free cash grant of up to $500 to help them with paying their monthly water bill. The funds will be applied to any past due balance on your account.

Unfortunately a cash grant from the H2O Help to Others Program may not cover a recipients entire water bill. In certain cases, recipients of the grant money will still need to pay a portion on their own. The exact terms and conditions will depend on how much they owe on their water bill and it will also be based upon their income.

To qualify for the H2O Help to Others Program, the total monthly household income of the recipient may not exceed certain thresholds. There is also financial aid for paying water bills from H2O that is targeted at senior citizens as well as the disabled.
