In accordance with Executive Order 13518, Employment of Veterans in the Federal Government, the Veterans Services Office was created to increase the number of veterans, transitioning military service members, and their families employed and retained in the civil service.
Veterans Preference points can be grouped into three categories:
To receive the Disabled 10 Point Preference, you need to prove a service-connected disability or be a Purple Heart recipient.
To receive the Non-disabled 5 Point Preference, your active duty service should meet ONE of the below:
- Between April 28, 1952, and July 1, 1955, or between August 2, 1990, and January 2, 1992
- More than 180 consecutive days , any part of which occurred from January 31, 1955, to October 15, 1976, or between September 11, 2001, to August 31, 2010
- In a war, campaign or expedition for which a campaign medal or badge has been authorized
Sole Survivorship doesnt offer points, but it still lists you ahead of non-preference eligibles with the same score on an examination, or in the same quality category. It is a less frequently used category applying to the surviving child who separated from the military after a parent or siblings were killed in the line of duty.

What Is Veterans Preference
Veterans Preference is exactly what it sounds like. But it is not in any way a back door to getting a federal job. Youll have to apply and interview like anybody else, and youll have to meet all the posted requirements for the job youre interested in.
Most federal jobs fall under the category of Competitive Service. After applicants are assessed, they are rated and thats when the preference kicks in. As stated on OPMs Hiring Information page, Preference eligibles receive veterans preference by being listed ahead of non-preference eligibles within the same quality category in which they are placed.
In broad terms, think of Veterans Preference as sort of a tie-breaker.
If two or more equally qualified applicants interviewed for a job and are both finalists, the hiring authority must take the Veterans Preference into consideration. This may tip the scales so that the job goes to the vet.
In fact, its written in law: By law , veterans who are disabled or who served on active duty in the Armed Forces during certain specified time periods or in military campaigns are entitled to preference over non-veterans both in Federal hiring practices and in retention during reductions in force .

Vets Without A Service Connected Disability
If your active duty service meets any of the following, and you do not have a disability rating from the Department of Veterans Affairs of 10% or more, you have preference. This preference entitles you to be hired before a non-veteran whose application is rated in your same category. To meet this criterion, your service must meet one of the following conditions:
- 180 or more consecutive days, any part of which occurred during the period beginning September 11, 2001 and ending on a future date prescribed by Presidential proclamation or law as the last date of Operation Iraqi Freedom, OR
- Between August 2, 1990 and January 2, 1992, OR
- 180 or more consecutive days, any part of which occurred after January 31, 1955 and before October 15, 1976.
- In a war, campaign or expedition for which a campaign badge has been authorized or between April 28, 1952 and July 1, 1955.

VRA : VRA allows any honorably discharged veteran to be hired non-competitively into any position, GS11 and below, so long as the hiring takes place within three years of separation from the military. If you see a job that is a GS11 or below and you would like to apply, fill out the forms and write VRA across the top or include a statement about invoking VRA in the transmittal letter or email.
DD214: If you are on active duty at the time you apply for a job, you wont be able to provide a DD214 even if the announcement indicates that veterans must provide one with the application. Simply write a statement that you are on active duty and will provide the DD214 on your first day at work. And then be sure you have your DD214 when you out processno DD214 on your first day likely means no job!
Double Dipping: You can be on terminal leave drawing military pay while working as a civil servant. And there is no pay offset.
Disabled Veterans: Be sure you have available a copy of your military Service disability rating or your VA rating. These documents are as important as your DD 214. You will have to provide a rating decision to invoke a non-competitive hiring authority .
Are Military Family Members Given Hiring Preferences
Military spouses and other family members may also receive hiring preferences.
In the federal government, the Military Spouse Preference Program creates hiring preferences for spouses who relocate with an active duty servicemember. This program applies to civil positions in the Department of Defense.

Searching For A Federal Job
All federal jobs are posted on USAJOBS. Use the right navigation window and select all options that apply to you in the Hiring Path section. At a minimum all veterans should select the options, “Open to the Public” and “Veterans.” If you are entitled to Veterans Preference than you should also select the options “Competitive Service” and “Excepted Service.” Note that if you do not have veterans preference then you should search by selecting the “Open to the Public” selection box.

Veterans Preference, discussed in this section, and the Veterans Readjustment Act are two of the better known programs. Unknown to many, dependents and spouses of active duty personnel receive hiring preference for government jobs under the Military Spouse Preference program and the Family Member Preference Program.
The federal government has an outstanding record of employing veterans. Veterans hold a far higher percentage of jobs in the federal government than they do in private industry. The Veterans Employment Opportunity Act of 1998, as amended is a competitive service appointing authority that can only be used when filling permanent, competitive service positions.
