Welfare reform is once again forcing upon Americans an age-olddebate: How should we, as a society, care for the neediest amongus? Until about the 1960s, privately funded charities were the mostvital and visible answer to that question — putting the jobless towork, lifting single mothers out of poverty, keeping delinquentkids out of jail. But gradually, after waves of Great Societyprograms, government has come to dominate the care-giving industry.Today, federal and state agencies fund and regulate everyconceivable social service. And, increasingly, they do soindirectly: Countless charities and other nonprofits are nowheavily subsidized to deliver care many of these “private” groupsdepend on public funds for well over half of their income. Evennumerous religious agencies, typically the most wary ofentanglement with the secular state, could hardly survive withoutgovernment aid.
With the lure of lucrative grants and contracts, government isquietly orchestrating one of the most profound — and overlooked –shifts in public policy in a generation. Massive, direct publicfunding for private nonprofits is quickly becoming the mostimportant strategy for attacking social problems in America.
What follows, then, are not the criticisms of disenfranchisedoutsiders, but the insights and concerns of the system’sbenefactors — or, put more precisely, its dependents.

What Are The Eligibility Requirements

- Applicants must be 18 years or older, or be an emancipated minor.
- Households must demonstrate economic hardship incurred during the COVID-19 pandemic.
- Household must have at least one member enrolled in a public assistance program, or total household income at or below 60% of the HUD Area Median Family Income.
- One payment made per family unit. If housing is shared by more than one family unit, each family unit may apply.
- As required by federal guidelines, at least one adult member of the household must be a U.S. citizen, legal permanent resident, refugee, or other qualified noncitizen.

Not to be lost in the pomp and circumstance of Pope Francis first visit to Washington is the reality that the Catholic Church he oversees has become one of the largest recipients of federal largesse in America.
The Church and related Catholic charities and schools have collected more than $1.6 billion since 2012 in U.S. contracts and grants in a far-reaching relationship that spans from school lunches for grammar school students to contracts across the globe to care for the poor and needy at the expense of Uncle Sam, a Washington Times review of federal spending records shows.
Former Sen. Daniel Patrick Moynihan of New York once famously noted in 1980 that the government funded 50 percent of Catholic Charities budget, commenting private institutions really arent private anymore. Today, those estimates remain about the same, according to Leslie Lenkowsky, who served as the chief executive officer of the Corporation for National and Community Service under George W. Bush.
Catholic Charities USA, the largest charitable organization run by the church, receives about 65 percent of its annual budget from state and federal governments, making it an arm of the federal welfare state, said Brian Anderson, a researcher with the Manhattan Institute.

Theres also friction between state and church, with Catholic charities taking on such a prominent role in the governments welfare system.

NEW YORK The U.S. Roman Catholic Church used a special and unprecedented exemption from federal rules to amass at least $1.4 billion in taxpayer-backed coronavirus aid, with many millions going to dioceses that have paid huge settlements or sought bankruptcy protection because of clergy sexual abuse cover-ups.
The churchs haul may have reached — or even exceeded — $3.5 billion, making a global religious institution with more than a billion followers among the biggest winners in the U.S. governments pandemic relief efforts, an Associated Press analysis of federal data released this week found.
The Archdiocese of New York, for example, received 15 loans worth at least $28 million just for its top executive offices. Its iconic St. Patricks Cathedral on Fifth Avenue was approved for at least $1 million.

Catholic Charities Argues Government Funding Is Vital
NEW YORKCatholic Charities accepts government money because it believes there is strength in a partnership with government, and this partnership will benefit people in need, said the president of Catholic Charities USA.
We have been partners with government to help government do what it wants to do and what we believe it should do, said Jesuit Father Fred Kammer in a Feb. 28 telephone interview.
He spoke about the issue of government funding in the wake of an attack on Catholic Charities by Rick Santorum, a Catholic who is a Republican senator from Pennsylvania, at a Feb. 20 dinner of the Catholic Campaign for America .
The senator charged that Catholic Charities opposed welfare changes he and other legislators were seeking because of the organization’s dependence on federal money, and said Catholic agencies should give up government funding that prohibited them from talking to people about Christ.
Michael Ferguson, CCAdirector, said in an interview that Senator Santorum raised a valid issue, but that the CCA had a deep respect for the work of Catholic Charities and might not have spoken in the same terms.

Father Kammer said Catholic Charities raises $300400 million a year privately, and uses some of that to carry out specifically Catholic programs. But grants from the government enable it to provide services that it could not otherwise, he said.

Catholic Charities Pandemic Assistance Totals Nearly $400 Million
Scott Milliken has seen a lot of people come through the doors at the Father English Centers food pantry during his years as CEO of Catholic Charities of the Diocese of Paterson, New Jersey, but not like the numbers since the coronavirus pandemic hit in March.
We are feeding more people than ever, he said.
Whereby in a typical month before the pandemic the program served between 5,000 and 7,000 people, agency statistics showed, the numbers rose significantly in the spring. In April it was 11,000, in May 21,000 and in June 25,000.
In terms of quantity, the amount of food distributed between March and July totaled 940,000 pounds, far beyond a typical month before COVID-19, the illness caused by the novel coronavirus, arrived. Milliken estimated the food to be worth about $1.6 million.
Milliken said the agency has seen demand for short-term utility payment and rental assistance and other needs skyrocket by 60% a month from pre-COVID-19 times. Since March the agency has distributed $1.8 million on average about $1,500 per household.
The agency leader doesnt expect things to change any time soon, especially since the July 31 end of the temporary unemployment benefit of $600 per week that was included in legislation passed early in the federal response to the pandemic.
There are a lot of food and housing-related issues being met, Dominican Sister Donna Markham, CEO and president of Catholic Charities USA, said.

National Conference Of Catholic Charities
On September 25, 1910, representatives of many service agencies met at The Catholic University of Americaat the invitation of its rector, Bishop Thomas J. Shahan, and formed the National Conference of Catholic Charities to support and coordinate their efforts. They held their final meeting at the White House at the invitation of President Taft.
The new organization drew its inspiration from the social teachings of Pope Leo XII, whose Rerum novarum , in one scholar’s words, sought to “free from paralyzing resistance to bourgeois civilization by shifting attention from the intractable problems of church and state to the social question, where a more flexible pastoral and evangelical approach might be possible.” The organization’s founding also paralleled the development of social work as a profession and the increasing cooperation among sectarian charitable organizations. Msgr. William J. Kerby, the first executive director of NCCC, described the problems a few years later: “The intense individualism of institutional and geographical units of the Church’s life has … led to a variety and resourcefulness that have been admirable. But it has resulted in a mutual independence and lack of coordination that have undoubtedly interfered with progress in certain ways….” Several Catholic educational institutions established social work programs in the decade after the founding of the NCCC, beginning with Loyola of Chicago and Fordham .

Former Oklahoma Gov. Frank Keating, a Republican, appeared on NBCs Meet the Press just days after the selection of Cardinal Jorge Mario Bergoglio of Argentina to be the new pope.
In praising Pope Francis “life of humility,” Keating said that judging by his selection, the church was poised to focus on caring for the poor and vulnerable. In his remarks, Keating offered a statistic to demonstrate the depth of the churchs commitment to charity.
“In the United States, 50 percent of social services are provided by the Catholic church,” said Keating, who now serves as president and CEO of the American Bankers Association.
Keating did not return an inquiry for this story, nor did Catholic Charities USA, the largest charitable organization run by the Catholic church. We asked a variety of experts on philanthropy whether they had heard this statistic or knew where it came from, but none did.
We should start by noting that Catholic charity work is extensive and widely considered a crucial part of the nations social safety net. By itself, Catholic Charities USA, has more than 2,500 local agencies that serve 10 million people annually, said Mary L. Gautier, a senior research associate at the Center for Applied Research in the Apostolate, an institute at Georgetown University that studies the church.

NEW YORK, August 31, 2015 – Catholic Charities has been awarded a $27 million-dollar contract by the federal government. The five-year contract will go towards funding Women, Infants and Children , a federal aid program for low-income women and children, and will allow the program to be expanded to Chautauaqua county in New York.
The WIC program offers food and nutrition education for pregnant and breastfeeding mothers, as well as for children under age five. The federal contract was awarded by the New York Health Department through a competitive bid process, which selected Catholic Charities to operate WIC in Chautauqua, Eria and Niagara counties through September 2020.
Catholic Charities USA receives the bulk of its multibillion-dollar budget from the federal government. In 2010, Catholic Charities made nearly $5 billion, with $2.9 billion consisting of federal taxpayer money. The non-profit consists of more than 1,000 loosely affiliated groups operating in various dioceses, with Catholic Charities USA serving as its umbrella organization. Some critics fear the federal money that flows to Catholic Charities USA comes with strings attached, and poses a temptation to become little more than an arm of the welfare state, or even to compromise on Catholic teaching.

The Churchs claims of poverty are unfounded
With the public eye on Indigenous issues, schools, and child sexual abuse, the Catholic Church has faced reparations proceedings around the world. But in Canada, the US, Australia and Ireland, church lawyers have argued that the Catholic Church doesnt have the money to pay its high settlements.
In 2016, Pierre Baribeau, the lawyer for the Canadian Catholic Church’s Corporation of Catholic Entities, suggested that fundraising to pay the $25 million reparation for residential school survivors would not happen as many church organizations were already near bankruptcy.
This claim is hard to square with the financial figures the Church reports.
