How Are We Tracking

The most recent available data revealed that people sleeping rough account for 7% of all homeless people in NSW. This means almost 2600 people were living on NSWs streets in 2016.

The Australian Bureau of Statistics Census remains the primary metric against which this target is measured, however this data is only available every five years. The most recent Census was conducted in August 2021, during a lockdown. The ABS anticipates publishing estimates of homelessness in early to mid-2023.

To provide us with more frequent updates about how we are tracking and to better understand what services are needed where, the NSW Government has committed to undertaking an annual statewide street count of people sleeping rough.

The February 2021 statewide street count is the most up to date indication available of how we are tracking towards this target. The February 2021 street count recorded a 13% reduction compared to the first statewide street count in 2020, counting 1,141 people sleeping rough.

While this demonstrates that the strategies and efforts to reduce street sleeping are working, sustaining and improving on this result requires increasing supports for people sleeping rough and continuing investments in prevention and early intervention.

I think runaways due to abuse could be greatly reduced if all children were aware of child abuse rescue programs and taught how to easily contact those agencies for help. Many teens run away from abusive homes instead of seeking help simply because they don’t know how to seek helpsometimes they don’t even know what help is available.

Adults should be made aware of programs designed to help them cope with abusive partners as well. Awareness is important if people are to seek help.

What Is The Current State Of Homelessness In The Us

Around half a million Americans are homeless on any given night, according to the State of Homelessness in America 2019 report. Of these people, approximately 35 percentjust under 200,000do not have shelter and sleep on the streets, also known as rough sleeping, in places, which the government describes as not intended for human habitation. These places include sidewalks, parks, cars or abandoned buildings. People who do not rough sleep, which is thought to be over 350,000, live in sheltered buildings such as emergency shelters and transitional housing programs.

The National Alliance to End Homelessness has broken these statistics down further into subpopulations. These include people who are under the age of 25 years of age , chronically homeless , veterans and people with disabilitiesthe rest of the population are individuals that do not fall into these subcategories or families. Of the homeless population, 70 percent of them are men with White Americans accounting for 49 percent.

The organization has also found that the majority of homeless people live in States such as California, New York, Florida and Texas. However, increases have been seen across the country, with 12 States and Washington, D.C. experiencing growths that range from Iowa to South Dakota .

Consolidations New Initiatives And Reorganizations

HUD’s programs, particularly those under Continuum of Care, have overlapping objectives yet operate under separate rules and requirements. The U.S. General Accounting Office , now Government Accountability Office, an investigative body of the U.S. Congress, studied the McKinney programs in 1999 and concluded that the number of programs and the differences between them create barriers to their efficient use .


HUD’s program administrators evidently reached much the same conclusions as GAO. The Canadian Observatory on Homelessness defines homelessness as:

The situation of an individual or family without stable, safe, permanent, appropriate housing, or the immediate prospect, means and ability of acquiring it. It is the result of systemic or societal barriers, a lack of affordable and appropriate housing,the individual/households financial, mental, cognitive, behavioural or physical challenges, and/or racism and discrimination. Most people do not choose to be homeless, and the experience is generally negative, unpleasant, stressful and distressing.

Homelessness can be experienced through different kinds of housing and shelter situations, over a short or long period of time.

The Canadian Observatory on Homelessness has organized these situations into four groups: unsheltered, emergency sheltered, provisionally accommodated and at risk of homelessness.

Unsheltered homelessness refers to people who are absolutely homeless and living on the streets or in places not intended for human habitation. It includes the temporary occupation of public space, such as sidewalks, squares, parks and forests. It couldalso refer to people living in cars, in garages, attics or closets, or in makeshift shelters made of salvaged materials , shacks or tents. The occupation of private space and vacant buildings, also known as squatting,is another example of unsheltered homelessness.

What We Mean By Ending Homelessness

Ending homelessness doesnt mean that no-one will ever lose their home again. It means it rarely happens, and that theres a quick solution when it does. This plan shows how to ensure that:

  • no one sleeps rough: whether they are in tents, cars or, at worst, on the streets
  • everyone has a safe, stable place to live: so that nobody is in emergency accommodation like a hostel or night shelter without a plan to quickly move into housing

Unlike other provinces and territories that have mostly dealt with homelessness at the municipal level, Quebec was early in developing provincial strategies. Government It Can It Help The Homeless

San Francisco spends more money per capita on homeless services than any other city in America, says San Francisco County Supervisor Gavin Newsom. With direct services, shelters, hospitals, police and paramedic costs, and shopping cart retrieval programs, he estimates the county spends roughly $250 million per year on homeless services. In spite of all that funding, though, as many as 200 homeless people die on the streets of San Francisco every year because theyre not receiving proper care. And the problem isnt improving. From 2000 to 2001, the number of people on the streets rose36 percent. So what gives?

Newsom believes the cause is a remarkably dysfunctional bureaucracy of disparate social services agencies without the proper IT infrastructure to share data and coordinate services. We have a system where there are a couple hundred empty shelter beds every single night, and yet there are thousands of people sleeping on the streets. How is it possible that we have empty shelter beds? One hand doesnt know what the other is doing, says Newsom.

Although his ideas sound noble, Newsoms proposals have created a stir among homeless advocates. One of the proposals will outlaw panhandling on certain strips and another calls for wider deployment of a finger-imaging system network?which homeless advocates associate with the criminal justice system?to track the progress of homeless folks as they move through the social services system.

About 9000 People Are Homeless Across British Columbia: Government

The provincial government has issued its second report, made every two years, that compiles homeless count data in communities across British Columbia.

The newly released report indicates there were 8,665 people experiencing homelessness, based on 16 homeless counts funded by the provincial government, six homeless counts funded by the federal government, and three independent homeless counts, as well as data from shelters and facilities funded by BC Housing. However, the counts across 25 communities were conducted at varying periods, spanning between Spring 2020 and Spring 2021.

As expected, the largest clusters were in the major urban centres, with 3,634 individuals in Metro Vancouver, 1,008 in Greater Victoria, 895 in the Fraser Valley, 406 in Nanaimo, and 297 in Kelowna.

At the time of the counts, six-in-10 people were sheltered including people staying in homeless shelters, or hospitals, jails, and detox facilities and four-in-10 individuals were unsheltered, such as situations where they stayed outside, in a vehicle, or temporarily in someone elses home.

The majority of individuals experiencing homelessness were male, with 68% identifying as men, followed by 30% as women, 3% as transgender, and 2% self-identified as another gender identity.

One-in-five individuals were seniors, 55 years and older, while one-in-10 were youth, under 25 years of age.
