Keeping within the context of energy, lets imagine a simple scenario back in the day, living in a town with one source of power: a coal-burning plant. In order to power your home sufficiently, youll need to pay the operators of this plant about $100 per month to use their energy. Everything is great with this arrangement except for the fact that you only live a few blocks away from this plant and it produces a horrible amount of thick, black smoke all day. You hate the smoke, but you also love your lights.

Suddenly, a scientist shows up and says that they have a way to make cleaner energy without all of the smoke but it will cost you $1000 per month. You love the idea of cleaner energy, but where will you get $1000 per month to pay for it? Its expensive because this scientist will have to build a plant, hire and train operators, and potentially run new power lines or dig up whatever resource the plant uses. No matter how much you want it, that clean power will be out of your grasp without that money.

Government To Slash Subsidies For Large Scale Solar Farms

The government has unveiled proposals to limit the subsidies paid to large solar farms from next April.

Owners of installations bigger than 5 megawatts will have to compete with other renewables for financing.

The Department of Energy & Climate Change says it wants to encourage the development of smaller scale and community energy production.

Campaigners have condemned the move, saying it will undermine investor confidence in the renewable sector.

The government wants to draw a close to the current system two years before it was projected to end.

Many parts of Southern England have seen a boom in solar power generation in recent years. There is currently enough photo-voltaic installed capacity to power 620,000 homes.

Land owners have been encouraged to switch to “solar farming”, thanks to a subsidy regime that can earn them around £1,000 per acre per annum for up to 25 years.

The government proposals highlight concerns that this switch to solar is happening far too quickly. They are worried that by 2017 there will be more solar energy being produced than the UK could afford.

Farmers will lose their right to claim subsidies for fields filled with solar panels under new plans to ensure more agricultural land is dedicated to growing crops and food. The move will help rural communities who do not want their countryside blighted by solar farms.

Britain has some of the best farmland in the world and ministers want to see it dedicated to agriculture to help boost our food and farming industry that is worth £97 billion to the economy.

The change, which will come into effect from January 2015, will mean that farmers who choose to use fields for solar panels will not be eligible for any farm subsidy payments available through the Common Agricultural Policy for that land.

Environment Secretary, Elizabeth Truss said:

The changes the government is making are expected to slow down the growth of solar farms in the countryside in England. There are currently 250 installed, with the biggest covering as much as 100 hectares. Under previous plans, the number of fields dedicated to solar farms was set to increase rapidly, with over 1,000 ground-based solar farms expected by the end of the decade across the UK. These changes should help to halt this expansion as it will now become less financially attractive for farmers to install the solar panels.

Fossil Fuel And Nuclear Subsidies

In contrast to what weve gotten from our renewables investment, from fossil fuel and nuclear subsidies weve only gained more pollution and higher costs.

U.S. costs from the climate crisis caused by the burning of coal, oil and natural gas will soon climb to $360 billion a year, according to the Universal Ecological Fund. The cost of federal fossil fuel subsidies to American taxpayers is equivalent to the projected 2018 budget cuts from proposals to slash 10 public programs and services, including supports for Americas most vulnerable children and families. Misplaced priorities, not a scarcity of resources, are driving this administrations efforts to balance the national budget at the expense of the most vulnerable.

The Congressional Research Services estimate of $100 billion in federal nuclear subsidies goes back more than 70 years. But its still mounting.

The research service says that since 2010, nuclear power has received in excess of $4 billion more in taxpayer support for technology development than renewables have. Taxpayers for Common Sense reports that the new units at Georgia Powers Vogtle nuclear plant, under construction since 2013, have received more than $12 billion in loan guarantees but now are projected to cost twice as much as initially estimated.

    Farming Under Solar Panels

    Solar panels dont have to take land out of production.

    A decade-long research project by the University of Massachusetts evaluated a solar array consisting of three panels vertically stacked and elevated by a racking design that supports the panels 4 to 7 feet off the ground.

    The panel clusters were spaced to 2 to 5 feet apart, permitting sunlight to reach grass growing beneath the panels.

    Every spot beneath the panels gets about two-thirds of the full amount of sunlight throughout the day, explains university agronomist Stephen Herbert of the projects 17-kilowatt installation.

    A similar elevated panel cluster is in commercial product from Hyperion Systems . Costs of elevated solar arrays vary widely, ranging from $2 to $5 per watt.

    The area underneath the panels produced 90% to 95% of the yield of the pasture area not covered by solar panels, Herbert says. Also, on hot summer days cattle can lie down in the shade underneath the panels.

    Research results suggest that growing crops and generating energy make good partners.

    If farmers are planning on installing solar panels or are approached by a solar company hoping to develop their land into a solar farm, they should do it in such a way that they can keep agriculture going on the land, Herbert adds. They can continue to earn an income from farming in addition to the revenue earned from solar energy.

    The Massachusetts project is also researching producing vegetables and other crops under the panel array.

    Brazil Sees Solar Boom Ahead Of Cut In Subsidies For New Projects

    Spain´s Iberdrola , France´s Voltalia , EDF , Italy´s Enel and Portugal´s EDP Renewables are among the main players developing solar projects in Brazil, as well as Atlas Energia, controlled by the British private equity firm Actis, ePowerBay said on Tuesday.

    Only projects registered with the electricity industry regulator ANEEL by March 2022 will benefit from the subsidies, which will be scrapped. The subsidies halve the price renewable projects pay for the usage of transmission networks.

    “Certainly the looming end of the subsidy has accelerated the seeking of approval for new projects by developers, primarily for the solar ones,” the consultancy said.

    Last September, before the government proposed the law cutting subsidies, investors had filed requests with ANEEL for the development of 8.7 gigawatts in new renewable projects. In March, after the law passed, requests for new projects jumped to 18 GW, lead by solar projects.

    The volume of projects seeking approval in just the month of March surpasses many times over the total capacity of solar parks currently operational in Brazil .

    According to ePowerBay, Voltalia registered 4 GW in new solar projects with ANEEL, followed by Iberdrola , EDP Renewables , Atlas , EDF , and Enel Green Power .

    What Is Price Cannibalisation

    Another reason why financiers might shy away from investing in subsidy-free renewables is price cannibalisation. This is where, for example, plentiful solar output on sunny days floods the system and depresses the price that the solar plants earns.

    As a result, the biggest risk to renewables are renewables themselves, says Dr Manuel Koehler, managing director of Auroras Berlin office.

    This effect reduces the market electricity price when renewables are supplying power, known as their capture price. During windy or sunny periods, it makes electricity cheaper for consumers , but it also cuts returns for renewable developers. This effect intensifies as each new unit of wind or solar is added, setting the sector up to be a victim of its own success.

    If large volumes of renewables are built in the UK, then capture prices might fall from the base case assumption of £46/MWh in 2030 to just £36/MWh, Aurora says.

    A further uncertainty is that the nature of the wider electricity system has a big impact on the capture price. More flexible grids may be able to respond to sunny periods by turning up demand by charging electric vehicles, for example counteracting the impact of price cannibalisation.

    Grid flexibility, price cannibalisation and merchant risk overlap and only partially cancel each other out, Aurora says. In combination, it puts a worst-case 2030 capture price for onshore wind at £30/MWh, a third below its base-case assumption, as the chart below shows.
