CHAs Choose to Own Homeownership Program allows qualified Public Housing and Housing Choice Voucher families to use their housing subsidy to buy a home and receive monthly assistance with a portion of their mortgage payment. In addition to financial assistance toward the mortgage payment, the CTO program provides referrals to pre- and post-purchase homebuyer education, credit counseling, real estate industry professionals, and other services to help families navigate the home buying process and increase their chances of success and self-sufficiency.

Most CTO families utilize the voucher to pay a portion of their mortgage the same way families use a voucher to pay a portion of their rent. CHA uses the Housing Assistance Payment to help families pay a portion of their monthly mortgage payment for up to 15 years . Other families are able to take on the full mortgage payment and dont require financial assistance from the CHA. These families are able to transition directly out of subsidized housing.

Since 2002, CTO participants have purchased 740 homes in the City of Chicago .

How Your Regular Payments Are Calculated

When you get an item with a rent-to-own plan, the rent-to-own company will give you a quote for a regular payment amount.

To get to this amount, they will usually include in the calculation:

  • the retail price of the item offered with the same-as-cash option
  • any other applicable fees

This amount is divided into equal payments. While the regular payment amount might not seem expensive, consider the total cost before making your purchase. You can calculate the total cost of the purchase by multiplying the regular payment amount by the number of payments in your plan.

Suppose you want to purchase a sofa. The sofa is $800 in a retail store versus $1,350 at a rent-to-own company, if you choose the same-as-cash option. You choose to purchase the sofa on a rent-to-own plan. The rent-to-own company may offer you various monthly payment options, which include fees in addition to the higher price.

For example, they may ask you to pay $22 per week for 104 weeks. In this case the sofa would cost you $2,288.

Applying Rent To The Principal

Youll pay rent throughout the lease term. The question is whether a portion of each payment is applied to the eventual purchase price. As an example, if you pay $1,200 in rent each month for three years, and 25% of that is credited toward the purchase, youll earn a $10,800 rent credit . Typically, the rent is slightly higher than the going rate for the area to make up for the rent credit you receive. But be sure you know what you’re getting for paying that premium.

In some contracts, all or some of the option money you must pay can be applied to the eventual purchase price at closing.

What Is A Lease With The Option To Buy

A rent to own contract that provides you with the option to purchase the home after the leasing period ends is the safest deal for most tenants, as this allows you to live in a property for a designated amount of time before deciding whether to buy it. During the rent-to-own leasing period, you can get a better idea of what your expenses would be like if you were to purchase the home in the future, and you can familiarize yourself with the neighborhood before deciding whether to move there permanently. With this type of agreement, you also receive the right to purchase the home before the lease ends, or you can walk away from the contract if you are no longer interested.

Your local public housing agency decides if you are eligible for a Housing Choice voucher based on:

  • Your annual gross income
  • Whether you qualify as a family, a senior, or a person with a disability
  • U.S. citizenship or eligible immigration status
  • Your family’s size
  • Other local factors

In general, your family’s income may not exceed 50% of the median income for the county or metropolitan area.

Disparate rates of wealth and homeownership are symbiotic issues that persist under Americas racial wealth divide. Lease-to-own models are being explored as a means to help aspiring homeowners, particularly those with low wealth and moderate income, purchase a home. Using 2019 Consumer Survey of Finance data, it is estimated that median Black household wealth is at $24,100, while median White household wealth is $188,200. The increase in wealth provided by homeownership is an important step to bridging the racial wealth divide. Even with only a minority of African Americans as homeowners, homeownership is central to Black households assets, comprising 49% of their wealth portfolio. It has been estimated that increasing Black homeownership rates to that of White Americans would more than 4X increase the median wealth of Black Americans.

Even as the American economy continues its recovery from the devastating impact of the pandemic, millions of Americans face deep rental debt and fear evictions and the loss of basic housing security. COVID-19 has exacerbated an affordable housing crisis that predated the pandemic and that has exacerbated deep disparities that threaten the strength of an economic recovery that must work for everyone.

To meet this need, the Emergency Rental Assistance program makes funding available to assist households that are unable to pay rent or utilities. Two separate programs have been established: ERA1 provides up to $25 billion under the Consolidated Appropriations Act, 2021, which was enacted on December 27, 2020, and ERA2 provides up to $21.55 billion under the American Rescue Plan Act of 2021, which was enacted on March 11, 2021. The funds are provided directly to states, U.S. territories, local governments, and Indian tribes. Grantees use the funds to provide assistance to eligible households through existing or newly created rental assistance programs.

  • Housing counseling: the law requires that housing counseling required under or provided in connection with all HUD programs is provided by HUD Certified Housing Counselors. This statutory requirement was implemented by HUD through the Final rule for housing counseling certification. Under the Affordable Housing Scheme the local authority provided land onwhich new houses were built and sold. You would qualify for the AffordableHousing Scheme if :

  • You were in need of housing and your income satisfied the income test, or
  • You were registered on a housing waiting list with a local authority, or
  • You were a local authority tenant or a tenant purchaser and you wanted to buy a private house and return your present house to the local authority, or
  • You were a tenant for more than one year of a home provided by a housing association under the Capital Loan and Subsidy Scheme and you wanted to buy a private house and return your present house to the housing association.

The income test only applied to people mentioned in the first bullet point if you were covered by the second, third or fourth bullet points, you wereexempt from the income test. However, all applicants had to have enough incometo meet their mortgage repayments after paying other bills.

Some local authorities had lower or higher income limits than others. As aguide, the following are approximate limits:

  • Single-income household: If your gross income in the last income tax year was between 25,000 and 58,000, you might be eligible.
  • Two-income household: If your joint income was 75,000 or less, you might be eligible.

Other Considerations For Rent

Before you look at rent-to-own homes, you need to know whether you can actually afford to own one. Mortgage payments are generally higher than rent in most states, and rent plus mortgage payment scan be prohibitively high. And even when the prices are close, there are other costs associated with owning your home instead of renting.

Your property taxes will be added to your monthly mortgage payment. And if you put down less than 20% for a down payment, your lender will probably require you to pay for private mortgage insurance as well.

What Does Emergency Rental Assistance Cover

The federal ERA Program allows local programs to cover rent, utilities, and home energy costs. This includes electricity, gas, fuel oil, water and sewer, and trash removal. If your landlord normally pays for utilities or home energy costs, these are counted as part of your rent.

Rental assistance may also cover:

  • Reasonable late fees
  • Internet service to your home
  • Moving expenses and other rental-related fees for families who have to move

Some programs may also provide housing counseling, case management, legal representation, and other housing stability services.

The federal ERA Program allows local programs to help with moving expenses, security deposits, rental applications or screening fees. Check with your local program to find out if theyre using this flexibility.
