To apply for free dental care for kids under HSO, your child must:

  • be 17 years old or younger
  • live in Ontario
  • live in a low-income household:
  • 1 child household household income must be $24,129 or lower
  • 2 children household household income must be $25,956 or lower
  • 3 children household household income must be $27,782 or lower

Kids 17 and under are automatically enrolled in Healthy Smiles Ontario when they or their family receive: Ontario Works, Temporary Care Assistance, Assistance for Children with Severe Disabilities or the Ontario Disability Support Program.

A child who has dental insurance coverage CAN apply and be eligible for HSO as long as the above criteria are met.

Dental Benefits For Children In Chip

States that provide CHIP coverage to children through a Medicaid expansion program are required to provide the EPSDT benefit. Dental coverage in separate CHIP programs is required to include coverage for dental services “necessary to prevent disease and promote oral health, restore oral structures to health and function, and treat emergency conditions.”

States with a program may choose from two options for providing dental coverage: a package of dental benefits that meets the CHIP requirements, or a benchmark dental benefit package. The benchmark dental package must be substantially equal to the the most popular federal employee dental plan for dependents, the most popular plan selected for dependents in the state’s employee dental plan, or dental coverage offered through the most popular commercial insurer in the state.

In addition to basic dental services, ODSP recipients and eligible spouses may receiveservices under the Dental Special Care Plan which provides enhanced benefits for those whose dental needs result from disability, prescribed medications or medical treatment that affects oral health. For example:

  • Developmental disabilities

A dentist must apply for the Dental Special Care Plan on behalf of the patient by submitting a predetermination to Accerta which administers the ODSP dental benefit on behalf of MCSS. Dental Special Care treatment plans are valid for five years as long as the patient continues to be eligible for the ODSP dental benefit. Should the patient require additional services within the five-year period, a new pre-determination is required to authorize those services.

Medicaid Enrollees Need Access To Dental Vision And Hearing Services

Fixing gaps in coverage only in Medicare without making the corresponding changes in Medicaid would exclude many people with significant unmet needs. Providing access to a full range of preventive services and treatment for non-elderly adults with Medicaid coverage could prevent more serious conditions later in life as well as the need for more invasive, costly procedures.

As shown in Figure 4, while a significant share of traditional Medicare enrollees aged 65 and over report having unmet dental needs due to cost, the share is almost two-thirds higher among Medicaid enrollees under age 65, who are low income by definition. While Medicaid enrollees under the age of 21 are eligible for dental care as part of the Early and Periodic Screening, Diagnostic, and Treatment benefit, once young adults turn 21, many no longer have access to treatment options. Adult Medicare beneficiaries under age 65 with disabilities many of whom also receive Medicaid face disproportionate challenges in obtaining needed dental care. Low-income seniors enrolled in both Medicare and Medicaid also have higher rates of unmet dental needs due to cost than other Medicare enrollees.

Congress would need to make various design decisions in adding dental, vision, and hearing benefits to Medicaid. They include: how the federal government and states would share the cost what benefit standards the federal government would set and whether Congress would permit nominal cost sharing.
