How to Get Grants for Disabled Veterans
Government Agencies Meet Contracting Goals
Since the majority of Americans work for small businesses, the Federal Government has set various goals for small business participation in government contracting. By having a certain percentage of total procurement go to varying types of small businesses, the government is able to support these disadvantaged companies.
An SDVOSB Procurement Program was developed to allow contracting officers to award firms like Rivera Group a sole source or set-aside contract to reduce competition. From this, a required 3% minimum of the total prime contract awards must go to SDVOSB companies.

However, many agencies within the federal government do not routinely make contract set-asides for SDVOSB companies. Acting as the prime contractor, such distinctions may only net you another 5%-7% of new business opportunities .

To begin, an SDVOSB is characterized as a company that is owned by one or more veterans who were injured or disabled during their military service. Along with the necessary documentation, the Department of Veterans Affairs has four requirements that must be met for verification.
- Be classified as a small business by the Small Business Administration
- Be at least 51% owned by one or more Service-Disabled Veterans who control management and daily business operations
- The SDV must hold the highest officer position at the company
- The company must be assigned to the North American Industry Classification System
Sbas Service Disabled Veteran
The Service-Disabled Veteran-Owned Small Business Concern Program was developed to help agencies meet the government-wide goal that not less than 3% of the total value of all prime contract and subcontract awards be made to small businesses owned and controlled by service-disabled veterans stipulated by the Veterans Entrepreneurship and Small Business Development Act of 1999. It does not provide a priority or preference to SDVOSBs, it simply allows contracting officers to create SDVOSB set-asides or make sole source awards if they choose to do so in an effort to meet the 3% goal. Each agency is required by Executive Order 13360 to have a strategy to meet its SDVOSB contracting and subcontracting goals. 13 C.F.R. § 125.11-125.33).

Gsa To Issue $5b Rfp For Service
WASHINGTON The U.S. General Services Administration today announced it will release a request for proposal in March for a government-wide acquisition contract that will be set aside for service disabled veteran owned small businesses. The GWAC, named Veterans Technology Services , will provide information technology services for federal government agencies. This GWAC responds to an Executive Order signed by President Bush in October 2004 that directed GSA to establish a GWAC for service disabled veteran owned small businesses, which GSA supported.
GSA has already submitted its business case to the Office of Management and Budget for the 10-year, $5 billion GWAC contract known as the Veterans Technology Services contract, which will promote opportunities for disabled veteran small business owners to provide information technology services to federal government agencies. The Request for Proposal will be issued this spring for VETS, and contract awards are expected early in 2006. The GWAC will have two functional areas that serviced disabled veteran businesses can propose on, namely Information Systems Engineering and Systems Operations and Maintenance, and both will include IT Security.
